Nearly 20,000 boys and girls were victims of "grave violations" during wars worldwide in 2020, a UN report said on Monday.

The tally of over 19,300 "grave violations" includes the recruitment and use of children by armed groups, killing and maiming, rape and sexual violence, and abductions. It does not include children who were affected by attacks on hospitals and schools, and by the denial of humanitarian aid access.

With those included the overall number rose to nearly 26,500.

The Annual Report of the Secretary-General on Children and Armed Conflict noted that efforts to curtail the spread of the novel coronavirus also contributed to limitations on the UN's efforts to document and verify abuses.

But it noted the pandemic also worsened the woes of children in conflict, noting it made them more vulnerable "to abduction, recruitment and use, sexual violence and attacks on schools and hospitals."

"The wars of adults have taken away the childhood of millions of boys and girls again in 2020. This is completely devastating for them, but also for the entire communities they live in, and destroys chances for a sustainable peace," report representative Virginia Gamba said in a statement.

It found that in 2020 the most commonly occurring violation included recruitment and use of children in conflict, and killing and maiming.

The ongoing conflicts in Afghanistan, Syria, Yemen and Somalia had the highest child casualty numbers with more than 8,400 children killed or maimed in those countries. It documented nearly 7,000 cases of child recruitment and use, with the bulk of the cases taking place in the Democratic Republic of the Congo, Somalia, Syria, and Myanmar.

Abductions soared 90% last year as cases of rape and sexual violence jumped by 70%.

“If boys and girls experience conflict differently and require interventions to better address their specific needs, what the data also showed is that conflict doesn’t differentiate based on gender,” said Gamba./aa

The US vowed on Monday to hold recently-elected Iranian President Ebrahim Raeisi accountable for potential human rights violations "on his watch" as indirect negotiations continue on Tehran's nuclear program.

White House spokeswoman Jen Psaki said President Joe Biden has no plans to sit down with the president-elect amid continuing progress to return Iran and the US to full compliance with the 2015 nuclear deal world power struck with the Islamic Republic.

"We strongly urge the Iranian government regardless of who's in power to release political prisoners, improve respect for human rights and fundamental freedoms for all Iranians," Psaki said.

"As we're in the middle of these discussions after the sixth round, the precise nature and sequence of these sanctions-related steps in the United States would take would need to take to achieve a mutual return to compliance with the JCPOA is a subject of the talks and of the discussions," she said. "We certainly understand as we've seen in past rounds of these negotiations that there will be a range of rhetoric to address political needs at home."

Iran earlier Monday said a deal to revive the pact is within reach with a text being agreed upon.

"It is not unlikely that the next round of talks in Vienna will be the last,” Foreign Ministry spokesman Saeed Habibzadeh said. “We have reached a clear text on all issues. All that remains is for all parties to make a political decision.”

The sixth round of talks between Iran and world powers in Vienna concluded on Sunday, as delegates returned to their respective capitals for consultations and final decisions.

Former US President Donald Trump unilaterally withdrew Washington from the nuclear agreement with Iran in 2018, and went on to re-impose sanctions on Tehran lifted under the agreement in a failed push to bring Iran back to the negotiating table for a more extensive agreement./aa

Turkey on Monday rescued 51 asylum seekers in the Aegean Sea who were illegally pushed back by the Greek Coast Guard into Turkish territorial waters, according to a security source.

Twenty asylum seekers were rescued from a rubber boat off the coast of Dikili in Turkey's western Izmir province, said the source, who asked not to be named due to restrictions on speaking to the media.

Separately, 31 asylum seekers were rescued off the coast of Karaburun by Turkish Coast Guard teams.

The asylum seekers were later taken to a provincial repatriation center.

Turkey has been a key transit point for asylum seekers aiming to cross into Europe to start new lives, especially those fleeing war and persecution.

Turkey and human rights groups have repeatedly condemned Greece's illegal practice of pushing back asylum seekers, saying it violates humanitarian values and international law by endangering the lives of vulnerable migrants, including women and children./aa

Occupied Palestine

When his only daughter was born in April 1993, Jamal Taweel was in south Lebanon after “Israeli” forces exiled him for his membership in the Palestinian resistance group Hamas.

“He was exiled to south Lebanon along with hundreds of Hamas leaders five months before the birth of our daughter Bushra,” his wife, Montaha, 56, told press.

Taweel was only allowed to return to the occupied West Bank to rejoin his family when his daughter was several months old.

“He saw her for the first time when she was 5 months old. However, he was arrested again before Bushra’s first birthday and held under administrative detention,” she said.

A former head of the Al-Bireh municipality, Taweel was detained by “Israeli” forces from outside his home that June 1. The following day, the Ofer military court issued an administrative detention order for him.

Jump ahead nearly three decades to last November, and the same court issued an administrative detention order for his grown-up daughter, now 28, and then renewed it this March.

In protest of his daughter’s administrative detention, Taweel has launched an open-ended hunger strike to demand her release.

Since he started his strike, “Israeli” authorities have been holding Taweel in isolation in Hasharon prison. He has been denied family visits.

“Is it fair to deny a family reunion just because of “Israel’s” administrative detention and without any charge?” asked his wife.

The policy of administrative detention allows “Israeli” authorities to extend the detention of a prisoner without charge or trial.

Administrative detention

In 2011, “Israeli” forces raided Taweel’s family home and detained his daughter for the first time in front of her father. She was sentenced to 16 months in prison.

“That night was the hardest for Taweel,” his wife Montaha recalled. “He couldn't take his eyes off his daughter as soldiers handcuffed her.”

Since that night until the present day, Bushra and her father have only been able to spend a handful of days together, as both have been kept for long periods in jail.

In 2014-2015, Bushra was incarcerated by Israeli forces. When she was released, her father was imprisoned and “Israeli” authorities refused to grant his daughter a permit to visit him in prison, citing security reasons.

When Taweel was released in 2017, his daughter was rearrested by “Israeli” forces, who gave her an eight-month administrative detention order.

When she was released, her father was again detained.

“Their last meeting was in December 2019, for only seven days,” Montaha recalled. “They cooperated to look after me on those days. I was indisposed.”

Separation

Last December, Israeli forces raided Taweel’s family home and arrested Bushra for a fourth time.

“Arrest me instead of my daughter. Let her go,” Montaha recalled her husband appealing to “Israeli” soldiers who came to arrest his daughter onlhy seven days after his release.

When Bushra heard of her father’s hunger strike in protest of her detention, she sent a letter of support for his struggle against the “Israeli” policy of administrative detention.

“It’s the first time that a father went on hunger strike demanding his daughter's freedom. All of my prayers are with him,” she said in the letter.

“For many years, I've only seen my father for 68 days, because of the arrests that kept us apart,” she added in the letter.

There are around 5,300 Palestinian detainees in “Israeli” prisons, including 520 administrative detainees, according to institutions concerned with prisoners’ affairs.

Bangladesh on Monday imposed regional restrictions on movement to more districts as the deadly virus situation went out of control and started to create new hotspots outside the capital Dhaka.

The government has imposed a regional lockdown in the districts around Dhaka on June 22-30 with strict restrictions on people’s movement, except for emergency services, including the suspension of public transportation.

No activities, vehicles movement, except those used for emergency services and carrying goods, will be allowed on the streets in these districts, according to a statement issued by Cabinet Division Deputy Secretary Rezaul Islam.

During the lockdown period, all types of government, semi-government, and autonomous offices will also remain closed in these seven districts, said the statement.

Authorities have imposed lockdown to the districts surrounding Dhaka to ensure the capital’s safety amid the surging infections in those districts, Cabinet Secretary Khandker Anwarul Islam told reporters in Dhaka.

The movement to and from those districts to Dhaka will be strictly restricted, he added, saying any other district administration can impose a lockdown order if it wants, citing the respective region’s pandemic situation.

Earlier, authorities imposed such restrictions in the city of Khulna and districts bordering Rajshahi divisions citing the high number of cases and infection rate -- as much as nearly 60%.

Coronavirus situation

Bangladesh on Monday reported 78 deaths and 4,636 new infections taking the COVID-19-related casualties to 13,626 and caseload to 856,304, according to the Health Ministry.

The infection rate also continued to rise and stood at 19.27% on Monday, much higher than the WHO recommended rate of 5%.

Meanwhile, amid the alarming situation, Bangladesh health authorities resumed the mass inoculation with Pfizer-BioNTech COVID-19 vaccines on Monday and Chinese Sinopharm vaccines on Saturday with only about 1.3 million vaccines in hand.

Only 3% of the population have been vaccinated, while 1.5 million people seem to be deprived of the second doses of AstraZeneca jabs as vaccine stocks run out due to the supply suspension from India under an official agreement.

Earlier, Bangladesh has extended the ongoing nationwide lockdown till July 15, which was in place since April 5, with some relaxations.

Bangladeshis are also being deprived of proper health care due to the shortage of beds in both public and private hospitals as less a seat is dedicated against 1,000 people.

The number of beds for every 1,000 people is only 0.32 in government hospitals, while 0.64 in private hospitals, and together the number of beds per 1,000 people is only 0.9 -- far less than the 3.5 hospital beds recommended by the WHO. The latest information was disclosed by the Bangladesh Bureau of Statistics on Monday in Dhaka./aa

At least seven people were killed and 44 others injured in mass shootings this weekend across the US, according to data released by a monitor on Monday.

The Gun Violence Archive tracked 10 mass shootings in nine states, including New Jersey, Virginia, California, and Alaska.

At least one child and a teenager are among the casualties, according to the archive, which largely bases its findings on media reports.

This year there have been 294 mass shootings in the US, the archive reported, further noting 20,694 people have been killed as a result of gun violence. The majority of deaths — 11,352 — have been suicide.

Kuwait announced Thursday it would allow foreigners who have been fully vaccinated against the novel coronavirus to enter the country from August 1, after a months-long suspension.

The Gulf country in February banned the entry of non-citizens in a bid to limit the spread of the virus, but has started to ease some of its Covid-19 restrictions in recent weeks.

Government spokesman Tareq Al Mizrem said foreign travelers will need to have been fully inoculated with one of the four vaccines that the Gulf country has approved — Pfizer/BioNTech, AstraZeneca, Moderna and Johnson & Johnson.

Passengers must also hold a negative PCR test conducted a maximum of 72 hours before travel, and undergo another test during a seven-day quarantine in the country, Mizrem told a press conference.

Meanwhile, only Kuwaiti citizens who have been fully vaccinated will be allowed to travel abroad from August 1, he said, although some exceptions would be made, such as for pregnant women.

Previously, Kuwaitis were required to have had at least one jab in order to travel.

Mizrem also announced that Kuwait would allow access to large shopping malls, gyms and restaurants from June 27 only for those who have been fully inoculated.

“The government has decided to allow those who have received a (full) Covid-19 vaccine... to enter restaurants and cafes, gyms, salons, shopping malls more than 6,000 square meters,” said Mizrem./agencies
