At least 5,000 people, including more than 200 children, were killed last month in Ukraine’s besieged city of Mariupol, its mayor said on Wednesday.

“According to preliminary estimates, about 5,000 people died in Mariupol, 210 of whom were children, in just one month of the blockade,” Vadym Boychenko said during a roundtable meeting where the political and legal consequences of Russia’s crimes against Ukraine were discussed via videoconference, the municipality said in a statement.

Boychenko said Mariupol is now about to be completely destroyed by Russian soldiers, as more than 90% of the city’s infrastructure has been destroyed and at least 40% is now unrecoverable.

He also said Russian troops hit a children’s hospital and a theater building where more than 900 people were sheltering was also struck.

Meanwhile, a total of 4,892 people were evacuated from dangerous areas in Ukraine on Wednesday, said Iryna Vereshchuk, deputy prime minister and minister for the reintegration of temporarily occupied territories.

“A total of 3,686 people left Mariupol and Berdiansk with private vehicles and buses for Zaporizhia,” she said.

“In the Luhansk region, 1,206 people were evacuated from the towns of Lysychansk, Sievierodonetsk, Rubizhne, Kreminna, and the Hirske village,” she added.

The Russia-Ukraine war, which started Feb. 24, has drawn international outrage, with Western countries and their allies implementing tough financial sanctions on Moscow.

At least three rockets hit an oil refinery in Erbil, northern Iraq, officials said on Wednesday.

The Kurdish Regional Government’s anti-terror teams said in a statement that the rockets targeted the Kawergosk refinery in the Khabat district.

There were no casualties or damage reported after the attack, which was carried out from the Hamdaniye region of Mosul, the statement added./aa

The UK on Wednesday announced an asset freeze on Sberbank, Russia’s largest bank, and a ban on all new outward investment in Russia.

The UK’s decision to sanction Sberbank was coordinated with the US.

Britain also froze the assets of Credit Bank of Moscow, and it will end all imports of Russian coal and oil by the end of 2022, the Foreign Office said.

A further eight Russian oligarchs were also sanctioned by the UK on Wednesday.

This is the fifth round of sanctions by the UK since Russia began its war on Ukraine.

British Foreign Secretary Liz Truss said in a statement: “We are showing the Russian elite that they cannot wash their hands of the atrocities committed on Putin’s orders. We will not rest until Ukraine prevails.”/aa

US President Joe Biden accused Russia of committing "major war crimes" in Ukraine on Wednesday and vowed to inflict more costs on Moscow.

Speaking in an address to trade leaders, Biden invoked gruesome photos of slain people in the Ukrainian city of Bucha, which he said showed "civilians (were) executed in cold blood, bodies dumped into mass graves."

"There's nothing less happening than major war crimes. Responsible nations have to come together to hold these perpetrators accountable," said Biden.

"Together with our allies and our partners, we're going to keep raising economic costs, and ratchet up the pain for (Russian President Vladimir) Putin and further increase Russia's economic isolation," he said.

The images of apparent brutal killings of civilians emerged from Bucha earlier this week, which was formerly occupied by Russian forces. Russia withdrew from the area on March 30.

Putin and Moscow are facing vehement criticism from the international community after Ukraine accused Russian forces of committing “genocide” and “war crimes” in Bucha.

US congresswoman Ilhan Omar pressed one of President Joe Biden's most senior diplomats on Wednesday on US support for India given what she said is a long-standing campaign against the country's Muslim minority.

Omar, who is Muslim, directly asked Wendy Sherman, Biden's deputy secretary of state, how US support for Indian Prime Minister Narendra Modi's government is "promoting a free and open region," and lambasted what she characterized as a reluctance to openly criticize his government.

The UN Special Adviser on the Prevention of Genocide on Wednesday expressed her dismay and condemnation of possible "war crimes" by Russian troops in Bucha, a town near Ukraine's capital Kyiv.

Alice Wairimu Nderitu echoed messages by the UN secretary-general, high commissioner for human rights, and resident coordinator in Ukraine after footage of dead and mutilated civilians and mass graves emerged this week near Kyiv.

They called for an immediate cease-fire and an effective and independent investigation leading to criminal accountability over the killing of civilians in this location.

"At the same time, the Special Adviser alerted on the impact of this crisis in other regions in Europe," said a UN statement.

"Specifically, she called on all actors in position of responsibility to strengthen efforts for prevention in the region of the Western Balkans, in light of existing concerns and grievances from the painful legacy of the past being exacerbated by dynamics of deterioration associated to the ongoing conflict in Ukraine."

Kyrgyzstan has acquired full ownership of the Kumtor gold mine, one of the largest gold mines in Central Asia, after it reached an agreement with a Canadian mining company.

Kyrgyzstan's President Sadyr Japarov announced in a televised address on Monday that the country has reached the deal with Canadian mining firm Centerra Gold following a year of legal wrangling.

“Through this agreement, we have been able to ensure a full and irrevocable handover of our greatest national treasure, the Kumtor gold mine, to Kyrgyzstan,” Japarov said.

The Kumtor mine would be fully owned by Kyrgyzstan, according to the president, who also said that "Kumtor Gold Company is 100% owned by our country."

Kyrgyzstan was able to define the full transition period of the mine starting from the date of the introduction of external management in May last year. “Thus, we were able to obligate that all parties officially recognize all revenues from 15 May 2021 as our property.”

Japarov said Centerra is required to pay Kyrgyzstan $11 million in dividends for the first three quarters of last year, adding that the country regained the full control of the Kumtor Reclamation Fund, which means another $53 million will be returned to Kyrgyzstan after previously being held in a trust account with a London bank.

The president called the agreement reached with the Centerra Gold "our common victory."

"Looking ahead to the next 10 years, experts estimate Kumtor mine will produce at least $5 billion dollars from the 160-200 tons of gold expected to be mined," he said, adding that the Kumtor mine is already valued at around $3 billion.

This is the money that will go directly into the national budget, he said.

The Kumtor gold mine, located in the Issyk-Kul region of northwestern Kyrgyzstan, contributes significantly to the country's economy and employs nearly 4,000 people, accounting for more than 12% of the country's gross domestic product./aa

Local journalists and press members who flooded into Ukraine from around the world are risking their lives at every turn to report on the latest developments on the ground in the war-torn country.

Since Feb. 24, the beginning of Russia's war on Ukraine, 18 journalists have been killed and 13 injured, Ukraine's Ministry of Culture and Information Policy said on Tuesday. During the war, it added, three journalists went missing, and eight journalists, including four women, were kidnapped.

Russia committed at least 148 crimes against journalists and media in Ukraine in the first month of the war along, according to the Institute of Mass Information (IMI), an independent NGO backing the interests of civil society of Ukraine and, in particular, responsible journalists.

At least 10 TV towers were targeted by Russian forces, causing complete or temporary disruption of TV and radio broadcasting in eight regions of Ukraine, it said.

In addition, some 70 regional media outlets were forced to shut down across the country due to war-related threats, the institute said.

Last month, Russian troops attacked a team of Sky News reporters in their car. Several team members sustained bullet injuries but survived thanks to bulletproof vests.

Maksim Levin

On April 2, the Ukrainian Defense Ministry announced on Twitter that photojournalist and documentary filmmaker Maksim Levin was found dead near the capital Kyiv where he was documenting "Russian war crimes." It said that unarmed Max, according to investigators, was killed by Russian troops with "two shots from firearms."

"He is survived by his wife and four children," the ministry added.

Oksana Baulina

Russian journalist Oksana Baulina of investigative website The Insider was killed in Russian shelling of Kyiv on March 23 in the line of duty.

The outlet said in a statement that Baulina was reporting from Kyiv and the western city of Lviv, and she was killed when Russian troops shelled a residential area of Kyiv called Podil while she was filming the destruction.

She died "during a bombardment while carrying out an editorial assignment," it added.

The Insider, whose editorial offices are based in the Baltic nation of Latvia, said that another civilian also died in the shelling, while two others who were with Baulina were wounded and admitted to hospital.

Baulina was known for previously working for Russian opposition politician Alexey Navalny's Anti-Corruption Foundation.

She left Russia last year after authorities added Navalny's foundation to a list of extremist groups.

Oleksandra Kuvshinova and Pierre Zakrzewski

Oleksandra "Sasha" Kuvshinova, 24, a Ukrainian filmmaker and journalist, died on March 14 together with Irish journalist Pierre Zakrzewski, 55, a cameraman for Fox News, when their car was struck by gunfire from Russian troops in the village of Horenka in the northwestern outskirts of the Kyiv region.

British correspondent Benjamin Hall, 39, was also injured in the attack.

Zakrzewski, a veteran cameraman, covered conflicts in Iraq, Afghanistan and Syria for Fox News.

Kuvshynova had served as an on-the-ground consultant for Fox News.

Brent Renaud

Another foreign journalist who was killed while covering the Russian war in Ukraine was Brent Renaud, an award-winning filmmaker and journalist.

The American journalist, 50, was killed near the Russian checkpoint in the town of Irpinin in the Kyiv region on March 13, according to police.

Renaud, a former New York Times contributor, was shot dead when, along with a colleague, he went to report the situation of refugees fleeing the region.

Brent was in the region to work for a TIME Studios project on the global refugee crisis.

Kyiv police chief Andriy Nebytov said the journalist was targeted by Russian soldiers, while his two colleagues were injured and taken to hospital by Ukrainian rescuers.

One of the injured journalists was identified as Colombian-American reporter Juan Arredondo.

Viktor Dudar

Viktor Dudar, a 44-year-old journalist from the Lviv region, was shot dead in Mykolaiv, Ukraine's southern strategic port city on the Black Sea, on March 4.

He was a crime correspondent for Express, Ukraine's weekly newspaper, until he volunteered for the 2014-2015 war in the eastern Donbas region.

After becoming a reservist and returning from the war, the Ukrainian journalist took the paper's defense correspondent position.

Dudar, who in peacetime was a journalist, again joined the army to fight the advancing Russian forces with the start of Moscow's war.

Yevhenii Sakun

Ukrainian cameraman Yevhenii Sakun, 49, who was working for LIVE TV, was killed on March 1 during a Russian rocket attack on the TV tower in Kyiv's Babyn Yar area.

When the missile hit the building, Sakun was working with his colleagues there.

His body was identified by his press card only.

Besides Sakun, four more people were killed and five others injured in a strike on a TV tower in Kyiv's Shevchenkivskyi district.

Dilerbek Shakiro

Shakirov Dilerbek Shukurovych, a journalist for the information weekly Navkolo Tebe (Around You), was killed on Feb. 26, just two days after the war began.

He was shot dead from a car with an automatic weapon near the village of Zelenivka, a suburb of the southern city of Kherson.

The International Federation of Journalists on Twitter condemned the killing of the Ukrainian journalist.

US stocks closed lower Tuesday with a sell-off in tech.

The Dow Jones industrial average was down 280 points, or 0.80%, to close at 34,641.

The S&P 500 fell 54.6 points, or 1.19%, to end at 4,528.

The UK government on Tuesday said it has ordered a new report on the impact of fracking, the process used to extract shale gas.

The British Geological Survey (BGS) has been commissioned to advise on the latest scientific advice around the practice and is expected to submit its report before the end of June.

The decision comes two days before the government is due to publish its new energy strategy, and amid the global energy uncertainty sparked by the Russia-Ukraine war.

Fracking was effectively banned in the UK in 2019 after a study said it could not rule out “unacceptable” consequences to local communities, following tremors in Lancashire in northwestern England.

Fracking involves drilling into the earth and pumping a mixture of water, sand and chemicals at high pressures to fracture shale rock layer and release trapped gas.

“We have always been, and always will be, guided by the science on shale gas. It remains the case that fracking in England would take years of exploration and development before commercial quantities of gas could be produced for the market, and would certainly have no effect on prices in the near term,” said British Business Secretary Kwasi Kwarteng.

“However, there will continue to be an ongoing demand for oil and gas over the coming decades as we transition to cheap renewable energy and new nuclear power. In light of Putin’s criminal invasion of Ukraine, it is absolutely right that we explore all possible domestic energy sources.”

He stressed that the pause on fracking will remain in place “unless the latest scientific evidence demonstrates that shale gas extraction is safe, sustainable and of minimal disturbance to those living and working nearby.”

In a nod to public concerns, Kwarteng added that the study would be “desk-based” and that “no drilling of any further test wells or seismic monitoring will take place.”

Fracking is an issue that has split Cabinet ministers in government and remains controversial among the British public after the Lancashire tremors.

The BGS has also been asked to explore whether there are new fracking methods that can reduce the risk of tremors and if there are areas outside of Lancashire that could be at lower risk of seismic activity.

Cuadrilla, an oil and gas exploration and production company, had previously been told by the government to fill its three shale gas testing wells in Lancashire by June 2022, but last week had its deadline extended to June 2023./aa
