An “Israeli” government committee has approved in principle a fresh plan to construct settlement units in the southern part of occupied East Jerusalem, an Israeli NGO said. 

The plan includes the construction of 1,446 settlement homes in the Lower Aqueduct settlement in the Palestinian town of Sur Baher, and between the settlements of Har Homa and Givat HaMatos, the anti-settlement group Peace Now said in a statement.

“The Lower Aqueduct plan was approved for depositing” by the District Planning Committee, Hagit Ofran, a researcher with Peace Now, tweeted.

The District Committee - affiliated with the “Israeli” Interior Ministry - was scheduled to meet two days after US President Joe Biden's recent visit to Israel earlier this month but the meeting was postponed for a week.

The Biden administration opposes “Israeli” settlement activities in the occupied Palestinian territories.

Harming peace prospects

"These plans not only harm “Israel's” relations with its biggest ally (the US) but harm “Israeli” interests and prospects for peace and settlement in Jerusalem," Peace Now said in a written statement.

The anti-settlement group says more than 230,000 settlers live in settlements in East Jerusalem, occupied by Israel in 1967.

“Israeli” and Palestinian estimates suggest that about 650,000 settlers are living in 164 settlements and 116 outposts in the occupied West Bank. 

Under international law, all Jewish settlements in the occupied territories are considered illegal.

International outrage over Myanmar's execution of four political prisoners has intensified with strong condemnation from world governments and grassroots protests, even as the military junta defended its decision.

The military-led government that seized power from elected leader Aung San Suu Kyi in February 2021 has been accused of thousands of extrajudicial killings since then, but the hangings announced on Monday were the country's first official executions in decades.

“We feel that this is a crime against humanity,” said Malaysian Foreign Minister Saifuddin Abdullah, speaking at the side of the UN’s Special Envoy on Myanmar Noeleen Heyzer at a press conference in Kuala Lumpur.

He said the executions would be a focus of the upcoming meetings of the Association of Southeast Asian Nations foreign ministers, which begin in Cambodia in a week. Myanmar is a member of the ASEAN group.

In Bangkok, hundreds of pro-democracy demonstrators protested outside neighbouring Myanmar's embassy, waving flags and chanting slogans amid a heavy downpour.

Junta defends decision 

But junta spokesperson Zaw Min Tun said the executions were not personal, but conducted under the law and the men were given a chance to defend themselves.

He said the military government knew the executions, which the spokesperson said was carried out in the name of justice for the people, would draw criticism.

"If we compare their sentence with other death penalty cases, they have committed crimes for which they should have been given death sentences many times," he said.

Among the four executed was Phyo Zeya Thaw, a 41-year-old former lawmaker from Suu Kyi’s party, and Kyaw Min Yu, a 53-year-old democracy activist better known as Ko Jimmy.

Myanmar, formerly known as Burma, announced in June that it was going to resume executing prisoners and has 113 others who have been sentenced to death, although 41 of those were convicted in absentia, according to the Assistance Association for Political Prisoners, a non-governmental organisation that tracks killing and arrests.

“This was a barbaric act by Myanmar's military regime,” said New Zealand's Foreign Minister Nanaia Mahuta of the four executions carried out. “New Zealand condemns these actions in the strongest possible terms.”

Australia's Foreign Minister Penny Wong said she was “appalled” by the executions. “Australia opposes the death penalty in all circumstances for all people,” she said.

ASEAN denounced the executions as “highly reprehensible.” It said the move represented a setback to the group's efforts to facilitate a dialogue between the military leadership and opponents.

“We strongly and urgently call on all parties concerned to desist from taking actions that would only further aggravate the crisis, hinder peaceful dialogue among all parties concerned, and endanger peace, security and stability, not only in Myanmar, but the whole region,” the group said in a statement.

Russia has announced that it will be leaving the International Space Station "after 2024", amid tensions with the West, in a move analysts warned could lead to a halt to manned flights.

The confirmation of the long-mooted move came on Tuesday as ties unravel between the Kremlin and the West over Moscow's military intervention in Ukraine and several rounds of devastating sanctions against Russia, including its space sector. 

Space experts said the departure from the International Space Station would seriously affect the country's space sector and deal a major blow to the programme of manned flights, a major source of Russian pride.

"Of course we will fulfil all our obligations to our partners but the decision to leave this station after 2024 has been made," Yury Borisov, the new head of Russian space agency Roscosmos, told President Vladimir Putin, according to a Kremlin account of their meeting.

"I think that by this time we will start putting together a Russian orbital station," Borisov added, calling it the domestic space programme's main "priority". "Good," Putin replied.

Washington has not received "any official word" from Russia yet, Robyn Gatens, director of the ISS for US space agency NASA, said during a conference on the outpost. Asked whether she wanted the US-Russia space relationship to end, she replied: "No, absolutely not."

Until now, space exploration has been one of the few areas where cooperation between Russia and the United States and its allies had not been wrecked by tensions over Ukraine and elsewhere.

Manned flights 'at stake'

The ISS, launched in 1998 at a time of hope for US-Russia cooperation following their Space Race competition during the Cold War, is due to be retired after 2024, although NASA says it can remain operational until 2030.

Russia is heavily reliant on imports of everything from manufacturing equipment to consumer goods and the effects of Western sanctions are expected to wreak havoc on the country's economy in the long term.

Space expert Vadim Lukashevich said space science cannot flourish in a heavily-sanctioned country.

"If the ISS ceases to exist in 2024, we will have nowhere to fly," Lukashevich said. "At stake is the very preservation of manned flights in Russia, the birthplace of cosmonautics."

Space analyst Vitaly Yegorov stressed it was next to impossible to build a new orbiting station from scratch in a few years, saying "Neither in 2024, nor in 2025, nor in 2026 will there be a Russian orbital station."

He added that creating a full-fledged space station would take at least a decade of "the most generous funding".

Yegorov said Russia's departure from the ISS meant Moscow might have to put on ice its programme of manned flights "for several years" or even "indefinitely".

NEW YORK (NYTIMES) - Floods can surge all year round, in every region of the world. But discerning the relationship between any given flood and climate change is no small feat, experts say, made difficult by limited historical records, particularly for the most extreme floods, which occur infrequently.

It can be tempting to attribute all floods and other extreme events to the forces of a warming planet. But weather is not climate, even though weather can be affected by climate. For example, scientists are confident that climate change makes unusually hot days more common. They're not as sure that climate change is making tornadoes more severe.

Floods fall along the confidence spectrum between heat waves ("yes, clearly") and tornadoes ("we don't know yet"), said Daniel Swain, a climate scientist at the University of California, Los Angeles. "I'd say, 'yes, probably, but ...'"

Flooding, like other disasters, involves a number of competing factors that might affect its frequency and intensity in opposing ways. Climate change, which is worsening extreme rainfall in many storms, is an increasingly important part of the mix.

What causes floods

Several main ingredients contribute to flood development: precipitation, snowmelt, topography and how wet the soil is. Depending on the type of flood, some factors may matter more than others.

For example, a river flood, also known as a fluvial flood, occurs when a river, stream or lake overflows with water, often following heavy rainfall or quickly melting snow. A coastal flood occurs when land areas near the coast are inundated by water, often following a severe storm that collides with high tides.

Flooding can also happen in areas with no nearby bodies of water. Flash floods, in particular, can develop anywhere that experiences intense rainfall over a short period of time.

How floods are measured

Many metrics are used to measure floods, including stage height (the height of the water in a river relative to a specific point) and flow rate (how much water passes by a specific location over a particular time period).

To describe the severity of a flood, though, experts will often use the more simple term "a 100-year flood", to describe a flood that has a 1 per cent chance of striking in any given year, considered an extreme and rare occurrence. The term is just a description of likelihood, though, not a promise. A region can have two 100-year floods within a few years.

Have floods increased in past decades?

Not exactly. Climate change has undoubtedly intensified heavy precipitation events, but, unexpectedly, there has been no corresponding increase in flood events.

When it comes to river floods, climate change is likely exacerbating the frequency and intensity of extreme flood events but decreasing the number of moderate floods, researchers found in a 2021 study published in Nature.

As the climate warms, higher rates of evaporation cause soils to dry out more rapidly. For those moderate and more commonplace floods, the initial conditions of soil moisture is important, since drier soils might be able to absorb most of the rainfall.

With larger flood events, that initial soil moisture matters less "because there's so much water that the soil wouldn't be able to absorb all of it, anyway," said Manuela Brunner, a hydrologist at the University of Freiburg in Germany and lead author of the 2021 study.

Any additional water added past the point where the soil is fully saturated will run off and contribute to flood development, Brunner said.

Scientists are confident some types of flooding will increase in the "business as usual" scenario in which humans continue warming the planet with greenhouse gas emissions at the current rate.

First, coastal flooding will continue to increase as sea levels rise. Melting glaciers and ice sheets add volume to the ocean, and the water itself expands as it warms.

Second, flash flooding will continue to increase as there are more extreme precipitation events. Warmer temperatures increase evaporation, putting more moisture into the atmosphere that then gets released as rain or snowfall.

Researchers also expect that, as the climate warms, flash floods will get "flashier", meaning that the timing of the floods will get shorter while the magnitude gets higher. Flashier floods can be more dangerous and destructive.

Flash floods may also increasingly follow catastrophic wildfires in a deadly cascade of climate disasters. That's because wildfires destroy forests and other vegetation, which in turn weakens the soil and makes it less permeable.

If heavy rains occur on land damaged by a fire, the water "does not get absorbed by the land surface as effectively as it once did," said Andrew Hoell, a meteorologist at the National Oceanic and Atmospheric Administration's Physical Sciences Lab.

Although it might be counterintuitive to see the two extremes, too much fire and too much water, in the same region, the sight will most likely become more common, particularly in the American West.

Are different areas experiencing flooding?

In a recent paper published in Nature, researchers found that in the future, flash floods might be more common farther north, in the northern Rockies and northern Plains states.

This poses a risk for flood mitigation efforts, as local governments might not be aware of the future flash flood risk, said Zhi Li, lead author of the 2022 study.

The pattern is driven by more rapidly melting snow, and snow that melts earlier in the year, Li said. Regions at higher latitudes may experience more "rain-on-snow" floods like those that surged through Yellowstone National Park in June.

MANILA (REUTERS) - A powerful 7.1 magnitude earthquake struck the Philippine island of Luzon on Wednesday (July 27), the US Geological Survey said, badly damaging a hospital and buildings in a northern province and sending strong tremors through the capital, Manila.

There were no immediate reports of serious injuries or deaths from the quake, which struck about 11km south-east of the town of Dolores and at a shallow depth of 10km.

A hospital in Abra province was evacuated after the building partially collapsed following the quake, but there were no casualties reported, said officials.  

Abra governor Joy Bernos posted photos of the damaged Abra provincial hospital on her Facebook account which showed a gaping hole in the front entrance facade.

Other photos showed hospital beds, including one with a patient, wheeled across the road and evacuated hospital staff.

“We are still experiencing aftershocks. We have received reports of damages to houses. But so far no casualties,” said Mayor Rovelyn Villamor in the town of Lagangilang in Abra province.  

“We don’t have power supply because that’s automatically cut off due to danger,” Mr Villamor told DZRH radio.  

 

 

Mr Renato Solidum, director of the state seismology agency, told DZRH radio station, said strong aftershocks were expected. 

“The focus of attention is on Abra and nearby provinces. This is a major earthquake," Mr Solidum said, adding that landslides had been reported in some parts of Abra, particularly in the town of Manabo.

President Ferdinand Marcos Jr has ordered the immediate dispatch of rescue and relief teams to Abra, his press secretary said on Wednesday. Mr Marcos Jr will also fly to Abra.

Abra, home to nearly 250,000 people, is a landlocked province in the northern Philippines. Its deep valleys and sloping hills are enclosed by rugged mountains.

Mr Eric Singson, a congressman in the northern Ilocos Sur province, told DZMM radio station the quake had been felt strongly.  

“The earthquake lasted 30 seconds or more. I thought my house would fall,” said Mr Singson.  

“Now, we are trying to reach people... Right now there are aftershocks so we are outside our home,” he added.  

The quake was also felt in Manila where several buildings were evacuated, with some people forced to flee from the 30th floor of one building, and the city’s metro rail systems were halted at rush hour.

The Philippines is prone to natural disasters and is located on the seismically active Pacific “Ring of Fire”, a band of volcanoes and fault lines that arcs round the edge of the Pacific Ocean. 

More than 562 human rights defenders were killed in Colombia between 2016 and 2021, according to a report by the United Nations Human Rights Office.

The report, published Tuesday, revealed that at least 22 human rights defenders have been killed this year in Colombia, where rising violence perpetrated by criminal organisations that seek control of territories for drug trafficking is having a "devastating" effect. The number could be much higher, the report said, as the UN office has received up to 114 complaints, many of which are still in the process of being verified.

The state response has been "insufficient to reduce the levels of violence, prevent abuses committed by criminal organisations and adequately protect communities in the territories," according to the report.

Despite the peace agreement signed by the Revolutionary Armed Forces of Colombia (FARC) guerrillas and the government in 2016, violence has intensified.

After signing the peace deal, a FARC unit of dissidents said it would not lay down arms and would continue fighting. Other armed groups such as the National Liberation Army and the Gulf Clan also remain.

"In some places these groups seem to supplant some of the State's own functions and regulate many aspects of community life, even making decisions on family issues or local justice," said Juliette De Rivero, Colombian representative of the UN High Commissioner for Human Rights, during the presentation of the report.

Achieving peace with all the criminal armed groups that still have a significant presence in the country is one of the biggest challenges that incoming President Gustavo Petro faces when he takes office August 7.

The report said the current military strategy has failed to stop armed groups' expansion and urged the incoming government to prioritise tackling violence that is particularly affecting women, children, indigenous peoples, Afro-descendants, community leaders and human rights defenders.

Mexico City authorities said they have seized 1.6 tonnes of cocaine believed to be from Colombia, describing it as the largest such discovery in the capital.

Police found the drugs in hidden compartments in two trailers on a highway on the edge of the city, the capital's security chief Omar Garcia Harfuch said.

It was "the largest seizure of cocaine in Mexico City by far," he told reporters.

According to initial investigations, the shipment arrived by sea from Colombia to Mexico's Pacific port of Puerto Escondido.

Some of the cocaine was believed to be destined for distribution in the capital and some of it in the United States, Garcia Harfuch said.

Four suspected gang members from northwestern Mexico were arrested, he added.

Tackling drug cartels

It is the second major operation targeting drug cartels in Mexico City in July.

Two weeks ago, police arrested 14 suspects and seized weapons and drugs in the south of the capital.

Most of those detained are being held on suspicion of belonging to the infamous Sinaloa cartel.

Google’s revenue growth during the past quarter has decelerated to its slowest pace in two years as advertisers reined in their spending amid intensifying fears of an economic recession.

Net income at the company fell 14 percent year-over-year to $16 billion in the latest quarter, but the flow of online ad dollars that fuels the company's fortunes has slowed as inflation, conflict and other troubles vex the overall economy.

"Google's earnings miss this quarter proves it's not immune to the challenges facing the digital advertising industry at large," said analyst Evelyn Mitchell.

The regression reported on Tuesday by Google’s corporate parent, Alphabet, is the latest sign that the tailwinds propelling big technology companies during the pandemic have shifted.

Alphabet’s revenue during the April-June period totaled $69.7 billion, a 13 percent increase from the same time last year.

That would be impressive growth for most companies outside of tech. But it marked Alphabet’s lowest growth rate since the April-June quarter of 2020, when the company suffered the first, and so far only, year-over-year revenue decline in its history. 

The more sluggish spending was especially evident at YouTube, which rose by 5 percent from the previous year during the second quarter, the lowest rate of year-over-year quarterly growth since Alphabet began to disclose the video site’s financial results in late 2019.

Uncertainty over 'pullbacks'

The rally gained momentum after Alphabet CEO Sundar Pichai and other top executives assured analysts during a late Tuesday conference call that the company intended to be more judicious about its spending in the months ahead.

“Personally, I find moments like this clarifying," Pichai explained during the call. “It gives us a chance to look at everything we do through a critical lens."

The second-quarter results reflect greater caution among digital advertisers are remaining cautious as the Federal Reserve contemplates more aggressive action — meaning higher interest rates — to bring down the highest inflation in more than 40 years, a mission that threatens to drag the economy into a recession. The next rate increase is expected on Wednesday.

“We use the term ‘uncertainty' because that is the best way to characterise what we are seeing,” chief financial officer Ruth Porat said during a conference call with analysts late Tuesday. 

She also acknowledged Google has been affected by “pullbacks" among an unspecified number of advertisers.

Google already began girding for potential recession by recently announcing plans to slow hiring and then went even further by imposing a two-week freeze on extending job offers to candidates.

Former First Deputy Prime Minister and Interior Minister, Sheikh Ahmad Nawaf Al-Ahmad Al-Sabah was named Kuwait’s new prime minister in an Amiri order on Sunday. Born in 1956, Sheikh Ahmad is the son of His Highness the Amir Sheikh Nawaf Al-Ahmad Al-Jaber Al-Sabah. A Bachelor’s degree of Commerce Kuwait University graduate, he was later drafted in military service, arriving at the rank of general before retirement from the army. He had assumed the role of first deputy prime minister and interior minister since March 2022. This was preceded by several stints, also at the Ministry of Interior alongside the National Guard.

His Highness the Crown Prince Sheikh Mishal Al-Ahmad Al-Jaber Al-Sabah meets His Highness Sheikh Sabah Al-Khaled Al-Hamad Al-Sabah.

At the Ministry of Interior, he has served as Assistant Undersecretary for Nationality and Passports Affairs followed by the role of Assistant Undersecretary for Education and Training Affairs. His retirement from the ministry thereafter was followed by his appointment as Governor of the Hawalli Governorate. In November 2020, an Amiri order was given, appointing Sheikh Ahmad to the role of Deputy Chief of the National Guard at the minister rank.

In the meantime, His Highness the Amir of Kuwait Sheikh Nawaf Al-Ahmad Al-Jaber Al-Sabah sent a letter of thanks to outgoing prime minister His Highness Sheikh Sabah Al-Khaled Al-Hamad Al-Sabah. In the message, His Highness the Amir spoke highly of His Highness Sabah Al-Khaled’s dedication in serving “the dear homeland” and promoting its “development march” during his tenure.

“We hold you in high esteem for delivering on your responsibilities at your best, which will remain in the memory of the homeland,” His Highness the Amir wrote. He expressed best wishes for His Highness Sabah Al-Khaled, hoping that he will continue contributing to the progress and prosperity of the homeland.
