Confirming reconciliation with Qatar, Saudi Arabia's foreign minister said on Tuesday that the 41st Gulf Cooperation Council summit has opened a new phase of "solidarity" and "stability" between regional states.

Addressing a news conference in al-Ula city, where the summit took place, Faisal bin Farhan said Saudi Arabia, the United Arab Emirates, Bahrain and Egypt have restored full diplomatic ties with Qatar.

"The wisdom of Gulf leaders is capable to overcome all differences," he said after the meeting. "There is political will and good faith to ensure the implementation of the reconciliation."

The summit was attended by Qatar's Emir Sheikh Tamim bin Hamad Al-Thani, marking a breakthrough in a crisis that began in June 2017 when the four countries severed ties with Qatar.

They accused it of supporting terrorism and meddling in their internal affairs, allegations which Doha denied. /aa

A man who filmed scenes of chaos at a hospital treating Covid-19 patients was summoned by Egyptian police for questioning on Monday, local sources told Middle East Eye, following outrage online caused by the footage.

On Sunday, Ahmed Mamdouh's footage began circulating, showing desperate medics attempting to save patients in an intensive care unit (ICU) at the al-Husseiniya hospital in the Sharqia governorate, after oxygen supplies had allegedly run out.

Mamdouh can be heard saying “everyone in the ICU has died… there’s no oxygen”, as medical staff struggled to help distressed patients.

Hunched in a corner, the fear in her eyes visible through a visor and mask, the image of a nurse collapsed on the floor has become a topic of outrage and sympathy in Egypt.

Meanwhile, accusations that the hospital, and others, had been deprived of enough oxygen to treat Covid-19 patients has become a nationwide scandal.

Mamdouh was summoned by the Sharqia security directorate for questioning early on Monday morning, sources said. He is not thought to have been arrested.

Egypt’s Health Minister Hala Zayed said on Sunday that there were “sufficient medical oxygen supplies at all hospitals receiving coronavirus patients”.

The governor of Sharqia, Mamdouh Ghorab, admitted to the deaths of four patients - two women in their 60s and two men aged 76 and 44 - but said that they had passed away “naturally” due to chronic illnesses and not as a result of an oxygen shortage.

Local MP Sayed Rahmo refuted Ghorab’s claims, saying: “The patients died as a result of negligence at the al-Husseiniya hospital and the mismanagement of the oxygen shortage crisis.”

“According to my sources, the intensive care doctor informed the hospital director about the shortage of oxygen supply at least an hour [before the catastrophe],” Rahmo said, claiming the warning was not heeded in time.

The prosecutor’s office in al-Husseiniya confirmed that the director of the hospital was being questioned over the deaths, according to an official who spoke to the Associated Press on condition of anonymity.

'I will expose you everywhere'

The incident at the hospital came hours after a similar incident at the Zefta general hospital in the Gharbiya governorate on Saturday, where grim scenes were recorded by a distressed woman.

In that footage, a woman runs up and down the aisles, filming rooms showing patients struggling on their beds and members of the medical team collapsed on the floor. “I will expose you everywhere … you filthy government!” the woman shouts.

Abdel Nasser Hemida, the health ministry's undersecretary in Gharbiya, also denied there were depleted oxygen supplies.

For many, the image of the nurse at the al-Husseiniya hospital is symbolic of Egypt's failure to contain the coronavirus and support the country's struggling healthcare workers.

"No one should experience that!" one social media user tweeted.

"The situation in Egypt is getting worse. Help us," another said.

Many tweeted support for the nurse, urging her not to give up, while others tweeted their fears for their safety living in Egypt.

The number of infections in Egypt rose dramatically in late 2020, from around 100 new cases confirmed per day in October, to around 1,400 daily cases currently.

Over the last couple of years, the al-Husseiniya hospital has been at the centre of several complaints about negligence and unsanitary conditions.

According to Egypt Watch, an independent advocacy and research platform, issues surrounding oxygen supplies is a common problem in Egypt’s public hospitals, a situation exacerbated by the coronavirus pandemic and the health ministry’s lack of preparedness.

Egypt, the Middle East’s most populous country, with around 100 million inhabitants, has reported over 140,000 cases of the Covid-19 disease, with 7,800 deaths.

However, the true number of cases is believed to be far higher, as only positive tests from health ministry labs have been recorded.

Egypt’s health authority has announced that a Chinese vaccine made by Sinopharm has been approved for emergency use, and inoculations should begin within the next two weeks.

Secretary-General of the Gulf Cooperation Council (GCC) Dr. Nayef Al-Hajraf welcomed the announcement by Kuwait Foreign Minister Sheikh Dr. Ahmad Nasser Al-Mohammad Al-Sabah that Saudi Arabia and Qatar agreed to reopen air traffic, land and sea borders between them as from Monday.

"The announcement followed phone contacts made earlier today by His Highness the Amir of Kuwait Sheikh Nawaf Al-Ahmad Al-Jaber Al-Sabah with Qatari Amir Sheikh Tamim Bin Hamad Al-Thani and Saudi Crown Prince, Deputy Premier and Defense Minister Mohammad Bin Salman Salman," the GCC chief said in a press release.

"The fact that the reopening of the Saudi-Qatari borders on the eve of the 41st GCC Summit in Al-Ula Governorate, Saudi Arabia, sends upbeat message on the sincere efforts to ensure complete success for the summit," Al-Hajraf pointed out.

The summit will take place amid exceptional conditions as the sons of the GCC member countries pin high hopes on the unity and cohesion of the GCC and the wisdom of their leaders to overcome the numerous challenges, he added./ KUNA

SANAA(Reuters) - Paralysed and severely malnourished, seven-year-old Faid Samim lies curled up on a hospital bed in the Yemeni capital Sanaa, having barely survived the journey there.

“He was almost gone when he arrived but thank God we were able to do what was necessary and he started improving. He is suffering from CP (cerebral palsy) and severe malnutrition,” said Rageh Mohammed, the supervising doctor of the Al-Sabeen hospital’s malnutrition ward.

Faid weighs only 7 kg (just over 15 lb) and his tiny, fragile frame takes up barely a quarter of a folded hospital blanket. His family had to travel from Al-Jawf, 170 km (105 miles) north of Sanaa, through checkpoints and damaged roads, to get him there.

Unable to afford Faid’s medication or treatment, the family relies on donations to get him treated. Mohammed says malnutrition cases are on the rise and impoverished parents are forced to rely on the kindness of strangers or international aid to get their children treated.

Famine has never been officially declared in Yemen, where a six-year war has left 80% of the population reliant on aid in what the U.N. says is the world’s largest humanitarian crisis.

U.N. warnings in late 2018 of impending famine prompted an aid ramp-up. But coronavirus restrictions, reduced remittances, locusts, floods and significant underfunding of the 2020 aid response are exacerbating hunger.

The war in Yemen, in which a Saudi-led coalition has been battling the Iranian-aligned Houthi movement since 2015, has killed more than 100,000 people and left the country divided, with the Houthis holding Sanaa and most major urban centres.

British Prime Minister Boris Johnson announced in a live TV address on Monday a new national lockdown in England starting tomorrow until around mid-February to stem the soaring number of COVID-19 cases in the country.

In Johnson’s fourth address to the nation since the pandemic began, he said the new mutant variant of COVID-19 was “frustrating and alarming” as it was between 50% and 70% more transmissible.

Hospitals are under severe strain, he said, with deaths up 20% over the last week.

Johnson then announced a third national lockdown in England, asking people to “stay at home.”

There are limited exceptions: to work if you cannot work from home, shop for food and medicine, exercise, to provide care to a vulnerable person, or to attend medical appointments.

All primary and secondary schools as well as colleges will move to remote learning until the half-term in mid-February. Children of key workers and the vulnerable will still be able to attend.

He said that schools were “not unsafe” and that children were “very unlikely” to become seriously ill from COVID-19, but that nonetheless, schools could “act as vectors of transmission – causing the virus to spread between households.”

Johnson announced that his aim is to move out of lockdown by mid-February. He said by that point, the government will have been able to give the vaccine to the most clinically vulnerable groups in society as well as healthcare workers. This will allow the government to steadily move the country out of lockdown from that point onwards.

He said he knows people have had “more than enough government guidance about beating this virus,” but said, “We must pull together.”

‘End in sight,’ but stay home for now

“Thanks to the miracle of science, not only is the end in sight, but we know exactly how we will get there,” Johnson said. “But for now I'm afraid you must once again stay at home, protect the NHS [National Health Service], and save lives.”

British government data released on Monday showed that there were 58,784 cases recorded across the UK over the past 24 hours, the highest daily total since the pandemic began.

It is the seventh day in a row that cases have surpassed 50,000. The total number of positive cases since the start of the pandemic stands at over 2.71 million.

A further 407 people also died, bringing the total death toll to 75,431.


Highest alert level

Before Johnson’s speech, the UK’s four chief medical officers representing each of the union’s four countries raised the UK coronavirus alert level from 4 to 5, its highest level, for the first time.

According to government information, Level 5 means “there is a material risk of healthcare services being overwhelmed.”

The COVID alert level system is separate from the tier system operating in England.

Scottish First Minister Nicola Sturgeon announced earlier in the day a full national lockdown across all of mainland Scotland and most of its islands until the end of January effective as of midnight tonight.

“It is essential that we further limit interaction between different households to stem the spread and bring the situation back under control, while we vaccinate more people,” Sturgeon said.

“In short, we must return for a period to a situation much closer to the lockdown of last March.”/aa

Qatar’s ruler will attend the 41st Gulf Cooperation Council summit starting in Saudi Arabia on Tuesday, his first appearance at the meeting since 2017. 

Sheikh Tamim bin Hamad al-Thani will lead the country’s delegation at the summit in the Saudi capital Riyadh, Qatar’s Royal Court confirmed late on Monday.

The news came soon after Kuwait’s foreign minister announced that Qatar and Saudi Arabia have agreed to reopen their airspace and borders starting Monday night, signaling the end of a three-year rift.

The last council summit al-Thani attended was hosted by Kuwait on Dec. 5, 2017, as he skipped the 2018 and 2019 summits in Saudi Arabia.

The developments mark a breakthrough in efforts to end a diplomatic crisis that has seen Qatar facing a blockade by Saudi Arabia, the UAE, Bahrain, and Egypt since June 2017.

Turkey on Monday welcomed the end of a nearly three-year feud between Qatar and Saudi Arabia, as the two countries have agreed to reopen their airspace and borders.

“We welcome the agreement made to open land, sea, and air borders between Qatar and Saudi Arabia as of tonight," said a Turkish Foreign Ministry statement.

"This development is an important step towards resolving the conflict in the Gulf region that has been going on since June 2017," the ministry added.

Praising Kuwait's role in the recent agreement, the ministry also hailed "international actors" who helped reach the agreement through their mediation and facilitation efforts.

The ministry also expressed "hope" for a "comprehensive and permanent" resolution of the Gulf rift "on the basis of mutual respect for the sovereignty of the countries and that other sanctions against the people of Qatar will be lifted as soon as possible."

"Our country, which is a strategic partner of the Gulf Cooperation Council and places great importance on the security and stability of the Gulf region, will continue to support all efforts in this direction," added the statement.

The US said Monday it will continue to seek the extradition of WikiLeaks founder Julian Assange after a UK court ruled against Washington's request following a months-long trial.

The Central Criminal Court, otherwise known as the Old Bailey, ruled that Assange cannot be extradited due to concerns over his mental health. The State Department said it would promptly appeal the ruling before London's High Court of Justice.

"While we are extremely disappointed in the court’s ultimate decision, we are gratified that the United States prevailed on every point of law raised," spokesman Marc Raimondi said in a statement.

"In particular, the court rejected all of Mr. Assange's arguments regarding political motivation, political offense, fair trial, and freedom of speech. We will continue to seek Mr. Assange's extradition to the United States," he added.

Should he be extradited to face charges in the US, Assange would face one count of hacking US government computers and 17 other counts of violating the Espionage Act. The charges come with a potential prison sentence of 175 years.

The US accuses Assange of espionage after WikiLeaks published hundreds of thousands of pages of secret government documents, including diplomatic cables and military records. Most notably, Wikileaks released classified video recordings of a 2007 US helicopter attack in Iraq that killed a dozen civilians, including two Reuters staffers.

Assange was dragged out of Ecuador’s Embassy in London, where he took refuge for more than seven years, in 2019. British police said he was arrested for skipping bail in 2012.

He was found guilty of breaking the terms of his bail in 2012 after failing to surrender to security services by the Westminster Magistrates’ Court and given a 50-week prison term, which he dodged by fleeing to Ecuador's diplomatic building./aa

The terror group PKK claimed responsibility for 1,262 acts – including arson and armed attacks – in 2020, but over 800 of these never actually happened, Turkey's Interior Ministry said Monday.

The ministry said in a written statement that using its supporting groups, the PKK claimed responsibility for activities that did not take place as the group has suffered from Turkey's anti-terror operations and declining recruitment.

In a bid to survive, the separatist terror group claimed to have set 632 buildings and forests on fire, including houses, factories, shops, warehouses, and malls.

It also claimed responsibility for 487 acts of terror, including the burning of transportation and construction vehicles and the hanging of illegal banners and slogans, the ministry said. The terror group also falsely claimed that it carried out 143 attacks on security forces over the year.

A check of the data by Turkish security forces found that 829 of these acts claimed by the PKK had not actually occurred and that the group had no relation with 403 others.

The terror group and its supporters were responsible for only 25 of them while being linked to five others.

Some 17 suspected PKK terrorists thought to be involved in attacks were remanded in custody after 47 suspects were arrested, added the ministry.

In its more than 30-year terror campaign against Turkey, the PKK – listed as a terrorist organization by Turkey, the US, and the EU – has been responsible for the deaths of nearly 40,000 people, including women, children, and infants./aa

Germany's Turkish-Muslim community is alarmed by the increase in Islamophobic hate crimes, senior figures told Anadolu Agency Monday.

Kemal Ergun, president of the Turkish-Muslim association IGMG, said more and more mosques have become the targets of threats, vandalism or arson in recent months.

"At least 122 mosques were targeted in such attacks last year," he said, adding that dozens of mosques received multiple bomb threats by neo-Nazis or other extremist groups, sparking worry among the members of the community.

"We call on the police authorities to conduct more effective investigations and arrest the perpetrators of these attacks," he said.

Ergun, who leads one of the largest Turkish-Muslim organizations in the country, said Muslims were experiencing more hostility and discrimination in their daily lives due to the rise of anti-Muslim prejudice.

He said Muslim women in particular who wear headscarves have frequently been verbally harassed on the streets, and that incidents of physical assault have reportedly also been on the rise.

According to official figures, police recorded 632 Islamophobic crimes in Germany from January to November 2020.

These included insults, threatening letters, disruption of religious practice, physical assaults and damage to property.

The real figures are believed to be higher, as many victims do not file criminal complaints with the police, largely due to their distrust of law enforcement.

Durmus Yildirim, chairman of ATIB, one of the largest Turkish-Muslim cultural organizations in Germany, criticized right-wing populist politicians for inciting hatred and discrimination against immigrants and Muslims.

"We want an end to this racist and populist rhetoric, efforts should be made for peaceful coexistence," he told Anadolu Agency, calling for a stronger stance against anti-Muslim and anti-Turkish hatred.

Yildirim said the country's 3-million-strong Turkish community would not give in to threats by far-right groups and parties.

"We are part of Europe, we're living together here. Our third, fourth generations were born and raised in Germany, it has also become our homeland," he said.

A country of over 80 million people, Germany has the second-largest Muslim population in Western Europe after France. Among the country's nearly 4.7 million Muslims, 3 million are of Turkish origin.

The country has witnessed growing racism and Islamophobia in recent years, fueled by the propaganda of neo-Nazi groups and the far-right opposition AfD party, which has attempted to stoke fear of Muslims and immigrants to win more votes./aa
