Russia has affirmed its determination to pursue elevating the level of “traditional and friendly relations with Kuwait in diverse sectors”. The Russian foreign ministry said in a statement, posted on its website, that the Special Representative of the President of Russia for the Middle East and North Africa, Deputy Foreign Minister Mikhail Bogdanov, affirmed Moscow’s stance toward Kuwait during a celebration held by the ministry in honor of Kuwaiti Ambassador Abdulaziz Al-Adwani on the occasion of his tenure’s conclusion.

The statement affirmed the two countries’ resolve to evolve the traditional and friendly relations between the two countries in various spheres, namely with respect of expanding bilateral economic, commercial, cultural and humanitarian relations as well as boosting “the vital political dialogue toward international affairs”.

Bogdanov, during the ceremony, decorated the outgoing Kuwaiti ambassador with the Order of Friendship, in appreciation for his efforts to bolster Kuwait-Russian relations. Adwani, in remarks to KUNA, expressed gratitude to Bogdanov for the gesture, also manifesting deep appreciation to Russian Foreign Minister Sergey Lavrov for organizing the honoring ceremony, which depicted the depth of cordial relations between the two states, due to celebrate the 60th anniversary of diplomatic ties next year. – KUNA

Head of the National Assembly’s interior and defense committee MP Saadoun Hammad said on Sunday that the main purpose of the sweeping amendments to the residency law is to toughen penalties on visa traders. Hammad said that the new draft law, approved by the committee on Thursday, raises jail terms for visa traders to up to five years from three years currently and increases the fine to KD 10,000 from KD 3,000.

The lawmaker added that the penalty is repeated for each case of visa trading and is doubled in case of repetition or in case the convict is a civil servant. Authorities in Kuwait have been cracking down on visa traders who recruit expat laborers to Kuwait against illegal fees and then fail to provide them with jobs. In recent months, the government has referred several cases of suspected visa trading to courts, which have passed various verdicts.

Hammad said that according to the bill, the maximum duration of visit visas for foreigners is three months, and not one year as claimed by some MPs. Visitors must then leave the country unless they manage to obtain a legal residence permit, the lawmaker said.

Hammad stressed that the duration of a normal residency permit is for five years, which can be renewed on expiry, denying reports that such residencies cannot be renewed, forcing expats to leave the country. He said the same applies to residency permits valid for 10 years given to children of Kuwaiti women and owners of real estate.

Hammad said the bill grants for the first time foreign investors with residency permits valid for up to 15 years, and the guidelines and conditions for such visas will be set by the government. The new bill also regulates the residency of domestic helpers and limits its duration with the duration of the work contract, which can be renewed, Hammad said.

He added that domestic helpers are not allowed to change their work without the approval of the sponsor. Domestic helpers are not allowed to stay outside Kuwait for more than four months, otherwise they will lose their residency. According to the draft law, sponsors or employers will bear the cost of deporting expats unless they are illegally employed or given shelter by others, who will then pay the cost./KT

France’s public health authority on Sunday confirmed 16 cases of the monkeypox virus in the country, as the statistics mark a big jump since the first case was detected in the country nine days ago.

A majority of these cases have been reported in the Paris region of Ile-de-France with 12 cases, two cases in Occitanie, and 1 in Auvergne-Rhone-Alpes and Normandy each, said a statement from the health authority’s update on the epidemic as of Saturday.

The statement added that there will be long-term monitoring of the infections and coordination with other European countries and international health organizations like the World Health Organization and the European Centre for Disease Prevention and Control for information.

In France, as in most cases in Europe, the monkeypox cases have occurred mainly, but not exclusively, in men who have sex with men, with no direct link to people returning from endemic areas, the statement underlined.

France detected the first case in the Paris region on May 20. Health Minister Brigitte Bourguignon earlier this week announced targeted vaccination of healthcare workers treating patients with monkeypox and contact cases.

The zoonotic disease is caused by an orthopoxvirus and can be transmitted from animals to humans as well as human to human. Symptoms can begin with a high fever, headaches, body aches, and weakness. After about two days, blistering rashes and boils on the face, hands, and feet start. Patients are advised to be in isolation throughout the duration of the disease which can last until three to four weeks./aa

Serbia’s president said on Sunday that he had agreed on a new three-year gas supply contract with his Russian counterpart over the phone.

“We will sign a three-year contract, and tomorrow or the day after tomorrow we will discuss gas quantities. Serbia needs larger gas quantities, but if I may say so, we will have a safe winter, and further talks will determine how much gas will cost us,” Aleksandar Vucic told reporters in Belgrad.

The Serbian leader’s remarks came after he held a phone call with Russian President Vladimir Putin.

Serbia is predominantly dependent on Russian gas and oil. Belgrade’s 10-year gas supply contract with Gazprom expires on May 31.

Vucic said Serbia will have a very favorable gas price from Russia, which is expected to be $340 to 350 per 1,000 cubic meters of gas, but not finalized yet as it will depend on the quantity that will be delivered.

Belgrade and Moscow agreed on the supply of 2.2 billion cubic meters of gas per year, he said, adding that Serbia needs another 800 million cubic meters due to the development of the industry.

Meanwhile, a statement from the Kremlin said that Putin and Vucic agreed that Russia will continue to supply natural gas to Serbia without interruption.

“The mutual intention to consistently strengthen the strategic partnership between Russia and Serbia on the basis of traditionally close ties between the peoples of the two countries was confirmed,” read the statement.

Serbia has come under criticism for declaring neutrality in Russia’s war on Ukraine and refusing to impose sanctions on Moscow.

As the Russia-Ukraine war dominates the regional discourse, Vucic reaffirmed that “Serbia is on the European path” and this was the country’s “only policy.”

Facing incessant pressure from the West to impose sanctions on Moscow, the Serbian president urged the international community to recognize Belgrade’s concerns.

Earlier this week, Vucic said Serbia will receive a loan from the US for various energy projects.

He said the “the large loan” will be used “first for solar projects and later hydro projects.”/aa

Turkiye will continue to fight against terrorists in northern Syria until they are eradicated, the nation's president said on Sunday.

"We are fighting against terrorists in northern Syria and we will continue it until they will be rooted out," Recep Tayyip Erdogan said at an event at Ataturk Airport marking the 569th anniversary of the Ottoman conquest of Istanbul.

Turkiye has launched its anti-terrorism operations to protect its borders, Erdogan added.

Turkiye on Sunday marked the 569th anniversary of the Ottoman conquest of Istanbul, hailing it as the momentous start of a new era.

Erdogan emphasized that the conquest of Istanbul was the result of ingenious plans, great effort, skillful preparations, unmatched sacrifices, and firm determination.

During the event, a ceremony was held for the plantation of the first sapling at Ataturk Airport Nation’s Garden. The first sapling was planted with Erdogan's participation.

Since 2016, Turkiye has launched a trio of successful anti-terror operations across its border in northern Syria to prevent the formation of a terror corridor and enable the peaceful settlement of residents: Euphrates Shield (2016), Olive Branch (2018), and Peace Spring (2019).

Turkiye also launched Operation Claw-Lock last month to target PKK hideouts in northern Iraq’s Metina, Zap, and Avasin-Basyan regions. It was preceded by Operations Claw-Tiger and Claw-Eagle, which were launched in 2020 to root out terrorists who hide in northern Iraq and plot cross-border attacks in Turkiye.

In its more than 35-year terror campaign against Turkiye, the PKK – listed as a terrorist organization by Turkiye, the US, and EU – has been responsible for the deaths of over 40,000 people, including women, children, and infants. The YPG is the PKK’s Syrian offshoot./aa

A sit-in protest staged by the families of young people abducted or forcibly recruited by the PKK terror group, and its Syrian offshoot the YPG, entered its 1,000th day on Sunday, with thousands chanting against terrorism to show their support for the protesters.

The protest began on Aug. 22, 2019 when a Kurdish mother, Hacire Akar, started a sit-in in the city of Diyarbakir outside the office of the opposition Peoples' Democratic Party (HDP) – a party accused of links to terrorism – accusing the party of brainwashing her son into joining the terror group.

The tearful mother’s reunion with her son in the subsequent days gave a glimmer of hope to scores of families in the same shoes, and the sit-in launched by three other mothers on Sept. 3 transformed into a massive demonstration over the years, with hundreds of parents and relatives joining the sit-in to bring back their beloved ones.

The site on Sunday was packed with thousands of people, including protesters, officials, locals, and people coming from other Turkish provinces, all shouting slogans slamming PKK/YPG terrorism and the alleged HDP role in the abductions.

Showing his support in a phone call, President Recep Tayyip Erdogan stressed that the strong stance of the protesters gave a clear message of hope for hundreds of others whose children were abducted by the PKK/YPG.

He added that Turkiye would eliminate terror nests abroad in line with its counter-terrorism goals, and make sure that Turkish territories and people would not be struck by terrorist attacks.

“I hope we will soon complete a 30-kilometer (18.6-mile) security corridor we are establishing along our border with Syria to eliminate the structure deceiving our children, taking them to the mountains," Erdogan said.

‘Heart ripped from my chest’

Aysegul Bicer, another mother who reunited with her child during her protest, called on the demonstrators’ PKK-recruited relatives to flee the terror group and surrender to Turkish security forces.

“We are determined to bring back all of our children, we stand firm and will not leave (the protests) until each and every one of them are back,” she said.

“The abduction of my child simply ripped the heart out of my chest, nothing has been the same ever since,” said Ayten Elhaman, another protester. “Even if our sons and daughters cannot return, our protest will at least protect other young boys and girls from the claws of the PKK.”

Speaking at the event, Interior Minister Suleyman Soylu delivered a speech saying the parents’ struggle revealed the true colors of the PKK/YPG, which he accused of threatening them since the start of the protest.

The unity and harmony of the protesters and the NGOs, unions, political figures, and citizens in attendance deals a heavy blow to the PKK/YPG, he said, adding that their fight will help derail the terror group’s recruitment process as more and more people learn about how the group sends their children to perish on foreign land for a murderous cause.

According to the families, the vast majority of the abductees, mostly via brainwashing, were taken to northern Iraq and Syria by terror affiliates to join the ranks of the PKK and YPG, its Syrian branch, and were used to fight against Turkish Armed Forces (TAF).

While some were younger than 10, about 40% were below age 18, according to statistical data provided by police authorities. Additionally, some 30% of them were girls.

In its more than 35-year terror campaign against Turkiye, the PKK – listed as a terrorist organization by Turkiye, the US, and EU – has been responsible for the deaths of over 40,000 people, including women, children, and infants. The YPG is its Syrian offshoot.

State prosecutors have filed a case with Turkiye's top court to close down the HDP due to its reported ties with the terrorist PKK, which many officials say the HDP is only a front group for. The ties between the two groups have been documented in many reports and news stories./aa

At least 10 people were killed and 25 injured when an intercity bus hit a tree in south-central Bangladesh on Sunday, say police.

“Nine passengers were killed on the spot while another died in hospital.,” Ali Arshad, officer in charge at the Wazirpur Police Station in the Barishal district, told Anadolu Agency. “Seventeen passengers were getting treatment at Barishal's Sher-e-Bangla Medical College Hospital and another nearby hospital.”

The bus hit a roadside tree early Sunday after veering out of control at Wazirpur upazila on the Dhaka-Barishal highway, he added.

Details of the deceased were not immediately released, but with three passengers in serious condition, the death toll is feared to rise.

Two fire service units carried out rescue operations along with locals.

Road accidents have become near epidemic in Bangladesh, mainly due to poor traffic management, flouting of traffic rules, and unskilled drivers, according to passengers’ rights groups.

At least 543 people were killed and 612 injured in some 427 road accidents across Bangladesh in April alone, according to the Road Safety Foundation, a Dhaka-based NGO./aa

Pounding rain in northeastern Brazil has left at least 44 people dead and even more unaccounted for, authorities said Sunday, as rescuers took advantage of a lull in showers to look for survivors.

"We registered 44 dead, 56 missing, 25 injured, 3,957 without shelter and 533 displaced," Minister of Regional Development Daniel Ferreira told a press conference in Recife, the capital of hard-hit northeastern Pernambuco state.

The disaster is the latest in a recent series of deadly landslides and floods triggered by extreme weather in Brazil.

The number of dead had mounted from 34 since Saturday, with at least 28 killed in landslides, as heavy rains caused rivers to overflow and torrents of mud swept away everything in their path.

Authorities warned that heavy rain was forecast to continue Sunday, but the storm subsided in the morning.

As the weather broke, some 1,200 personnel resumed search and rescue work, state officials said, but Ferreira urged caution.

"Although it has stopped raining now, we are forecasting heavy rains for the next few days," he said.

"So the first thing is to maintain self-protection measures."

Between Friday night and Saturday morning, rainfall volume reached 70% of what was forecast for all of May in some parts of Recife.

'Tragedy'

Images circulated on local media showed rescue workers and volunteers clearing heaps of debris in Jardim Monteverde, on the border between Recife and the municipality of Jaboatao dos Guararapes, where 19 died Saturday morning in a landslide that ripped through precariously built homes.

Luiz Estevao Aguiar, who lives in a different municipality, lost 11 relatives in the disaster, he told TV Globo.

"My sister, my brother-in-law, 11 people from my family died. It was difficult ... I did not expect this," he said tearfully.

Brazilian President Jair Bolsonaro said Sunday he would travel to Recife on Monday following the "tragedy."

Over the past year, hundreds of Brazilians have died in flooding and landslides brought on by torrential downpours.

In February, more than 230 people were killed in the city of Petropolis, the Brazilian then-empire's 19th-century summer capital, in Rio de Janeiro state.

Early last month 14 more were killed by flooding and landslides in the state.

Experts say Brazil's rainy season downpours are being augmented by La Nina – the cyclical cooling of the Pacific Ocean – and by climate change.

Because a hotter atmosphere holds more water, global warming increases the risk and intensity of flooding from extreme rainfall.

Risks from heavy rains are augmented by topography and poor construction in shantytowns built in steep areas.

According to meteorologist Estael Sias, of the MetSul agency, the heavy rains lashing Pernambuco and, to a lesser extent, four other northeastern states, are the product of a typical seasonal phenomenon called "eastern waves."

He explained that those are areas of "atmospheric disturbance" that move from Africa to Brazil's northeastern coastal region.

"In other areas of the Atlantic this instability forms hurricanes, but in northeastern Brazil it has the potential for a lot of rain and even thunderstorms," he said./AFP
