Another PKK terrorist surrendered in Turkey as a result of persuasion efforts by security forces, an official statement said on Sunday.

The terrorist left the terror group after efforts of gendarmerie teams and police, the police department of eastern Van province said.

Identified only by the initials F.O., the terrorist had joined the terror group in 2014, and was on the list of wanted terrorists.

In its more than 35-year terror campaign against Turkey, the PKK -- listed as a terrorist organization by Turkey, the US, and EU -- has been responsible for the deaths of 40,000 people including women, children, and infants. ​​​​​​​/aa

Turkey's foreign minister will address a meeting of the UN Human Rights Council on Monday, according to an official announcement.

Mevlut Cavusoglu will attend via video link the council’s 46th session in Geneva, which will last for three days, said a Foreign Ministry statement on Sunday.

In his address, said the statement, “Cavusoglu will point out the recent global issues concerning human rights and emphasize Turkey’s strong commitment to protecting and promoting fundamental rights and freedoms."

The Human Rights Council is an inter-governmental body within the UN system made up of 47 states responsible for the promotion and protection of all human rights around the globe, according to the council website.

The council has the ability to discuss all thematic human rights issues and situations that require its attention throughout the year./aa

Massive protests erupted in major cities and towns in Myanmar on Sunday to condemn the killing of two protesters at the hands of security forces, and to demonstrate their outrage against the Feb. 1 military coup.

Police and security forces opened fire on demonstrators in Mandalay, the country's second-largest city, on Saturday, killing two protesters, including a teenage boy who volunteered to help the injured.

A volunteer medic told Anadolu Agency that tens of thousands of people have joined a protest sit-in, blocking major intersections in Mandalay. “It is like a sea of people," he said on the condition of anonymity.

Activist Than Myat Soe alleged that the security forces had “used live rounds of ammunition on the protesters, which is why there were casualties."

Dissidents and activists have called for major rallies across the country on Monday to demonstrate their rejection of the ruling military junta.

Shops in Yangon were seen putting notices that they would remain closed for a day to join the protests.

A video footage of protesters performing a ritual in Yangon’s Sanchaung township, praying for the failure of the dictatorship, has also went viral on social media.

At least three protesters have been killed during the ongoing anti-coup demonstrations since the coup d'état.

A 20-year-old girl protester, who was shot in the head in the administrative capital Nay Pyi Taw and succumbed her injuries on Friday, became the country's first victim.

A 30-year-old man was also killed on Saturday in Yangon's Shwe Pyi Thar township after police shot him in the head as he tried to prevent the police vehicle from entering his residential area./aa

Sudan’s Central Bank said Sunday it had partially floated the currency and announced a new regime to unify the official and black market exchange rates.

In a statement, the bank said the “decision aims to unify and stabilize the exchange rate, transfer resources from the parallel market to the official market, and attract remittances from Sudanese working abroad through formal channels.”

The decision is intended to grant the Central Bank full powers to intervene to stabilize the exchange rate if the limits it sets are exceeded.

The bank said the move aims to attract foreign investments and normalize relations with regional and international financing institutions in order to attract grants and loans and encourage producers, exporters, and the private sector with a suitable exchange rate.

"Unifying the exchange rate will limit the smuggling of goods and currency, and fill in the gaps to prevent speculators from taking advantage of the gap between the official and black market rates,” the bank said.

The US Embassy in Khartoum welcomed the Sudanese decision to “reform” to exchange rate, describing the move as “courageous”.

“This decision paves the way for debt relief and significantly increases the impact of international assistance,” the embassy said on Twitter.

It added the decision “will also help Sudanese companies and attract international investment as both local and foreign companies will no longer encounter difficulties doing business in Sudan because of the dual exchange rate.”

Sudan’s economy has been crippled by years of US sanctions, mismanagement, and civil war.

Sudanese authorities have announced curfews in several regions in recent days to contain protests of worsening economic conditions characterized by inflation and shortages of basic commodities.

Last week, official data showed that annual inflation rose to 304.33% in January from 269.33% a month earlier.

In the statement, the Central Bank said it reconsidered all economic policies to help achieve economic stability.

The dollar was exchanged for 375 Sudanese pounds on the black market as of Saturday compared to the official rate of 55 pounds./aa

NAIROBI, Kenya

Isabel Mberia points to maize plants on her farm in Tigania in eastern Kenya’s Meru county.

The early morning air is filled with a muffled, buzzing cracking sound.

Instead of the usual green that one expects to see, her plants are filled with the yellow-brownish color of locusts that are munching on leaves and cobs of the growing maize.

“When Kenya was hit by locusts last year, we were spared. They didn’t reach here, but this year-round we woke up one morning and one could barely see the sun,” Mberia, 61, told Anadolu Agency. “There were millions of locusts everywhere. Some people in the market said they were just migrating but they are still here eating everything.”

Her prized mango trees, among others on her farm, are filled with locusts. The tiny ancient critters that have been a nightmare for farmers since time immemorial are munching on flowers, fruits, seeds, leaves and even the bark of trees.

“There is not much we can do about them. We try to chase them away but they are too many,” said Mberia. “We have never had a food problem here. Together with my husband, for over 40 years in farming, we have never witnessed anything like this. This is the worst plague that we have ever seen. Now food is very expensive because all our food is being eaten.”

Biblical plague

Farmer Anne Kagendo, 48, is also counting losses and lamenting that the locust invasion has caused a food shortage.

“They have eaten tomatoes, potatoes, maize, a variety of beans, even cotton … who knew locusts eat cotton … even my neighbor's wheat and bananas have been eaten,” she said. “This is definitely a biblical plague. I have never seen anything like this, they are merciless and hungry all the time.”

Thousands of farmers in Meru county are counting huge losses as desert locusts ravage farms daily. The locusts come at a time when most of the produce grown in eastern Kenya is ready to harvest.

Farmers in Meru are among hundreds of thousands from 14 other counties from the 47 that make up Kenya, who are affected by a second wave of the locust plague that is two times deadlier than the one that hit Kenya in 2020.

The government said it deployed spray and surveillance aircraft to help deal with the pest and noted it has enough resources and is better prepared than in 2020 to fight.

Government spokesman Cyrus Oguna encouraged collaborative efforts with Ethiopia and Somalia, from where locusts migrated to Kenya, to eradicate the pests.

“If Kenyans are actively containing or combating locusts, it may not amount to much if the neighbouring countries are not doing the same,” he said in a statement.

Agriculture Minister Peter Munya told reporters that more than 75 swarms have been reported in Kenya.

“We cannot fight locusts in Somalia and Ethiopia where they are thriving. All we can do is fight them in Kenya, as they breed in Kenya, it should be noted that the war against locusts might last until June,” he said.

Armed with a budget estimate of 3.2 billion shillings, or $30 million, set aside to combat the second wave, Munya said Kenya is well-equipped to fight the swarms and promised that in counties where livelihoods have been affected, the government will step in and offer crop and livestock intervention which include distribution of seeds and cereals, clean water and fertilizers among others.

The desert locust is considered the most destructive migratory pest in the world, according to the UN Food and Agriculture Organization (FAO).

A single swarm covering one square kilometer, a little more than one-half mile, contains up to 80 million locusts and can eat the same amount of food in one day as about 35,000 people. Locust numbers increase 20 times in three months with every new generation.

Food shortage

At the Mulika market in Tigania, residents lament that even though the government has assured that everything will be okay, a food shortage is already being witnessed.

“The prices of foodstuff, especially our staples … mostly vegetables, have gone up by three or even four times,” said Kagwiria Juliet.

She noted that residents are now resorting to eating a lot of cereals that have been dried and preserved.

But the poultry business has experienced a boom.

“Our business is doing very well because locusts are a good food source for poultry,” said trader Timothy Munya. “The birds love locusts. We are not sure whether we can keep up with the demand and many people are opting for things like chicken as they are cheaper.”

The East African desert locust intensity has also been blamed on climate change with a focus on Cyclone Gati that hit Somalia's coast on the Indian Ocean in November last year, said the FAO.

East Africa’s food basket regions received copious rainfall during the summer, promising farmers a good yield and giving nomadic pastoralists abundant grazing land.

But the downpours also provided fodder for locust swarms that originated in Yemen, moved to Somalia and spread across East Africa.

Etienne Peterschmitt from the UN said in a statement: “Rains and winds are two of the most favourable conditions for desert locusts to multiply rapidly and spread to areas where they had been under control.”

In Kenya, where locusts have torn through more than a quarter of counties across the country, farmers and nomadic pastoralists have been left devastated./aa

NAIROBI, Kenya (AP) — The United Nations says Ethiopia’s embattled Tigray region faces a “very critical malnutrition situation” as vast rural areas where many people fled during three months of fighting remain out of reach of aid.

The U.N. humanitarian agency also said in a new report that Ethiopian defense forces continue to occupy a hospital in the town of Abi Adi, “preventing up to 500,000 people from accessing health services” in a region where the health system has largely collapsed under looting and artillery fire.

Alarm is growing over the fate of the Tigray region’s some 6 million people as fighting is reportedly as fierce as ever between Ethiopian and allied forces and those supporting the now-fugitive Tigray leaders who once dominated Ethiopia’s government.

“The needs are tremendous, but we cannot pretend that we do not see or hear what is unfolding,” Ethiopian President Sahle-Work Zewde said in a statement on Friday after visiting the Tigray capital, Mekele.

In one of the frankest public comments yet by Ethiopia’s government, she noted “significant delays that remain in reaching people in need.”

Ethiopia on Friday said humanitarian aid has reached 2.7 million people in Tigray. But the U.N. report calls the current response “drastically inadequate,” even as some progress is made.

With some 80% of the population still unreachable, according to the Ethiopian Red Cross earlier this month, fears are growing that more people are starving to death.

“Next few weeks decisive to prevent famines,” Germany’s Foreign Office said in a brief statement last week after hearing accounts of a European Union envoy’s visit to Ethiopia.

The new U.N. report released Friday says even in areas that can be reached, a screening of 227 children under the age of 5 showed “staggeringly high malnutrition,” though it did not mention the number of cases.

It also says a screening of more than 3,500 children found 109 with severe acute malnutrition. The World Health Organization describes that condition as “when a person is extremely thin and at risk of dying.”

“Malnutrition (in Tigray) is expected to deteriorate as households are limited to fewer meals every day,” the U.N. report says.

The Tigray conflict began at a vulnerable time, just before the harvest and after months of a regional locust outbreak. The majority of the population is subsistence farmers.

The U.N. report cites “bureaucratic obstacles” and the presence of “various armed actors” as complications in the delivery of aid.

Humanitarian workers have described trying to navigate a patchwork of authorities that include ones from the neighboring Amhara region who have settled in some Tigray communities, as well as soldiers from neighboring Eritrea whom witnesses have accused of widespread looting and burning of crops.

Ethiopia’s government denies the presence of Eritrean soldiers, though the Tigray region’s interim government has confirmed it and accused them of looting food aid, according to a recent Voice of America interview.

The U.N. report describes a “dire” situation in which “COVID-19 services have stopped” in the Tigray region, displaced people in some cases are sleeping 30 to a single classroom and host communities are under “incredible strain.”

At least 800 people were reportedly killed in Ethiopia as worshippers and soldiers risked their lives to protect what Christians there say is the sacred Ark of the Covenant from local militia.

Ethiopian Christians claim the Ark — the wooden chest built to hold the Ten Commandments of Moses — is being kept safe in a chapel in the holy northern city of Axum in the Tigray region.

The battle between Ethiopian soldiers and rebel fighters happened in the fall, The Sunday Times reported, but it is only being reported now.

“When people heard the shooting they ran to the church to give support to the priests and others who were there protecting the ark,” Getu Mak, a local university lecturer, told The Times.

“Certainly some of them were killed for doing that.”

Little was known about the deadly siege since Tigray is cut off from the world and journalists had been blocked from entering the region.

A deacon residing in Axum told the Associated Press he helped count the bodies, gathered victims’ identification cards and assisted with burials in mass graves.

He believes that an estimated 800 people were killed at the church and around the city.

“If you attack Axum, you attack first of all the identity of Orthodox Tigrayans but also of all Ethiopian Orthodox Christians,” Wolbert Smidt, an ethnohistorian who specializes in the region, told the AP.

While a decision on implementing partial or full lockdown in the country is still awaited, different sectors across the country are fully prepared to implement a ban in the country.

"In the event of any lockdown decision, the Ministry of Interior has ready-made plans that are immediately applicable. Security points will be redeployed on some roads, and the forces will be distributed inside residential areas and others," local daily AlQabas reported. MoI Undersecretary directed the department to prepare and take all precautions to implement any curfew decision if issued by the Council of Ministers, daily added.

Meanwhile, the Corona Emergency Ministerial Committee will hold a crucial meeting on Sunday, in the concerned authorities' presence, to submit a report to the Council of Ministers regarding the situation.

The Council of Ministers is expected to take a final decision in its meeting on Monday or next Wednesday to decide to implement a curfew in the country before the beginning of national holiday celebrations.

At 11 years old, Olivia Nguyen was the oldest of three siblings. She was smart and sassy, and loved making playlists with songs from Coldplay and U2, music written before she was born.

Her brother, Edison, 8, was quiet and articulate. He loved the color green and taking photos of anything in his path, especially sunsets.

Their youngest sibling, Colette, turned everything into a song. Nicknamed Coco, the 5-year-old was known for donning sparkly pink dresses and shoes.

Early Tuesday morning, the children and their grandmother, 75-year-old Loan Le, lost their lives when their Texas home erupted in flames. The fatal blaze may have started from a fireplace—which their mother had lit up to keep them warm amid the state’s power outages and freezing cold temperatures.

The Nguyen children and their grandma Loan are among more than 30 people in the Lonestar State who died this week amid the extreme weather crisis that nearly decimated the state’s power grid.

Before the fire, the family was without power for eight hours and huddled together in their two-story house in Sugar Land, a suburb of Houston. It’s unclear how the blaze spread; the bedrooms are upstairs and the fireplace is downstairs.

Vanessa Kon, the children’s aunt, said the family is awaiting answers on what started the house fire. While they’re focused on mourning the kids, they also have questions for state officials who were woefully unprepared for the unprecedented disaster, which left millions of residents without heat, electricity, or water.

“We don’t know what happened,” Kon told The Daily Beast. “We don’t know why the lights went out like that. The city should have been prepared for it. Why was the power off? If the power wasn’t off, this wouldn’t have happened.”

According to Fox 26 in Houston, authorities were called to the Nguyen residence around 2 a.m. and found the house engulfed in flames when they arrived. One fire official said a first responder had to restrain the children’s mother, Jackie, from rushing back inside the home.

The children’s father, Nathan Nguyen, is separated from Jackie and lives in another home in Sugar Land.

Kon and her siblings were comforting Nathan at his house throughout the week and on Saturday. The home, once so dedicated to Olivia, Edison, and Colette, now seemed empty.

The walls are covered in paintings he made with the children. One room has a collection of different paints and canvases so they could make art together. The refrigerator has three tubs of butter because they all loved baking cookies. In Colette’s bedroom, a mermaid costume rested on the bed, along with a pair of dolls.

Kon said Nathan bought matching shoes for himself and his little ones, and he enjoyed wearing matching swim trunks with Edison.

“Everything is about the kids,” Kon said of Nguyen, 41, who is a beloved family physician in a small-town nearby called Wharton. “It’s so devastating.”

Kon said Nguyen is in the process of divorcing Jackie but had custody of the kids every weekend or sometimes more, especially in the summer. He last saw them about a week before they died and was planning on picking them up on Friday.

But on Tuesday morning, Jackie’s brother called with soul-crushing news: There was a fire and all three of his babies didn’t make it. Jackie and a female friend who was staying over had escaped the inferno with minor burns.

“My brother was like, ‘What is this? A joke?’ He didn’t believe it,” Kon said.

“It’s just so sad,” she added. “He only had three [kids]. All three are gone.”

“I really want someone to take this pain away from him, you know. It’s just unbearable for him. It’s so surreal. I can’t believe it’s happening,” Kon told The Daily Beast.

Kon said Nathan is a shining example of a father. She’s never seen him yell or raise his voice; he’s incredibly patient. Last week, he stopped by three different restaurants so all the kids got what they wanted for lunch. “He’s that dad,” Kon said. “He would always plan stuff with them. Always do something. It’s not like they’re sitting at home, doing nothing. He takes vacation with each of his kids separately.”

Now Nathan is planning for a funeral—and the weeks and months that come next.

He hopes to set up a tuition assistance fund for St. Laurence Catholic School, where his kids attended elementary school and a place that they loved.

Kon organized a GoFundMe page to help plant the seeds of the school foundation.

Meanwhile, Jackie’s classmates at Rice University’s business school created another GoFundMe page to support her and future charity in the children’s names.

In a message from Jackie that was posted on the page, the grieving mom said she wanted to create a foundation with themes that would “reflect the kids’ as individuals,” including: performance visual arts, autism awareness, and reading and literacy.

“At the end of the day, we want this all to mean something, and that your kind intentions are also honored in a meaningful and lasting way,” she said. “Our hearts are broken right now. However, your acts of kindness have given us some comfort to pull us through.”

Both Jackie and Loan were dedicated to the children.

Loan loved being close to her grandkids and was actively involved in their lives. She could be found in numerous Facebook photos with Jackie and the children—including proudly posing with them at St. Laurence Catholic School for Grandparents' Day. She was also often pictured with her son, David Pham, and his kids.

In October, Loan shared pictures of herself and the two sets of grandkids on social media. Edison and Olivia held a pillow with the word “family.”
