What was supposed to be a controlled burn by federal officials spiralled out of control and has become the biggest blaze in recorded history in New Mexico recently as United States President Joe Biden landed in the region Saturday amid anger and frustration from wildfire survivors.

Driven by drought and wind, the fire has destroyed hundreds of homes in mountains northeast of Santa Fe since two controlled burns by the U.S. Forest Service (USFS) went out of control in April.

Tens of thousands of residents have evacuated Indo-Hispano farming villages with twice the national poverty rate, upending fragile economies where residents cut firewood and raise hay to get by.

"This is not a natural disaster, this was man-made by a government entity," said Ella Arellano, whose family lost hundreds of acres of forest around the village of Holman. "It's a mess, just a big mess that will take generations to recover from."

With over 320,000 acres (129,500 hectares) of mountains blackened by the Hermits Peak Calf Canyon Fire, communities are preparing for mudslides, ash flows and flooding in areas where extreme fire gave forest floors the water absorbency equivalent of asphalt.

Before departing for New Mexico Biden said he supported full federal funding to compensate for the cost of firefighting and recovery but added that it needed congressional approval.

"I can't commit that on my own," Biden said of the need for Congress to back full funding.

So far the Federal Emergency Management Agency (FEMA) has given over $3 million to more than 900 households. But maximum FEMA payouts of around $40,000 for destroyed houses are in some cases not enough to cover the loss of farm equipment that burned alongside homes, which at one house was likely worth hundreds of thousands of dollars.

The blaze is burning along with another in southwest New Mexico that is the second largest in state history, underlining concerns that climate change is intensifying fires that overwhelm firefighters and threaten to eventually destroy most U.S. Southwest forests.

Forest Service investigators found that a USFS controlled burn jumped out of bounds on April 6 to start the Hermits Peak Fire. The Calf Canyon Fire was caused by a USFS burn pile of logs and branches on April 19. The two fires merged on April 22.

To prevent fires from spreading, land managers sometimes use controlled burns to reduce small trees, shrubs and other material that fuel wildfires. The U.S. Forest Service has since called for a temporary nationwide halt to the practice while it reviews procedures./Reuters

Since the COVID-19 pandemic, the globe has seen a rise in the use of child workers, the International Labor Organization (ILO) warned on the eve of Sunday, June 12, World Day Against Child Labor.

ILO figures from numerous countries indicate a rising trend in child labor in the post-pandemic period due to worsening economic conditions, Benjamin Smith, the organization’s senior officer on child labor, told Anadolu Agency on Saturday.

Before the pandemic, there were some 160 million child laborers globally, Smith said, but 9 million more children might join the ranks of laborers by the end of this year.

Underscoring that child laborers are generally found in the informal economy, he said the children’s poor financial situation plays an important role in this situation.

Most of the child laborers, around 70%, are employed in the agricultural sector, he said.

According to a joint report by the ILO and UNICEF, around half of the 160 million child laborers, aged 5-17, are employed in hazardous work.

Since 2008, the Asia-Pacific, South America, and Caribbean regions made stable progress in reducing the number of child laborers while the situation in Africa grew even worse.

To promote awareness of the issue, since 2002 the ILO has marked June 12 as World Day Against Child Labor./agencies

A group of supporters of the PKK terror group attacked a member of the public during a demonstration in London on Saturday.

The attack targeted an Azerbaijani man who was walking down the street near the tourist hub Picadilly Circus.

The assailants, a group of men and women, punched the man on the chin and continued to physically assault him before the police took him into a shop for protection.

The man told Anadolu Agency that he is originally from Azerbaijan but works in London.

He said he “saw the anti-Turkish meeting and I could not take it,” explaining that the group members “were making the Victory sign.”

He said he made the grey wolf sign – a sign symbolizing patriotism commonly used in Turkic countries such as Türkiye and Azerbaijan.

“Men and women, they attacked me. They punched my chin. Then police protected me in a shop.”

He added that the police stopped the PKK supporters’ further attacks but he did not know if anyone was arrested over the incident.

The group of PKK supporters gathered in front of BBC headquarters earlier on Saturday and marched to Downing Street via central London.

They carried symbols and banners of the terror organization PKK/YPG and its Iranian branch the PJAK as well as photos of the group’s jailed ringleader, Abdullah Ocalan.

British police were observed to have walked alongside the marchers, a common practice in PKK demonstrations.

PKK demonstrations are not barred by British security forces despite it being a banned terrorist organization in the UK.

The UK’s Supreme Court last January upheld a ruling against a man who carried the terrorist organization’s flag in a similar protest in 2018.

London police arrested such individuals in recent protests.

In its more than 35-year terror campaign against Türkiye, the PKK – listed as a terrorist organization by Türkiye, the US, and EU – has been responsible for the deaths of over 40,000 people.

Türkiye has recently decried demonstrations and attacks by the terrorist group PKK in a number of European countries, including the UK, Germany, France, and Switzerland./aa

Even as Finland and Sweden’s continued support for the terrorist group YPG/PKK has held up their NATO membership bids, supporters of the terror group took to the streets of the countries’ capitals and openly held protests Saturday.

YPG/PKK sympathizers gathered before the Finnish parliament and called on Helsinki to reject Turkish demands that it cease supporting and tolerating the terrorist group.

The protest stretched on for about two hours, with participants carrying banners and symbols of the terror group.

In Sweden, carrying posters showing the convicted YPG/PKK ringleader, who is serving a life sentence in Türkiye, supporters of the YPG/PKK met in Norra Bantorget Square in the capital Stockholm and called on the government to impose an arms embargo on Ankara.

Sweden is under pressure from Türkiye to end its support for the YPG/PKK terror group if it wants to join NATO, with Ankara saying the bloc is a security alliance and that any potential members must take a clear stance against terrorism.

In its more than 35-year terror campaign against Türkiye, the PKK – listed as a terror organization by Türkiye, the US, and EU – has been responsible for the deaths of over 40,000 people, including women, children, and infants. The YPG is the PKK terror group's Syrian offshoot./aa

While a search is underway for the missing passengers, diplomatic sources said there were no survivors in the crash./aa

A bill introduced to the Turkish parliament this week has brought to light details of the Istanbul Financial Center (IFC) project.

The parliament’s Planning and Budget Committee accepted the bill for the establishment of the IFC this Wednesday.

Its main aim is to increase Türkiye’s financial competitiveness in the international arena, as well as contribute to the development of products and services for financial markets, by positioning Istanbul as a hub of international finance.

According to the bill, financial institutions at the IFC will have certain tax advantages, one of them being that 75% of their income will be deducted from the corporate tax base.

Financial institutions will also get tax exemption for banking and insurance transactions related to financial services carried out at the IFC and the payments received for these transactions.

Companies will also have fees and stamp exemptions.

It also proposes income tax exemption on monthly salaries of employees of financial institutions that have IFC participant certificates: 60% exemption for individuals with at least five years of professional experience abroad and 80% exemption for those with at least 10 years of professional experience in other countries.

The exemptions will also apply to regional treasury and financial management centers of institutions that are active in at least three countries.

The bill also proposes that the Treasury and Finance Ministry will be authorized to make regulations under which financial institutions operating at the IFC will be allowed to maintain their books and documents in foreign currency.

President Recep Tayyip Erdogan has previously stated his objective of making Türkiye a hub for Islamic finance, emphasizing that the IFC is a critical part of this plan./aa

Ethiopia faces an uphill task to meet the UN deadline to abolish child labor by 2025, as millions of children still work in various sectors in the rugged, landlocked country located in the Horn of Africa.

On the eve of World Day Against Child Labor, which will be observed on Sunday, Endeshaw Yemane, a social psychologist researcher, told Anadolu Agency that the number of children employed in the country was alarming.

“According to the findings of the latest national child labor survey published in 2018, almost 16 million children from the ages of 5 to 17 are engaged in child labor,” he said.

The UN Sustainable Development Goals have made it mandatory for all member states to eliminate child labor “in all its forms” by 2025.

In the Ethiopian capital of Addis Ababa and other regional urban centers, male and female children are seen engaged in shoe shining and selling traditional Ethiopian bread injera, and gums.

“The worst form of child labor is that the female children are trafficked to the Ethiopian capital and other cities, who end up either in the sex industry or as poorly paid domestic workers,” said Yemane.

Belete Dange, head of the children’s rights protection department at the Ethiopian Labor and Social Affairs Ministry, said minors engaged in hazardous and exploitative work negatively impact their overall wellbeing.

“Ethiopia legalized the minimum age for work to be at 15, while the minimum age for hazardous work is set at 18,” he said, adding that the country had also prohibited forced labor, commercial sex exploitation of children, and ratified international conventions on child labor.

“We are engaged in raising public awareness with other agencies, and the government also has a job creation plan,’’ Dange added. “But children have continued to flock to cities in search of work."

Supporting families

Ayalew Desta, 13, a ragpicker, said he works from dawn to dusk to support his family and sick mother.

“In most cases, I earn around $2 in a week, and if I ask for a fair price, the buyers abuse me and at times beat me,” he said.

Anemawu Besufekad, 12, who is selling lottery tickets on the streets for the last two years, was forced to work by his father to support the family.

“I make a living and support my poor family, but selling lottery tickets in Addis Ababa is a risky job,” he said. “On many occasions, I and several friends have been robbed and abused."

According to Yemane and Dange, poverty is the fundamental factor that drives children to the labor market.

Even though the World Bank has said Ethiopia’s economy is one of the fastest-growing economies in the region, with a 6.3% growth in the financial year 2020-21, nearly 29% of the estimated 120 million people live below the poverty line, earning just $1.90 per day.

“Conflicts, a high number of children, and family breakdown are other factors contributing to the problem,” Yamane said.

Meeting deadline difficult

Experts and higher officials at the Labor and Social Affairs Ministry had been deliberating on the possibility to stamp out child labor by 2025. But “given the magnitude of the problem and slow progress in curbing and improving the plight of the victims, the deadline does not seem realistic,” said Dange.

Yemane said "it is impossible to eliminate it (child labor) in three years. The primary feasible action is to help children in the market.”

According to the International Labor Organization's 2020 global estimates, African countries are home to most of the world's 160 million working children – 63 million girls and 97 million boys./aa

OPEC member Kuwait has awarded five contracts for the clean-up of oil-polluted areas with a combined value of nearly $1.01 billion, an oil official has said.

The state-owned Kuwait Oil Company (KOC), which is in charge of the state’s upstream sector, will also award three more contracts within the next three months for similar operations in various parts of Kuwait, KOC’s Deputy CEO for Major Projects and Services Khalid Al-Otaibi said, quoted by the Arabic language daily Alrai on Friday.

Speaking during a seminar organised by KOC in Kuwait City, Otaibi said several companies from Kuwait and other countries have won those contracts, adding that the operations would be completed within four years.

“We are planning to sign three more oil clean-up contracts with a number of companies within two to three months,” Otaibi said.

According to Alrai, the five contracts for clean-up operations in areas hit by oil pollution due to the 1990 Iraqi invasion of Kuwait were awarded to four consortia.

A consortium grouping Khalid Al-Khorafi & Brothers and Lamor of Finland won a contract in North Kuwait worth $193 million and another one in South Kuwait with a value of around $196 million.

HEISCO Hangzhou Zaop, a joint Kuwaiti-Chinese venture won a contract in Southeast Kuwait with a value of $185 million while a $188 million contract in North Kuwait was awarded to consortium of Kuwait’s KCPC and ITC of Saudi Arabia.

A $250 million contract in Southeast Kuwait was awarded to an alliance of Kuwait’s Al-Sayer and WSR of Italy, according to the paper which said three other contracts covering oil producing areas in South Kuwait would be signed soon. /AT
