GoodGovernance, IslamicProjectFuture

The regional state emerged from the point of decline in Arab-Islamic civilization, aligning with the selective secular approach (though it's a blurred hybrid), in terms of excluding the concept of religion from the movement of the new society belonging to a global system that began to form on the ruins of the Islamic caliphate (the Ottoman). This new system is based on adopting the concepts of materialistic philosophy in both its Western (capitalist system) and Eastern (communist system) aspects.

The National Bourgeois State is Founded on Liberal Principles in Economy, Politics, Rule of Law, and Constitution

The establishment of the Arab regional state occurred within this ideological framework that transcends religious points, replacing it with secularism, which will represent a blurred Arab approach in governance, administration, and culture, equipped with nationalist concepts - based on superficial adornment - such as Pharaonic, Egyptian, national, Toronian, Phoenician, and other concepts shaping the new era, intentionally disregarding two fundamental concepts: the nation and the caliphate, while elevating the concept of 'state' and promoting it as the new salvation from all forms of poverty, disease, ignorance, and backwardness.

Patterns of the Regional State and Governance Systems

The concept of the regional state did not emerge from the depths of the same Arab environment. Instead, it underwent a regressive process to embrace tribal concepts, paternal authority, and the traditions of despotism and classism rooted in the pre-Islamic Arab environment. In light of this, several patterns have emerged for the image of the new Arab Regional State, aligning with the nature of these traditions and their specificity in their new environment. We can observe these patterns in the following forms(1):

1- The National Bourgeois State:

This type of regional state is based on liberal principles in both economy and politics, advocating for the rule of law, constitutionality, and the preservation of public freedoms. However, this remains until its political system is endangered, leading to a transformation into a despotic regime seeking protection from the military, until its political system and its particular class interests stabilize.

2- The Revolutionary National State:

This image is built upon declaring war against all forms of colonization, aiming to nationalize many economic institutions. Along the way, it also targets political pluralism institutions (parties, press, and media in general) and engages in some social contributions that attract the most deprived and impoverished classes in society, with the aim of forming a social base to support it in wielding power despotically or in the face of potential failures, at the expense of intellectuals, thinkers, opinion holders, and opposition movements that criticize its actions.

The revolutionary state is based on declaring war on forms of colonization, and along the way, it seizes political pluralism institutions

In this pattern, the head of state transforms into the sole leader to whom everyone must submit. He represents the source of law, legislation, and everything else, imposing his idea of security that opposes all ideas of renaissance and progress, which are often sacrificed alongside intellectuals, thinkers, and opinion holders. This image combines "proletarianism" in form and "oligarchy" in governance, using oppression as a weapon to enforce its concepts and policies.

3- Rentier State:

This pattern began to emerge at the beginning of the Arab oil era, driven by the global capitalist system's desire to dominate this region for natural and geopolitical reasons. Simultaneously, with the implantation of the Zionist entity and the signing of contractual agreements for the extraction of fossil fuels and their derivatives using technological tools, in exchange for a life of material prosperity, purchasing technology, and achieving material pleasure for the peoples of these countries.

In terms of governance, the rentier state reintroduced tribal and clan concepts to form a capitalist class allied with the capitalist system, with which it unified in its specific goals (remaining in power, material prosperity).

The rentier state emerged at the beginning of the oil era, driven by the capitalist system's desire to dominate this region

The Regional State and Civilizational Possibilities

Has the regional state in any of its forms achieved an opportunity for civilizational potential? The truth cannot be answered with a simple yes or a half-yes; rather, it can be said that what the regional state has achieved in its various forms is all against civilizational potential. For example, its political subordination to the Western system has been a disastrous outcome for this experience, with the Gaza model being a clearer and more explicit manifestation of this result.

As for the civilizational aspect, westernization and secularism have formed a dangerous turning point for the Arab nation's civilizational status. The late thinker and advisor Tareq Al-Bashri pointed to this by saying: "One of the most dangerous aspects of moral corruption in this regard is that what was considered an internal factor has become an external factor in assessing historical events themselves. The situation has been reflected, so what was once an external factor, like the French campaign in Egypt, is sometimes treated as if it were an internal factor, when some view it as a contributing element to progress and advancement.

This assessment has been made under the dictate of the prevailing concept of the 'unity of the era' in the international and civilizational sense, resulting in estrangement and adherence to the bonds of subordination to the West. The adherence referred to here is not material, political, or economic, but rather related to consciousness. "(2)

The Arabs Have Lost the Potential for the Establishment of Arab Unity on National, Economic, Political, or Civilizational Grounds

And he adds, clarifying the connection and continuation of the westernization movement and the absence of consciousness and the achievement of detachment from roots, history, and civilizational dispersion, saying: “I believe that the prevailing value for us now about contemporaneity or the unity of the modern era in its international and civilizational sense is one of the foundations of what is being promoted of values and concepts that produce a mixing of self-awareness. It is one of the foundations of the estrangement and cultural absorption we suffer from, and its impact is not limited to corrupting our view of our reality and our circumstances from our own distinct perspective. It nurtures our civil and material welfare, but it also extends to our view of our past, reshaping it unlike what actually happened in the past. It also establishes subordination and fragmentation, not only in reality alone, but also in the very consciousness.” (3)

Moreover, the investigation into human rights files and the status of the Arab individual undoubtedly illustrates the regression of any path towards civilizational potential, where repression and deterioration of political rights and social justice prevail, and indicators of basic rights in health and education decline in a large part of the Arab homeland, in exchange for the constant threat of replacing everything in return for stability and security!

The Arabs have also lost any possibility of establishing Arab unity, neither on a national, nor on an economic, nor on a political, nor on a civilizational basis, as the factors of spiritual, cultural, and religious unity have been absent among the new governing systems, each of which has presented its own vision for each state individually.

  • Israel's Foreign Minister, Israel Katz, accuses Turkey of violating trade agreements and is seeking US sanctions.
  • Economic impact of the restrictions could be severe, particularly in the clothing and electrical goods industries, household appliances sector, and construction sector.
  • French Foreign Minister, Stephane Ségornet, suggests imposing sanctions on Israel and urging them to open more checkpoints for humanitarian aid.

Turkey has put restrictions on 54 products being exported to Israel, like construction iron, flat steel, marble, and ceramics. These restrictions will stay in place until Israel agrees to a ceasefire in Gaza and allows more humanitarian aid to reach the people there. Turkey hasn't been selling any products to Israel that could be used for military purposes for a while now. Last year, Turkey's exports to Israel were $5.43 billion, which is less than the $7.03 billion in 2022.

Israel's Response to the Sanctions

The Israeli Foreign Minister, Israel Katz, said that Turkey broke trade agreements by restricting exports to Israel. He's even talking to the United States to stop investing in Turkey and to stop importing products from there. Tel Aviv is also reaching out to friends in the US Congress to talk about breaking boycott laws and possibly putting sanctions on Turkey.

Economic Impact on Israel

Industries Affected: The clothing and electrical goods industries in Israel might be hit the hardest by these restrictions. The household appliances sector, which gets some products from Turkey, could also feel the impact. The construction sector in Israel is worried that prices for apartments might go up because of the restrictions on Turkish exports.

France Calls for Sanctions

French Foreign Minister's Statement: The French Foreign Minister, Stephane Ségornet, wants to put sanctions on Israel and pressure them to open more checkpoints for humanitarian aid to reach Palestinians in Gaza. France might even impose sanctions on Israel to make them open more checkpoints. But other European countries aren't really on board with the idea of putting sanctions on Tel Aviv.

The United States, Israel and Iran did a very good job of remaining silent on Friday after the Israeli strikes near the Iranian city of Isfahan, perhaps because silence is the real message that shows the desire of all parties to prevent escalation in word or deed.

In his column in the Washington Post, Ignatius referred to what he saw as Israel's deliberate decision to reshape its strategy to deter Iran and what he described as its proxies.

The absence of Israeli deterrence

He continued that Israeli deterrence is usually through the intensive use of offensive force and consists of a strong blow to impose compliance through coercion.

But this time it was different, as it used the Iron Dome defense system and the help of allies to absorb the major Iranian strike, then Tel Aviv submitted to pressure from US President Joe Biden and did not respond immediately, even though some Israelis wanted to respond quickly and with great force.

Agreeing to be silent

Then the Israeli response came on Friday, but it was silent - as the writer says - as Iranian and Israeli reports indicate that Israel attacked a site near some of the largest Iranian nuclear facilities, and those facilities were not damaged, according to the International Atomic Energy Agency, but Israel sent a message that it is capable To penetrate Iranian air defenses and strike strategic targets when it so chooses.

Escalation dominance

Israel wanted to have the final say in this military exchange, and it seems that it succeeded in that, as Russian Foreign Minister Sergei Lavrov said, after talks with officials in Tehran, that “Iran does not want escalation,” and Iranian public statements mocked this limited measure. In this sense, Israel has maintained what strategists call “escalation dominance.”

The writer wondered about Israel's actions, and what explains the restraint it exercised, in a situation in which hawks in the Israeli government were screaming for a comprehensive attack.

He explained that Israel is acting as if it were the leader of a regional coalition against Iran, and therefore its thoughtful response shows that it is weighing the interests of its allies who provided tremendous and quiet assistance in thwarting the major Iranian attack, which means that it is playing the long game.

The writer believed that this was a qualitative shift for Israel, as it realized, instead of viewing itself as “the besieged Jewish state fighting alone for survival against a battalion of Arab and Muslim enemies,” that it had allies, led by the United States, but with it the Arab countries that... It opposes Iran and its proxies.

Enmity flavored with friendship

Ignatius concluded that this is the new shape of the Middle East, and that Israel has gained a valuable asset over the past week, noting that this mature friendship between Israel and its former opponents in the region must, for the time being, remain undeclared.

After absorbing the Iranian missile attack with great skill - as the writer says - Israel is now seen as a victim and a master of high-tech defense, and this is a welcome gain, after 6 months of intense fighting in Gaza, which has severely tarnished Israel's international reputation.

After the series of Iranian missiles and the limited response from Tel Aviv, Israel now appears to have the support of the Group of Seven advanced industrialized countries, Ignatius explains.

According to the writer, regardless of what “Israeli hardliners say, we are seeing something new after the April weapons,” explaining that the worst is yet to come, if Iran decides to “infiltrate” towards obtaining nuclear weapons, or Hezbollah launches attacks from the north, or Israel chooses Launching a devastating preventive war against Hezbollah in Lebanon.

The writer stressed that reaching a quick end to the war in Gaza is necessary now, because it is in the clear interest of Israel, the Palestinians, and the entire Middle East to end this conflict and resume the path of normalization with Arab countries.

The use of wheat as a weapon in the Russian war on Ukraine, which began on February 24, 2022, and the repercussions of this use on the food and lives of people in the world, is a topic that has occupied many analysts and strategists.

One of the most tragic results of this war was the food shortage that affected both the poor and the rich after Ukrainian grain production declined, and farmers in this country faced real problems, whether in production or export, after they had been saving more than 5 million tons. of wheat per month.

Soil of Black Gold

Ukraine is one of the most important wheat-producing and exporting countries in the world, and its wealth is represented by its black soil, which is considered the best in the world. It is very fertile and is called the “soil of black gold,” as Laura Riley, a correspondent specializing in covering food news at the Washington Post, says.

According to Marco Ansaldo - a geopolitical expert and foreign correspondent in Turkey - food has been used as a geopolitical weapon in Russia's war on Ukraine.

In turn, the Executive Director of the United Nations World Food Program, David Muldrow Beasley, warned of the worst food crisis the world has witnessed since World War II, considering the use of wheat as a weapon “a declaration of war on global food security.”

The food crisis that resulted from Russia's war on Ukraine affected Arab countries such as Lebanon and Yemen, which was indicated by the Regional Director for the Middle East and North Africa at the World Food Program, Corinne Fleischer, when she said that Yemen imports 90% of its food needs, approximately 30% of which comes from the Black Sea. 16 million Yemenis cannot get enough food.

After the World Food Program was buying Ukrainian grains to feed the Third World, it now works to save Ukraine and distribute food to its population. The program says that 20% of Ukrainians are at risk of food insecurity.

Ukrainian Loses $6 Billion a Month

The food crisis came after the vital system of Ukrainian agriculture, represented by the huge grain silos in which the harvest ready for export from Ukraine to all parts of the world was stored, was damaged.

Dmitrasevich Markyan, Deputy Minister of Agricultural and Food Policy of Ukraine, confirmed that before February 24, 2022, the storage capacity was estimated at about 75 million tons of grain, and about 5 million tons were destroyed due to military actions.

He added that during the first weeks of the war, supply logistics chains inside Ukraine were hit, such as the delivery of flour and the delivery of raw materials for making bread.

The crisis worsened after the closure of the Black Sea ports and the Russian bombing of the port of Odessa, which was one of the most important seaports in the world, as it remained idle for several months.

According to statistics, the Ukrainian economy lost $6 billion per month due to the blockade of ports.

Türkiye's Role in Resolving the Grain Crisis

Türkiye and its President Recep Tayyip Erdogan played an important role in resolving the Ukrainian grain crisis, which geopolitical expert Marco Ansaldo pointed out by saying, “It must be recognized that the Turkish president has played a role that others have not played, as he takes advantage of his country’s geopolitical position well and places it at the heart of an image that arouses interest.” ", stressing that Turkey has always maintained its position between the two sides, as it communicates with Moscow and Kiev.

Cargo ships resumed their activity to export Ukrainian grains after the signing of the grain agreement on July 22, 2022 in Istanbul.

As of last October 30, more than 400 ships left Ukrainian ports on the Black Sea with a total tonnage estimated at 9 million and 700 thousand tons of agricultural products.

As of last September 14, 27% of ships headed towards third world countries and 47% towards rich countries, while exports to Lebanon and Somalia amounted to only 1%.

It is noteworthy that on July 17, 2023, Russia officially informed Turkey, Ukraine, and the United Nations Secretariat of its objection to extending the “grain deal,” which raises questions about the repercussions of this decision on grain prices - especially wheat - and on global food security in general.

The Genocide War on Gaza has entered its 196th day, amid the Zionist occupation forces continuing to commit a genocidal war in the Gaza Strip, by launching dozens of air strikes, artillery shelling, and bloody massacres against civilians.

For its part, the United Nations Relief and Works Agency for Palestine Refugees (UNRWA) stated that the “Israeli” war on Gaza led to the displacement of more than 75% of the population and the destruction of about 62% of homes.

Raids on the Northern and Central Gaza Strip

The Israeli occupation continues its aggression against Gaza, as its warplanes launched two raids on the northern Gaza Strip today, Friday.

The Palestinian News Agency (Wafa) reported that the occupation aircraft launched two raids on the Al-Sikka area, and on a house for the Al-Mabhouh family, east of Tal Al-Zaatar, in the Jabalia camp in the northern Gaza Strip, wounding a citizen who was subsequently transferred to Kamal Adwan Hospital.

4 Massacres

An occupation aircraft also launched a raid on the city of Al-Zahra in the central Gaza Strip, in addition to another raid that targeted an area north of the electricity company in Nuseirat.

The Ministry of Health in Gaza indicated in its daily statistical report that the “Israeli” occupation committed 4 massacres against families in the Gaza Strip, including 42 martyrs and 63 injuries to hospitals during the past 24 hours.

Thus, the toll of the “Israeli” aggression has risen to 34,012 martyrs and 76,833 injuries since the seventh of last October.

International Condemnation of US “Veto” against Palestine

Today, Friday, Arab and Islamic countries and organizations expressed their dissatisfaction with the American “veto” against Palestine’s full membership in the United Nations, following the failure of the Security Council to accept it, amid an Algerian announcement of its intention to return to submit a request on behalf of the Arab group in the Council to obtain it again.

This came according to official statements issued by Saudi Arabia, Egypt, Jordan, Algeria and Palestine, after the United States dropped a draft Arab resolution submitted by Algeria to the Security Council demanding that Palestine be granted full membership in the United Nations, according to the Anadolu Agency.

The Saudi Ministry of Foreign Affairs confirmed, in a statement today, Friday, that obstructing the acceptance of full membership of the State of Palestine in the United Nations contributes to perpetuating the obstinacy of the “Israeli” occupation and its continued violations of the rules of international law without deterrence, and will not bring the desired peace closer.

In a statement on Friday, the Arab Parliament also criticized the United States’ use of its veto, considering it “a usurpation of the legitimate Palestinian rights to recognize the Palestinian state and acknowledge its full membership in the United Nations.”

While the Organization of Islamic Cooperation expressed its deep regret at the failure of the UN Security Council to carry out its responsibilities towards granting the State of Palestine full membership in the United Nations, at a time when the Palestinian people are exposed to the harshest levels of aggression, persecution, and genocide.

Meanwhile, Algeria's permanent representative to the United Nations, Ambassador Ammar Ben Jama, confirmed his intention to return again to submit an Arab application for Palestine to obtain full UN membership.

Bin Jama said in a speech after the US veto, “We will return stronger and more vocal with the support of the legitimacy of the General Assembly and the broader support of the members of the United Nations. This is just another step in the journey towards full membership for Palestine.”

Hamas condemned in the strongest terms the American position biased towards the occupation, and called on the international community to exert pressure to go beyond the American will and support the struggle of the Palestinian people and their legitimate right to self-determination.

The movement said in a press statement, today, Friday: The U S once again stands in the face of international will, to use its veto power in the face of the draft resolution submitted by Algeria on behalf of the Arab group, calling for granting Palestine full membership in the United Nations, despite 12 countries supported the resolution.

Hamas added that the United States reaffirms its stand against our Palestinian people and their right to self-determination and the establishment of their independent Palestinian state, and its full support for the fascist occupation entity in its confiscation of the rights of our Palestinian people and attempts to liquidate their cause.

The movement pointed out that the American administration, with its position, places itself with the Nazi-Zionist entity, isolated from the international will that stands with our people and their legitimate rights.

Hamas highly valued the positions of all countries that stood with the Palestinian right and voted for the draft resolution.

Explosions in Iran

At dawn today, Friday, the “Israeli” occupation launched an air strike on Iran in response to its attack with missiles and marches on “Israeli” sites.

The official “Israeli” Broadcasting Corporation reported that “Israel” attacked targets in Iran, according to what was reported by the “Palestinian Information Center.”

Iranian media reported that the sounds of explosions were heard in the airspace of Isfahan Governorate in the center of Iran, indicating that the air defenses responded to some small drones.

Al Jazeera quoted Iranian official television as saying that the nuclear sites in the Isfahan province did not suffer any damage, after the air defense systems in Isfahan were activated to deal with suspected drones.

The Commander-in-Chief of the Iranian Army, Abdul Rahim Mousavi, said that the explosions that occurred in the sky of the city of Isfahan in the center of the country were linked to the launching of anti-aircraft systems at what he described as a suspicious object, and did not cause any damage.

The occupation army refused to comment on the issue, while Iran did not directly accuse “Israel” of carrying out the attack with the marches, stressing that the event was a security event and did not result from an external attack, without providing information about the location of the start of the marches, according to the “Al Jazeera” website. net".
