Poland’s prime minister on Monday called for the establishment of a commission to investigate what he called genocide in Ukraine.

Speaking at a news conference, Mateusz Morawiecki called the Russian attacks in Ukraine "genocide" and recommended the establishment of an international commission to investigate.

Referring to media images of what seem to be mass killings from various regions near the capital Kyiv, including Bucha, he said voices should be raised to take a stand against Russia.

The Russian war against Ukraine, which started on Feb. 24, has been met with international outrage, with the European Union, US, and UK among others implementing tough financial sanctions on Moscow.

At least 1,430 civilians have been killed in Ukraine and 2,097 injured, according to UN estimates, with the true figure feared to be far higher.

Ukrainian President Volodymyr Zelenskyy on Monday visited the city of Bucha, where Ukrainian troops are said to have found bodies of civilians, following the withdrawal of Russian troops.

"It is very important for us that the press is here, there are journalists, this is the most important thing. We really want you to show the world what was happening here, what the Russian military was doing, what the Russian Federation was doing in peaceful Ukraine," Zelenskyy told reporters during his visit to Bucha, according to Ukraine’s official news agency Ukrinform.

Ukraine’s Prosecutor General Iryna Venediktova said that 410 civilian bodies were recovered from areas in the wider Kyiv region.

UN Secretary-General Antonio Guterres has called for an independent investigation into the issue.

"I am deeply shocked by the images of civilians killed in Bucha, Ukraine," Guterres said on Twitter.

The US, UK, Germany and some EU countries have also accused Russia of committing “war crimes” in Ukraine, following reports of alleged atrocities in Bucha.

British Prime Minister Boris Johnson on Sunday condemned alleged mass killings of civilians by Russian forces as they withdrew from Ukrainian towns and cities. 

Johnson said his government would do everything it could to thwart Russia in its war with Ukraine and to support Kyiv.

"Russia's despicable attacks against innocent civilians in Irpin and Bucha are yet more evidence that Putin and his army are committing war crimes in Ukraine," the prime minister said.

"No denial or disinformation from the Kremlin can hide what we all know to be the truth -- Putin is desperate, his invasion is failing, and Ukraine's resolve has never been stronger," Johnson added.

He underlined that his government would enlarge its sanctions regime against Moscow and provide more military support to Kyiv, along with humanitarian aid to displaced Ukrainians in the country.

"I will do everything in my power to starve Putin's war machine. We are stepping up our sanctions and military support, as well as bolstering our humanitarian support package to help those in need on the ground."

"The UK has been at the forefront of supporting the International Criminal Court's investigation into atrocities committed in Ukraine, and the Justice Secretary has authorized additional financial support and the deployment of specialist investigators -- we will not rest until justice is served."

Earlier on Sunday, the UK's Foreign Secretary Liz Truss condemned Russian atrocities committed in the cities of Irpin and Bucha, from which Russian forces recently withdrew. Truss called for an international investigation on the killings and for them to be treated as war crimes.

Images from Bucha, located near the capital Kyiv, purport to show civilian bodies laying in the streets. Residents who spoke to Sky News said the civilians were shot dead by retreating Russian troops without provocation, their hands and feet later discovered to have been tied and bound.

International condemnations have grown since the photos and footage surfaced, drawing the condemnation of German and French leaders.

At least 410 civilian bodies were recovered in the town of Bucha near the Ukrainian capital Kyiv, Ukraine's prosecutor-general said on Sunday. 

"Currently, 410 bodies of killed civilians have been taken out of the territory of Kyiv region," Iryna Venediktova said on Facebook, according to the country's state news agency Ukrinform.

"Prosecutors and other specialists have already examined 140 of them," said Venediktova, noting that an investigation was ongoing.

On Sunday, the Russian Defense Ministry denied that its troops killed civilians while withdrawing from towns near Kyiv.

Germany on Sunday accused Russia of committing "war crimes" in Ukraine, following reports of atrocities in the town of Bucha near Kyiv. 

Chancellor Olaf Scholz said dozens of civilians, including women, children, and the elderly, were among those killed in the town.

"Killing civilians is a war crime. We must relentlessly investigate these crimes committed by the Russian armed forces," he told a news conference in Berlin.

Scholz also signaled that Germany is weighing tougher sanctions on Russia, following the latest reports from Ukraine.

"With our allies, we will decide on further measures in the next few days," he said, vowing to continue providing arms to Ukraine.

Scholz renewed his call for Russian President Vladimir Putin to immediately cease all combat operations in Ukraine and withdraw Russian troops from the country.

The head of the UN refugee agency on Sunday called on European countries to apply their generosity towards Ukrainian refugees to others as well as 90 more people died in a fresh "tragedy" in the Mediterranean Sea.  

"More than 90 people have died in another Mediterranean tragedy," Filippo Grandi said on Twitter.

"Europe has proven its ability to host 4 million refugees from Ukraine generously and effectively," Grandi said. "It must now urgently consider how to apply this to other refugees and migrants knocking, in distress, at its doors."

Grandi retweeted earlier remarks from the French medical charity Medecins Sans Frontieres, which said on Twitter that over 90 people died in international waters after leaving from Libya "on an overcrowded boat many days ago."

"The commercial tanker Alegria 1 rescued the only 4 survivors early this morning. We know from our initial contact with Alegria 1 that the survivors reported being at sea for at least four days on a boat with nearly 100 people on board," the charity said.

These people need urgent protection, the agency said, urging Italy and Malta "to assume coordination of such an operation and assign a place of safety for the survivors before it is too late."

For years, North African countries such as Tunisia, Algeria, Libya, Mauritania, and Morocco have witnessed attempts by migrants from mainly sub-Saharan Africa to reach Europe, hoping for a better life.

The British government on Sunday condemned the "indiscriminate killings of civilians" by retreating Russian forces in towns and cities across Ukraine. 

In a statement, Foreign Secretary Liz Truss said there is increasing evidence of mass killings by retreating Russian forces in Ukrainian towns and cities such as Irpin and Bucha and has called for an international investigation into the acts that should be treated as war crimes.

“As Russian troops are forced into retreat, we are seeing increasing evidence of appalling acts by the invading forces in towns such as Irpin and Bucha. Their indiscriminate attacks against innocent civilians during Russia’s illegal and unjustified invasion of Ukraine must be investigated as war crimes,” the foreign secretary said.

“We will not allow Russia to cover up their involvement in these atrocities through cynical disinformation and will ensure that the reality of Russia’s actions is brought to light. We will not rest until those responsible for atrocities, including military commanders and individuals in the Putin regime, have faced justice,” she added.

Photographs taken in Bucha, a town liberated near the capital Kyiv, purport to show civilian bodies littered across various streets. Residents, who spoke to Sky News, said the civilians were shot dead by retreating Russian troops without any provocation. Their hands and feet were tied.

According to the Reuters news agency, a mass grave was discovered on the grounds of a church in which the hands and feet of the slain civilians were protruding from the ground. Anatolia Fedoruk, mayor of Bucha, said 300 of its residents had been killed.  

‘Probe into war crimes’

“The UK will fully support any investigations by the International Criminal Court, in its role as the primary institution with the mandate, to investigate and prosecute war crimes. The UK-led effort to expedite and support an International Criminal Court investigation into crimes in Ukraine was the largest State referral in its history,” Truss said.

“At this time, more than ever, it is essential that the international community continues to provide Ukraine with the humanitarian and military support it so dearly needs, and that we step up sanctions to cut off funding for Putin’s war machine at source,” she added.

International condemnation has grown since the discovery of the atrocities with German and French leaders condemning the killings. There are calls for international humanitarian organizations to be given access to Bucha and other towns and cities where such killings have taken place in order to investigate the nature of the atrocities and document the crimes.

The International Red Cross said one of its teams was trying to reach Ukraine's city of Mariupol on Sunday, where thousands of people are trapped, facing daily Russian bombardment.

The United Nations also said that since the Russian attack on Feb. 24, 1,417 civilians have been killed and 2,038 injured in Ukraine, but the real toll is much higher.

International Committee of the Red Cross spokesman Sam Smith told Anadolu Agency: "An ICRC team left Zaporizhzhia (northwest of Mariupol) on Saturday."

It was still on its way to the southern border Ukrainian port on Sunday, where people are deprived of food, water, and necessities.

"The situation is very tense," said Smith explaining that the team trying to reach Mariupol consists of three vehicles and nine personnel.

By April 2, the number of people fleeing Ukraine since the Russian-Ukrainian war began reached 4.2 million, primarily women and children and nearly one-tenth of the population, said the UN Refugee Agency (UNHCR).

More than 2.4 million of those fleeing have gone to Poland.

A Red Cross team on its way to Mariupol to facilitate the safe passage of some 100,000 civilians had to backtrack Friday after conditions made it impossible to proceed, said the humanitarian group.

Mariupol Mayor Vadym Boychenko had said on Monday that up to 160,000 civilians are stranded in the city.

The ICRC said earlier that it is communicating with Ukrainians and Russians on the final details of how tens of thousands of civilians stranded in Mariupol will be evacuated.

- Reaching Mariupol

Humanitarian groups have been unable to reach Mariupol since Russian forces began bombing the city after the start of its war on Feb. 24.

So far, 54 buses are reported to be in the convoy, which could take tens of thousands of civilians away from the city.

ICRC spokesman Ewan Watson told journalists Friday that allowing people to leave and letting aid supplies in is now a humanitarian imperative.

"The people of Mariupol have suffered weeks of heavy fighting with dwindling water, food, and medical supplies. Piecing together the safe passage convoy has been and remains extremely complex."

According to some reports, Russian troops forced Ukrainian civilians to relocate to areas under their control.

Meanwhile, explaining the war toll, the Office of the High Commission for Human Rights (OHCHR) said that most civilian casualties were caused by explosive weapons with a wide impact area, including shelling from heavy artillery and multiple launch rocket systems and missile and airstrikes.

"OHCHR believes that the actual figures are considerably higher, as the receipt of information from some locations where intense hostilities have been going on has been delayed, and many reports are still pending corroboration."

The UN maintained that 59 children had been killed but said that the Prosecutor General's Office of Ukraine says 158 children have been killed and at least 258 injured./aa

At least six people were killed and 10 others injured in a shooting in the city of Sacramento, California, police confirmed on Sunday.

"We now have confirmed that we had six people killed ... additional 10 people were transported or self-transported to area hospitals," Sacramento Police Chief Kathy Lester told reporters. 

Lester also asked the public to help "to identify the suspects in this and provide any information that you can to help us solve" the incident.

Police said they heard gun shots at around 2 a.m. local time (0900GMT) when they were patrolling the area. When the police arrived at the scene, they "located a large crowd" and "found that multiple people, unfortunately, had been shot and this is a really tragic situation," Lester said.

Meanwhile, Sacramento Mayor, Darrell Steinberg expressed "shock and sadness" over the deadly incident on Twitter.

"The numbers of dead and wounded are difficult to comprehend. We await more information about exactly what transpired in this tragic incident," Steinberg said.

"Rising gun violence is the scourge of our city, state and nation, and I support all actions to reduce it," he added.

There were 294 mass shootings in the US last year, the Gun Violence Archive reported, further noting that 20,694 people were killed as a result of gun violence. The majority of deaths -- 11,352 -- were suicide.

"Officers located at least 15 shooting victims, including 6 who are deceased. There will be a media staging area at 9th St/K St.," the Sacramento police said earlier.

In an advisory, they added: "Please avoid the area as a large police presence will remain and the scene remains active."/aa

Thousands of residents in Somalia have started to flee their villages in search of a better life after three consecutive years without enough rainfall because of climate change.

When Ibrahim Abdiyow fled Diinsoor in the Baay region, the drought was not as devastating as it is now.

He said community members lost all of their livelihoods due to the magnitude of destruction caused by drought.

"I did not have camels that can live weeks without drinking enough water. I used to have goats and cattle, when all the wells dried out and grasslands devastated, I fled to Bardhere to get a job but that is not the case now because the town is overcrowded by internally displaced persons who don't have water, shelter and toilets," he told Anadolu Agency.

Abdiyow is not the only one who fled villages to go to the Bardhere district in the Gedo region of Somalia's southern state of Jubaland.

Suuban Abdi fled the Diinsoor district in the Baay region and said that after walking long distances by foot while carrying her children, they finally arrived at an internally displaced persons (IDP) camp on the outskirts of Bardhere, with some residents believing one day they might get help.

She does not know what climate change is but if it is something related or has contributed to current conditions, she said, it is something no one should not underestimate.

"I have been here in this camp with my kids hoping they will be able to live a better life than the one they had in our villages back in the days, but I realized that the situation is worse but we must be in high spirit and pray for our kids to have a better future which is uncertain now," she said.

Locust infestation, floods, droughts

Safiyo Mohamed, an elderly woman, has been in the camp for the last three months.

"I have lost all my livestock, my livelihood. For the last three years, there has been crop failure in our villages and our animals weren’t able to eat. Then, diseases struck, resulting in the deaths of our sources of income,” she said.

Somalia is one of the countries with the lowest CO2 emissions per inhabitant countries. However, for years, it has been battling to curb locust infestation, floods and droughts.

The country’s commitment to tackle climate change has been registered internationally and in 2015 it registered its Intended Nationally Determined Contribution (NDC) – a formal statement of plans to reduce emissions and adapt to the effects of climate change under the global Paris Agreement, according to a statement by United Nations Development Program (UNDP) last year.

The plan examines agriculture, water, energy, waste and forest sectors with binding targets, including an overall goal to reduce greenhouse gas emissions by 30% by 2030 relative to a business-as-usual trajectory, with international financial and technical support, according to the UNDP.

Somalia also has commitments to an unconditional goal of reducing net greenhouse gas emissions by 5% to 10% by 2030 using its resources.

‘Something needs to be done’

While Somalia’s emissions are historically extremely low, it represents a significant target given the country’s extremely challenging circumstances and constrained resources.

Young environmentalist Abdirahman Ismail told Anadolu Agency that when he considers the current environmental degradation in the Horn of Africa, he realizes that “something needs to be done.”

He said deforestation has more than doubled in the last decade and it "has to stop now or never because too late means to destroy our oxygen."

In Kismayo, an area devastated by environmental degradation because of its proximity to the Kismayo port, some residents cut trees to make charcoal to trade.

"It is disheartening and unbelievable that the government has not done more to stop this," said Ismail.

Mukhtar Mohamed Yusuf told Anadolu Agency that he has a big family which fled Turdho and is currently living in an IDP camp on the outskirts of Kismayo, the administrative capital of Jubaland state.

He said he decided to flee after rainfall did not come for years and his animals died because of environmental hazards.

“I am a family man, fleeing was not an option but did it to save the lives of my children. It was a difficult decision to come here because we knew the situation will not be friendly in the first place," he told Anadolu Agency./aa
