The total expatriates’ remittances from Kuwait during the past ten years was about 50.75 billion dinars and from 2011 until the end of 2021 the figures fluctuated as in 2011 the remittances were at their lowest (3.54 billion dinars) and during 2021 was the highest at about 5.52 billion dinars, reports Al-Anba daily. According to the official data, the past 11 years witnessed noticeable and varied changes in the remittances of expatriates, as they rose and fell due to crises of different ways and sizes.

In 2011, which witnessed hot political events in many countries, the value of remittances from Kuwait reached about 3.54 billion dinars, and rose by 21%, by more than 700 million dinars, to 4.28 billion dinars in 2012. In 2016, the remittances of expatriates from Kuwait recorded about 4.56 billion dinars, and these remittances declined by about 9% in the immediate following year, equivalent to 421 million dinars, and the value of remittances from expatriates in 2017 became about 4.14 billion dinars.

To the contrary, the Corona period (2020/2021) witnessed an increasing growth in the volume of remittances compared to the year before the start of the pandemic — a record of 5.29 billion dinars, compared to 4.46 billion dinars in 2019.

Although 2021 also witnessed some precautionary measures, the volume of remittances continued to rise again to set a new record, as it increased by 23.7%, exceeding one billion dinars, compared to the volume of remittances immediately before the start of the pandemic. In a related context, the exchange companies sector is closely linked with the remittances of expatriates, as the sector companies are the main outlet for these remittances./agencies

The government is contemplating reversing decisions it made previously related to labor in Kuwait during the coronavirus pandemic. Official sources said a ministerial committee discussed the cancelled decisions and found that their approval was logical and needed. The decisions also agreed with the government’s plan to remedy the population structure and fix marketplace issues, as well as supervise labor licenses and work permits, prevent iqama trade, control residency violations and ensure the departure of every expat the country is not in need of.

This in addition to matters related to the correct implementation of the new residency law to be approved by the new National Assembly after elections that will take place at the end of September. Sources said the ministerial committee has prepared a comprehensive report in this regard in cooperation with concerned authorities such as the Public Authority of Manpower, commerce ministry and Civil Service Commission, and this report will be on the next government’s agenda and expected to be approved and sent to concerned authorities for implementation.

The sources said among the decisions that were approved earlier and then cancelled due to the COVID situation was that an expat employee in the government sector cannot get a work permit in the private sector if the government authority where they work terminates their contract. They said this decision was made in 2019, but cancelled due to the difficulty in leaving the country during the pandemic and the need of some private entities for labor, because some residents were stuck abroad and could not return to Kuwait due to health protocols.

The sources said reactivating this decision is possible at the start of next year, especially since the circumstances that caused its cancellation no longer exist. The committee for remedying the population structure believes that those who are terminated means the state is not in need of them, and they should leave the country after receiving their indemnities. They said the country is not compelled to allow them to move to another workplace, especially since among the items of the new law is one that stipulates an expat who has been in the country for five years and his workplace is not in need of them should leave the country, and their residency permit will not be renewed.

Meanwhile, the Civil Service Commission announced that reports about allowing transfers of employees of fake or closed companies are not true. “Complaints about the workforce can be done through the labor laws, especially the executive decision to transfer employees,” the commission said./Agencies

A detained opposition politician in Pakistan, facing sedition charges, alleged Wednesday that his genitals were electrocuted while he was being subjected to torture in police custody to extract a confession.

Shahbaz Gill, a close aide to ousted Prime Minister Imran Khan, talked to reporters outside a court in Islamabad. He spoke two weeks after he was arrested for allegedly making anti-military comments during a television talk show.

The 42-year-old assistant professor of business administration at the University of Illinois Urbana-Champaign is Khan's chief of staff.

Gill, his lawyers and the opposition Pakistan Tehreek-e-Insaf (PTI) party have repeatedly accused police of torturing him since taking him into custody on August 9.


There was no immediate official reaction to Gill's statement. Prime Minister Shehbaz Sharif’s government has previously denied the torture allegations.

Gill’s statement came a day after Human Rights Watch demanded an urgent investigation into his complaints, citing “numerous credible allegations of torture and ill-treatment of political opponents” in Pakistan during previous governments.

The U.S.-based group also questioned sedition charges against the detained politician.

“Pakistan’s sedition law, based on a colonial-era British provision, is vague and overboard and has often been used against political opponents,” it said.

Human Rights Watch called on the Sharif government to urgently pass pending legislation in parliament that, if enacted, would make torture during investigations by Pakistan’s security forces a criminal offense.

The government subsequently removed the broadcaster from air, accusing it of being part of the opposition plot to incite mutiny in the army. The military has ruled Pakistan for roughly half of its 75-year history through coups against democratically elected governments, and criticism of the powerful institution is considered a red line.

Khan, meanwhile, has staged massive anti-government rallies since his ouster in a parliamentary no-confidence vote in April, demanding fresh national elections in the country.


On Saturday, the former prime minister told a crowd of thousands of his supporters in Islamabad that he would bring lawsuits against a senior police official and a judge for their roles in the alleged torture against Gill. "We will not spare you. … We will sue you,” Khan pledged.

The Sharif government on Sunday charged Khan under Pakistan’s anti-terrorism laws for threatening government officials, escalating political tensions across the country of about 220 million people.

Khan’s party leaders and thousands of supporters quickly rushed to his residence outside the capital, creating a human barrier there to resist any attempt by the police to arrest him.

The crowd dispersed on Monday after a court granted the former prime minister three days of protective bail, which ends on Thursday. Khan is expected to appear before an anti-terrorism tribunal to seek pre-arrest bail in the case registered against him by the government.

PTI leaders have rejected the terrorism charges against their party chief as “bogus” and political victimization.” Khan has said he has every right to approach the higher judiciary to seek justice for Gill in line with the constitution.

Pakistani Interior Minister Rana Sanaullah has not ruled out arresting Khan if the ousted leader fails to get bail on Thursday. “We will ensure that he is arrested from the court,” the minister told a local television channel.

Defense lawyer Babar Awan said Wednesday that Khan plans to personally appear before the anti-terrorism court.

“This is a fake case in which neither a bomb blast nor a Kalashnikov was used,” Awan said. “This move by the police to use anti-terrorism law [against Khan] has destroyed Pakistan’s narrative against terrorism developed over the last 20 years.”

Pakistan introduced anti-terrorism laws in the 1990s to deter sectarian and religiously motivated terrorism in the years that ensued. Successive governments have since used the legislation in cases against political opponents and critics to deter dissent.

The Sharif government has also filed terrorism charges against several journalists for accusing the military of playing a role in Khan’s ouster. Some of the journalists have been briefly detained while a couple of popular political talk show hosts have recently fled the country.

A spokesman for United Nations Secretary-General Antonio Guterres said on Tuesday he was aware of the charges brought against the former prime minister.

“He emphasizes the need for a competent, independent and impartial legal process. The secretary-general urges calm, lowering of tensions and respect for the rule of law, human rights and fundamental freedoms,” Stéphane Dujarric told reporters./agencies

This week marks five years since more than 700,000 Rohingya refugees fled violence and persecution in Myanmar, joining hundreds of thousands of other Rohingya who sought refuge in Bangladesh in previous years.

The events that caused nearly three-quarter-million people to take flight in August 2017 have not improved. Indeed, they have worsened. The United Nations reports Myanmar’s military junta has increased its brutal campaign of violence against the population. This, since it overthrew the country’s democratically elected government a year-and-a-half ago.

The U.N. refugee agency estimates 1.1 million Rohingya are internally displaced inside Myanmar, most in Rakhine State. The agency says the repressive conditions under which they live preclude the possibility of safe, dignified, and sustainable refugee returns to Myanmar.

Having passed five years in exile, the UNHCR reports the latest exodus from Myanmar is now officially defined as being a protracted situation. Refugees who live in this long-lasting state of limbo are dependent on international aid.

UNHCR spokeswoman Shabia Mantoo says her agency is appealing for increased support for the Rohingya. She says it is critical the international community continues to pay attention to the crisis, which is at risk of being forgotten.

“There must be a redoubling of efforts to find solutions for the Rohingya. The longer that this displacement situations protract, it becomes difficult to sustain support… We are facing a funding shortfall. That is really important that that international commitment and that funding is sustained to support both the Rohingya refugees but also their local host communities,” she said.

Some one million Rohingya refugees, nearly half of them children, live in extremely overcrowded conditions in Cox’s Bazar in Bangladesh, the world’s largest refugee camp.

Mantoo says the Rohingya remain fully reliant on humanitarian assistance for their survival. She says they need proper nutrition, shelter materials, sanitation, and livelihood opportunities.

“Protection needs — especially for women, children, and people with disabilities—are often under-reported," she said. "Violence against children and women, especially gender-based violence, is shrouded in stigma that can render survivors voiceless and unable to access legal, medical, psycho-social or other forms of support. Some have resorted to dangerous boat journeys to seek a future for themselves and their children.”

The UNHCR says support must be stepped up for education, skills development, and livelihood opportunities to prepare refugees for a hoped-for eventual return to Myanmar.

In the meantime, the agency is appealing for $455 million to provide lifesaving assistance this year to more than 1.4 million people, including Rohingya refugees and more than half-a-million most affected host communities./agencies

In 1999, fewer than 1 million people graduated from college in China. This year, a record-breaking 10.7 million new college graduates joined the Chinese job market.

And many of them face a tough time finding jobs, according to official data.

Youth unemployment in China reached 19.9% in July, according to the latest data released by the country’s National Bureau of Statistics. That’s the highest rate since Beijing started publishing the index in January 2018, when the rate was as low as 9.6%.

July’s high unemployment rate for youth aged 16-24 — up from a previous record high of 19.3% in June — is largely due to an economic slump that China has been experiencing over the past few years, multiple China analysts told VOA Mandarin. That economic downturn has been exacerbated by the COVID-19 pandemic and Beijing’s strict containment restrictions, including the “Zero COVID” policy, which reduced exports and consumer spending.

“They’re reaping what they’re sowing at the moment, and what they’ve sown for the last two years has not been great for the job market,” said Zak Dychtwald, CEO of the Young China Group, a consulting firm that does market research on youth in China.

The market may be even more discouraging to recent graduates and other jobseekers than the official figures suggest, said Dorothy Solinger, a professor emerita at the University of California, Irvine, who studies unemployment in China.

China’s “unemployment statistics are notoriously wrong,” Solinger told VOA Mandarin. “I’m surprised they’re announcing that it’s this high now, but it makes me think it may be even higher.”

Due to lengthy, pandemic-driven lockdowns in Shanghai and Beijing between March and May, the World Bank projected that China’s economic growth will slow to 4.3% in 2022, which is 0.8% lower than its original December estimate.

The pandemic “has made production and operation difficult, which has reduced the ability to attract jobs,” said Liu Pengyu, the spokesperson of China’s Washington, D.C. embassy, in an email.

“As the economy recovers and policies to stabilize employment, especially policies and measures to help young people find jobs, are strengthened, the employment situation on the whole will gradually improve and remain stable,” he added.

The pandemic isn’t the only culprit, Dychtwald told VOA Mandarin, since the issue of overall unemployment has been on Beijing’s radar for decades.

“For years, one of China’s biggest issues has been creating enough jobs for its educated class of young people,” Dychtwald said in an interview. “It’s just always been hard — and especially these last five or 10 years — to have the job market keep pace with the education rates.”

Even though unemployment is a perennial issue in China, that doesn’t mean the current unemployment rates don’t matter. Far from it, experts told VOA Mandarin, especially with the 20th National Congress of the Chinese Communist Party approaching in the fall, where President Xi Jinping is expected to secure a third term despite economic fallout from the pandemic, banking scandals and business practices that have caused a backlash and led some homeowners to stop paying their mortgages in protest.

The Chinese public will probably demand that Xi does more to address the unemployment crisis, especially ahead of the upcoming congress, according to Li Qiang, founder of the New York-based NGO China Labor Watch.

“This data may give him a wake-up call. This road is very difficult and will also affect the country’s political stability,” Qiang told VOA Mandarin.

Or as Dychtwald said, “If the government doesn’t address [unemployment], then it’s a potential powder keg, politically.”

Beijing has long maintained policies and programs to stimulate the economy and job growth, and much Chinese Communist Party rhetoric and art celebrates labor and workers, according to experts VOA interviewed. As one 2021 article in the state outlet Xinhua put it, “Only hard work brings happiness.”

In January, Xi wrote in the CCP’s journal Qiushi that no matter how much China develops, the country must “steer clear of the idleness-breeding trap of welfarism.”

Manfred Elfstrom is an assistant professor at the University of British Columbia, Okanagan, whose research focuses on China, social movements, labor, and authoritarianism. To him, Xi’s article suggests the high youth unemployment rate China faces is of great concern to the CCP.

“If you are critical of people being ‘idle’ and relying on the government, then you also presumably feel pressure to deliver on job opportunities,” he told VOA Mandarin.

But it’s not just the CCP feeling the pressure. One of the most important factors impacting China’s younger generations is “the pressure to get ahead,” Dychtwald said, referring to “immense” social and familial expectations to excel in school, snare a well-paying job, marry and own property. “Pressure is the defining word.”

The CCP presents itself as a protector of the country and its people, so it’s more or less expected that the government will create an environment where people can find jobs, experts including Dychtwald said. With the realization that Beijing may not be meeting its end of the bargain comes dissatisfaction and disillusionment, particularly among the country’s youth.

China’s entrenched culture of overwork — which Dychtwald says is common in other countries like Singapore and South Korea — alongside fewer job prospects and relatively lower wages gave way to China’s “lying flat” movement in 2021.

The movement urges young people “to opt out of the struggle for workplace success, and to reject the promise of consumer fulfilment,” according to a 2021 Brookings Institution report./agencies

Ethiopia’s government and rebels in the restive Tigray region have traded blame as fighting erupted, ending a months-long truce and severely denting hopes for lasting peace.

A government statement said on Wednesday that Tigray rebels carried out attacks on Ethiopian forces near Kobo district and “have effectively broken the cease-fire.”

The attacks began around dawn “on the Eastern Front; from Bisober, Zobel and Tekulshe direction,” the statement said.

However, Getachew Reda, spokesperson for the Tigray People’s Liberation Front (TPLF), said Ethiopian forces launched a “large-scale offensive” on rebel positions.

“The regime’s well-orchestrated campaign and the international community has now been revealed for the drama that it has always been,” he said on Twitter.

A statement from the military command of Tigrayan forces said an “extensive offensive” started “in the direction of Chobe Ber, Janora, Gubagala, Yalow, Alamata, Bala and Bisober.”

It said the assault was “designed as an auxiliary attack to enable the occupation of Southern Tigray,” with the “primary offensive” expected “from Western Tigray and Western Gondar.”

Humanitarian disaster getting worse

There was a lull in the war since March after Prime Minister Abiy Ahmed’s government declared a unilateral truce after nearly two years of fighting.

The TPLF last week rejected talks under the mediation of the African Union, while the government insists that remains the only avenue for dialogue.

Thousands, mostly civilians, have been killed and millions displaced since the armed conflict began in November 2020, with the UN blaming both sides for the deaths.

The UN has warned that Tigray “stands on the edge of a humanitarian disaster,” with more than 40 percent of the region’s estimated 6 million people in need of emergency assistance.

A Palestinian prisoner who has been on hunger strike for over 160 days in protest over his detention by “Israel” could die at any moment, his lawyer has said.

“Israeli” forces arrested Khalil Awawdeh, 40, in December 2021 and have since held him without charge or trial, a practice known as "administrative detention."

"I feel that my body is consuming itself internally," Awawdeh told the Reuters news agency from his hospital bed, his eyes widening and his voice fluctuating as he spoke. "God's support, steadfastness and patience are what enable me to continue."

“Israel” has provided few details about the accusations facing Awawdeh. 

An Israeli military spokesperson said on Wednesday his detention had been confirmed several times by military courts "and it was determined that the confidential material in his case indicates that his release will threaten the security of the area."

In March, Awawdeh launched a hunger strike demanding his freedom. He has subsisted only on water since, his lawyer Ahlam Haddad said on Wednesday.

Egyptian mediators recently pushed for Awawdeh's release under a ceasefire agreement to end three days of fighting between “Israel” and Palestinians in Gaza.

An Egyptian security source speaking on condition of anonymity said on Wednesday that Egypt presented a list of prisoners, including Awawdeh, to Israeli officials and Israel promised to look into it, while expressing reservations on some of the names.

New crisis possible 

With “Israeli” forces conducting near-daily raids on Palestine's neighbourhoods in the occupied West Bank, Awawdeh’s death could further inflame a crisis that has escalated for months.

Awawdeh was recently transferred from Ramle Prison to the Asaf Harofeh hospital in Israel due to his failing health.

However, he is not allowed to leave the hospital, a military spokesperson said.

Awawdeh has managed to survive this long without food likely because of a two-week break a couple of months ago, during which he received vitamin supplements, said Naji Abbas, the case manager for prisoners at Physicians for Human Rights-Israel.

At the time, Awawdeh, who now weighs 40 kilogrammes after having lost about 45 kilogrammes, agreed to end his hunger strike, thinking he was about to be released, said Abbas.

Awawdeh's family, which lives near the occupied West Bank city of Hebron, has so far been refused permission to visit him by Israel but has supported his decision to continue his hunger strike.

"He was detained with no charge or trial," his wife, Dalal Awawdeh, said. "Just as he was detained forcefully and taken from us, he will demand his freedom whether the occupation approves or not."

Mexican President Andres Manuel Lopez Obrador has rebuked [Israel's] government for what he called its protection of a top former official wanted in Mexico on accusations he manipulated an investigation into the 2014 disappearance of 43 students.

"Let me take the opportunity to send a respectful reminder to the government of “Israel”. They can't be protecting people like that," Lopez Obrador told a news conference on Wednesday, referring to his country's demand for the extradition of Tomas Zeron from Israel. 

Lopez Obrador added that [Israel's] prime minister had sent a letter pledging cooperation, but had yet to take any further action.

"It has been a long time," Lopez Obrador said.

Mexico last year urged “Israel” to facilitate the extradition of  Zeron, the former head of Mexico's criminal investigation agency, who Mexican officials say fled to “Israel” in 2020 to evade an investigation into his handling of the case.

Some 43 teaching students had commandeered buses in the southern state of Guerrero to travel to a demonstration before they went missing.

An official report on their disappearance presented in 2015 by the then government was rejected by relatives as well as independent experts and the office of the United Nations High Commissioner for Human Rights.

The renewed pressure to bring Zeron to Mexico comes after officials last week arrested his prior boss, former attorney general Jesus Murillo, on charges of forced disappearance, torture and obstruction of justice linked to the probe into what became of the students.

Zeron has previously denied allegations of wrongdoing.

The “Israeli” government did not immediately respond to a request for comment.

Mexican authorities have previously accused Zeron of planting evidence to support the previous administration's version of what happened after the abduction of the students, which officials last week called a "state crime" covered up by the highest levels of government at the time.

A man who hid snakes and lizards in his trousers as he tried to sneak them into the United States as part of a $750,000 reptile smuggling enterprise faces decades in prison, officials said.

Jose Manuel Perez masterminded the six-year scheme from his home in southern California, which involved bringing 1,700 animals into the United States from Mexico and Hong Kong.

In a plea deal with the Department of Justice, Perez acknowledged on Wednesday that he had paid mules to transport some of his illicit cargo, and at other times had made border crossings himself.

The animals that he netted, which included Yucatan box turtles, Mexican box turtles, baby crocodiles and Mexican beaded lizards, were sold to clients across the country for upwards of $739,000, documents show.

His downfall came in March when he tried to drive from Mexico with 60 creatures secreted around his groin and in other parts of his clothing.

After initially telling customs officers he was transporting his pet lizards in his pockets, he was found to have 60 reptiles on him.

They included arboreal alligator lizards and Isthmian dwarf boas, a kind of snake that changes colour and whose defence mechanisms include bleeding from its eyes.

Three of the reptiles were dead.

Perez, who admitted two counts of smuggling, each of which carries up to 20 years in prison, and one of wildlife trafficking, which carries a maximum five-year jail term, will be sentenced on December 1.

Political powers have agreed to prioritize a roadmap to work with the government after the upcoming National Assembly elections on issues that are currently being discussed in the political arena in Kuwait. Informed sources told Kuwait Times issues regarding expatriates in Kuwait will take precedence, especially those that have been assigned to the parliament but have not yet been addressed, including imposing fees on remittances by residents, reviewing health fees of expatriates and directing them for treatment to the private sector by next year, as well as implementing a plan on demographics in the form of a new residency law.

These issues should be discussed in the initial parliamentary sessions of the next National Assembly, so the government can have time to review them and issue regulations to be implemented before the middle of next year, the sources said. They pointed out that all political forces are convinced on imposing fees on remittances, and believe that the government’s justifications for refusal previously are not justified, especially since other Gulf countries applied this law without any negative repercussions. Moreover, the Kuwait Chamber of Commerce and Industry is no longer strongly opposed to this law and expressed willingness to participate in discussions.

The sources indicated that the political forces agreed that the demographic structure will be at the top of the upcoming Assembly’s priorities, through demands to reduce the number of expatriates in Kuwait with specific dates and practical procedures and replace them with Kuwaitis, and not according to what private companies desire.

A company that does not appoint Kuwaitis should pay fines for every expatriate it appoints, as well as preventing it from participating in government tenders, a procedure that is applied in neighboring Gulf countries that brought results. The sources stressed the political forces believe that the expatriate labor force in Kuwait has reached three million, which is a very large number that is much greater than the needs of the Kuwaiti market, which constitutes a burden on public services and threatens security, and is not useful for achieving real economic development.

The sources said the political forces will form a lobby to pressure the government to reduce the number of new arrivals, indicating that some of the communities that are currently bloated will be reduced by cutting the number of new arrivals. Only specialized workers will be hired from these countries and work permits of those who are laid off will not be renewed, in order to force them to leave. Security campaigns against residency violators will be continuous and daily, in addition to increasing residency fees and curbing visit visas. Only those whose salaries are high will be allowed to bring their families, the sources added.

The sources said the political factions that represent Islamist, liberal and independent segments of the Kuwaiti society agreed that these issues will be at the forefront of their campaigns in order for those elected to agree to put forward to the government proposals to be discussed in parliamentary committees and approved by laws.

They stressed the government should be aware that these laws are necessary popular demands, which they have no choice but to approve and pass, after these issues had been the subject of government hesitation or complacency in the past. The sources told Kuwait Times that these issues include all matters regarding the economy, education and employment, among other issues that concern Kuwaiti citizens.
