A magnitude 5.5 earthquake rocked Peru's Marcona District in Nazca province Wednesday, according to the Geophysical Institute of Peru. 

The institute said the quake struck 62 kilometers (38.5 miles) northwest of Marcona at a depth of 42 kilometers (around 26 miles).

No casualties or damage has been reported so far.

With an air of renewed optimism, Bangladesh side has widely reported on the Beijing-brokered meeting yesterday to resuscitate the repatriation process of 1 million Rohingya.

In sharp contrast, today's [Wednesday's] Global New Light of Myanmar, Naypyidaw's official mouthpiece, completely downplayed the significance of this resumed virtual meeting by sticking the news of the "Tripartite Informal Vice Ministerial Meeting" on page 6, under "National" news and allocating less a quarter of a page, at the bottom.

Yesterday there was a total silence on news reportage from Myanmar about Tuesday's China-brokered tripartite virtual meeting supposedly to speed up repatriation of the “displaced people” from Rakhine State.

This total silence of media speaks volumes about how little pressure -- economic, diplomatic, political or military -- the Burmese civilian and military leadership feels.

The painful truth is it is not only the Rohingya survivors in Bangladesh who now make up the world’s largest pocket of Rohingya, within and without Myanmar, who find themselves in between a rock and a hard place, but Bangladeshi leadership too is in an unenviable situation.

A country with a population of 160 million, scattered across densely populated regions with much smaller inhabitable land areas, Bangladesh has been significantly burdened by the presence of and the need to feed, and keep law and order among, a total of 1 million Rohingya whose literal survival depends on humanitarian hand-outs from rich western nations -- “donors” -- such as the US, Canada, the UK, and EU countries.

Dhaka also has to contend with drug and human trafficking crime networks that prey on desperate and destitute Rohingya in the vast complex of refugee camps in Cox’s Bazaar and Tek Naf provinces.

Rahman Nasir Uddin, anthropologist and author of The Rohingya: An Ethnography of Subhuman Life, summed up the situation for the Rohingya in his interview in Bangladesh’s leading bilingual paper Prothom Alo (dated 17 January) thus: 'No clear future for the Rohingyas in sight'.

As early as July 1978, this scenario of Rohingya becoming the Palestinians of Asia -- without the determined resistance or the UN’s political recognition -- had been speculated by journalists and scholars alike. Successive large scale waves of Myanmar’s violent genocidal purges since -- 1992, 2016 and 2017 -- have proven the worst case scenarios for Rohingya are not without merits. One million Rohingya today -- with 60,000 new births in Bangladesh camps -- are not welcome in either their country of immediate refuge, namely Bangladesh, or at their ancestral home of Western Myanmar state of Rakhine.

Myanmar, particularly the military leaders with their signature Islamophobic paranoia, has long institutionalized the policies of genocidal persecution of the predominantly Muslim Rohingya -- framed falsely as “illegal British colonial era migrant workers” who did not go home after the British rule ended in January 1948.

These anti-Rohingya state policies from the late 1970s have been popularized by the military-controlled government of former President Thein Sein 10 years ago, using Buddhist monks, monks associations, other civil society organizations and local Buddhist Rakhine communities who share the state’s fear and loathing of Muslims -- as a threat to Buddhist way of life and the “racial purity” of Myanmar people.

By their nature, the crime of genocide is an international state crime prohibited under the UN Convention on the Prevention and Punishment of the Crime of Genocide (or the Genocide Convention), the first ever inter-state human rights treaty adopted by the United Nations on 9 December 1948, one day older than the Universal Declaration of Human Rights (adopted on 10 December 1949). Out of 194 UN member states, a total of 152 UN member states that have ratified and/or ascended the Genocide Convention as of July 2019. Irrespective of their consent to or acceptance of this crucial international human rights law, all states are obligated to, and expected, not to commit this mother of all crime -- the crime to exterminate the entire ethnic, rational, religious or national group, either in whole or in part, and to prevent other states from committing genocide.

While all member states have by and large failed to end genocides that have since the closure of Auschwitz in 1945 taken place in Asia, Africa, Europe and Latin America the powerful states, particularly those who wield veto-power in the Security Council, the most powerful body principally tasked by the UN Charter to maintain peace and stability in the world, that is, peace as lived by the people, not just peace among states.

As in the previous cases of atrocity crimes, particularly genocide, for instance, Indonesia (1965), Bangladesh (1971), Cambodia (1975-79), Rwanda (1994), Bosnia (1994), South Sudan (2003), as well as Latin American atrocities that are as yet to be recognized as genocides, Myanmar genocide of Rohingya has not been resolved.

As many observers have pointed out all member states, including Bangladesh, have continued with its business-as-usual approach with Myanmar, however disturbed they may be about Myanmar’s state crimes against Rohingya (or other national minorities such as Karens, Kachin, Shan, Rakhine, etc). Typically, media, human rights organizations and liberal governments have called out the two neo-totalitarian states of Russia and China on the latter’s (Russian and Chinese) opposition against any firm measures aimed at ending the ongoing genocide of Rohingya in Myanmar. These two veto-wielders do not even bother to pay human rights a lip service. They have established a record of protection of Myanmar with their double-vetos at the Security Council in previous human rights resolutions against Myanmar.

Other veto-wielders such as the US, France and the UK have, on their parts, used the certainty of the two vetoes as an excuse for their inactions at the Security Council while failing to formulate any policy alternative beyond throwing humanitarian dollars at the 1-million Rohingya in refugee camps in Bangladesh and a sprinkle of aid to facilitate ineffectual dialogue among the two Rakhine and Rohingya communities, traditionally pitted against each other by the Burmese military.

All the while, other regional powers and global economic powerhouses such as India, Japan and the Republic of Korea (South Korea) pursue relentlessly their own strategic and commercial ends in Myanmar by fully cooperating with the genocidal civilian and military leaderships. For Myanmar, an export consumer market of 50+ million peoples, is rich in natural sources such as gas and oil, jade and rubies, forest and agricultural products and is geo-strategically important as the land-bridge between South Asia and Southeast Asia.

European Union countries both as a bloc and individually, as well as the non-EU Switzerland and Norway, pursue lucrative commercial deals. Effectively no-ASEAN member state, not even Malaysia with its most vocal opposition to Rohingya genocide is prepared to forgo their national economic interests in the forms of natural gas joint ventures and the import of hundreds of thousands of Myanmar migrant workers many of whom are known to cheer on Myanmar genocide of Rohingya.

Finally, beyond its preamble of its founding Charter, the United Nations is a system of nation-states, not of people. As such, the United Nations itself stands in the way of genocide prevention and punishment of the genocidaires, states and persons. For it is the organization founded, in effect, on the 370 years-old, read obsolete, backward and anachronistic, principle of inter-state relations called Westphalian Principle. Absolutist state sovereignty undergirds the post-WWII and post-Holocaust inter-state organization of the UN.

According to this principle, states have more or less exclusive sovereignty over its territory -- and the populations under the states’ typically militarized administrative and political control. This obsolete principle is enshrined in the United Nations Charter, which states that, “nothing [...] shall authorize the United Nations to intervene in matters which are essentially within the domestic jurisdiction of any state.” That is, no sovereign states will intervene in affairs of other sovereign states as long as international trade, flow of goods and services, and boundary arrangements remain un-interrupted.

There is then little wonder that Rohingya have been subjected to the slow genocide by Myanmar over the last 40 years, and no state, near or afar, has really acted to effectively end their genocide. The virtual tripartite meeting is not about to make any difference. Myanmar has not even bothered to report on its participation in the meeting.

More than ever both stakeholders -- Dhaka and Rohingya -- need to develop mutually helpful strategic cooperation as the world isn't showing signs of resolve to put an end to Myanmar's institutionalized persecution of Rohingya.

SHANGHAI (Reuters) - Alibaba Group founder Jack Ma met with 100 rural teachers in China via a video meeting on Wednesday, local government media reported, making the businessman’s first appearance in public since October.

Tianmu News, a news portal under Zhejiang Online, a government-backed news website, reported the meeting on Wednesday.

JOHANNESBURG (Reuters) - South African scientists have discovered chemical compounds that could potentially be used for a new line of drugs to treat malaria and even kill the parasite in its infectious stage, which most available drugs do not.

The research led by the University of Pretoria, published in the Nature Communications journal this week, found that chemical compounds undergoing trials for the treatment of tuberculosis and cancer -- the JmjC inhibitor ML324 and the antitubercular clinical candidate SQ109 -- can kill the disease-causing parasite at a stage when it normally infects others.

The World Health Organisation said in November that deaths from malaria due to disruption during the coronavirus pandemic to services designed to tackle the mosquito-borne disease will far exceed those killed by COVID-19 in sub-Saharan Africa.

Malaria killed more than 400,000 people across the world in 2019, according to the latest WHO figures, all but a few thousand of them in Africa. There were 229 million cases across the world, 215 million of them on the continent.

“Our innovation was around finding compounds that are able to block the transmissible stages and we if we are able to do so then we stop the spread of malaria,” Research Chair in Sustainable Malaria Control and biochemistry professor Lyn-Marie Birkholtz, who was part of the team, told Reuters on Friday.

Most drugs kill malaria as it gets established in the liver or after it has infected red blood cells, but cannot tackle it once the parasite is released from the cells, which is when it is transmissible to other people via mosquito bites, she said.

The one drug that can have an effect during the transmissible phase, primaquine, is not widely used, owing to concerns about side effects.

“If we can develop these compounds ... then we have an additional new tool that we can use to eliminate malaria,” said Birkholtz.

More tests would still need to be carried out before the compounds could be approved as a treatment for malaria but the breakthrough would also address concerns over drug resistance, she said.

BEIJING (Reuters) - Scientists in Beijing have developed a new gene therapy which can reverse some of the effects of ageing in mice and extend their lifespans, findings which may one day contribute to similar treatment for humans.

The method, detailed in a paper in the Science Translational Medicine journal earlier this month, involves inactivating a gene called kat7 which the scientists found to be a key contributor to cellular ageing.

The specific therapy they used and the results were a world first, said co-supervisor of the project Professor Qu Jing, 40, a specialist in ageing and regenerative medicine from the Institute of Zoology at the Chinese Academy of Sciences (CAS).

“These mice show after 6-8 months overall improved appearance and grip strength and most importantly they have extended lifespan for about 25%,” Qu said.

The team of biologists from different CAS departments used the CRISPR/Cas9 method to screen thousands of genes for those which were particularly strong drivers of cellular senescence, the term used to describe cellular ageing.

They identified 100 genes out of around 10,000, and kat7 was the most efficient at contributing to senescence in cells, Qu said.

Kat7 is one of tens of thousands of genes found in the cells of mammals. The researchers inactivated it in the livers of the mice using a method called a lentiviral vector.

“We just tested the function of the gene in different kinds of cell types, in the human stem cell, the mesenchymal progenitor cells, in the human liver cell and the mouse liver cell and for all of these cells we didn’t see any detectable cellular toxicity. And for the mice, we also didn’t see any side effect yet.”

Despite this, the method is a long way from being ready for human trials, Qu said.

“It’s still definitely necessary to test the function of kat7 in other cell types of humans and other organs of mice and in the other pre-clinical animals before we use the strategy for human ageing or other health conditions,” she said.

Qu said she hopes to be able to test the method on primates next, but it would require a lot of funding and much more research first.

“In the end, we hope that we can find a way to delay ageing even by a very minor percentage...in the future.”

NEW YORK (Reuters) - The U.S. Environmental Protection Agency (EPA) on Tuesday granted three waivers to oil refiners that exempt them from U.S. biofuel blending obligations, a last-minute move before President Donald Trump leaves office on Wednesday.

The agency granted two waivers for the 2019 compliance year and one waiver for the 2018 compliance year. The announcement followed four years of controversy around the waiver program under the Trump administration, but left many questions unresolved. Some 30 waiver requests remain outstanding for 2019 and 15 for 2020, which the incoming administration of Joe Biden will need to deal with.

The three waivers were granted to oil refiners, but it was not clear which refiners received the exemptions.

During his term Trump attempted to find a compromise between two major constituencies, farmers and oil refiners, that disagreed about national requirements to blend biofuels into the fuel mix.

Under the U.S. Renewable Fuel Standard, refiners are required to blend billions of gallons of biofuels into their fuel mix, or buy credits from those that do. Refiners can apply for an exemption if they can prove the requirements would do them financial harm.

Biofuel producers and farmers say the waivers hurt demand for their products, while oil refiners reject that claim and say they are necessary to keep small refiners afloat. The Trump administration has greatly increased the number of waivers it grants to refiners.

The administration recently announced a series of moves regarding U.S. biofuel blending laws. The agency this month said it was requesting comment on a potential general waiver for refiners for the 2019 and 2020 compliance years and also was proposing a new rule that would remove or alter the labeling for retail gasoline that contains higher ethanol blends.

The agency also said it was proposing to further extend the deadlines for oil refiners to prove compliance with blending requirements for both the 2019 and 2020 years.

Biofuel groups criticized Tuesday’s announcement.

“It flouts both the statute and recent court decisions that clearly limit EPA’s authority and ability to grant these exemptions,” said Renewable Fuels Association President Geoff Cooper.

A lower court ruling that severely limited the government’s powers to grant exemptions is due to be considered by the U.S. Supreme Court later this year.

JAKARTA (Reuters) - Indonesia will rebuild homes and buildings ravaged by a powerful earthquake that struck Sulawesi island last week, President Joko Widodo said on Tuesday, as the death toll reached 90 and thousands more people were displaced.

The 6.2-magnitude earthquake caused significant damage to hundreds of homes, a mall, hospital, hotels and government buildings early on Friday and has been followed by more than 39 aftershocks since.

“Soon the central government will rebuild, then for collapsed houses, the government will help for those that were heavily damaged,” Widodo said as he visited the city of Mamuju earlier on Tuesday.

The Indonesian government will give as much as 50 million rupiah ($3,558.72) for the rebuilding of “heavily damaged” houses, while houses with “medium” and “minor” damages will given up to 25 million rupiah and 10 million rupiah respectively.

“We hope that with the help of the central government, the recovery of collapsed houses, economic recovery, recovery of service processes in government and the bureaucracy will also return to normal,” he said.

Earlier on Tuesday, a military official who is part of the country’s official search and rescue joint forces, said that nearly 10,000 people have been evacuated from Mamuju and the nearby city, Majene.

Many of them have fled to Parepare, a neighbouring city more than 250km south of Mamuju and nearly 150km from Majene, the official said.

Straddling the Pacific “Ring of Fire,” Indonesia is regularly hit by earthquakes. In 2018, a 7.5-magnitude quake and subsequent tsunami struck Palu, in Sulawesi, killing thousands.

The country’s meteorology agency has warned of continued aftershocks, and the risk of extreme weather in coming weeks.

Indonesia has faced a string of disasters this month, including a plane crash on Jan. 9 that killed all 62 on board, a flash flood in South Kalimantan on Borneo island that killed at least 15, volcanic eruptions and a deadly landslide that killed 40 in Java.

SHANGHAI (Reuters) - Tsinghua Unigroup, a Chinese conglomerate that has long sought to become a semiconductor powerhouse, is now caught between a rock and a hard place as debt woes mount while key chip units are failing to thrive, sources with knowledge of the matter said.

Best known for an unsuccessful $23 billion bid for U.S. chipmaker Micron Technology Inc in 2015, Unigroup in November shocked investors with a default on a 1.3 billion yuan ($200 million) bond. Including that bond, Unigroup has now either defaulted or had cross-defaults triggered on seven onshore and offshore bonds worth about $3.6 billion, according to Refinitiv data.

The state-backed conglomerate, which has warned it may not be able to make upcoming bond payments, had some $31 billion in debt as of late June, more than half of which was due to mature in a year’s time, filings show. In contrast, it had roughly $8 billion in cash and cash equivalents.

The crisis has raised questions about Unigroup’s long-term stability and how much backing the conglomerate, which is 51% owned by Tsinghua University, will continue to be given by Beijing. The central government, keen to develop a weak domestic chip industry, has invested billions of dollars in Unigroup projects as well as in other chipmakers such as SMIC.

Unigroup’s efforts to raise more capital have, however, been stymied by the university’s attempts to offload its stake, in line with a change in government policy in 2018 which called for higher education institutes to divest their business holdings.

Many banks have been reluctant to lend money because Unigroup may soon be without its parent company but at the same time, it can’t easily find a new strategic investor due to its heavy debt load, said a source with knowledge of the matter.

“And lots of the company’s subsidiaries are still not mature enough to go to capital markets, and not mature enough to generate positive cash flow,” the source said.

Some attempts to sell the university’s stake to local authorities, such as the Shenzhen government, have fallen through, according to public filings. Sources familiar with the matter said Unigroup is continuing talks with other local governments about potential investment.

Sources were not authorised to speak to media and declined to be identified. Unigroup did not respond to Reuters requests for comment.

In 2015, Unigroup Chairman Zhao Weiguo declared he would spend $47 billion in five years to turn the company, then a little-known maker of chemicals and scanners, into China’s next chip giant, primarily through acquisitions.

But three sources - all current or former senior officials within Unigroup - told Reuters its chip units have not generated hoped-for revenue and its investment strategy was haphazard, with too much money going into unrelated, often unprofitable businesses ranging from real estate to online gambling and an Indian phone maker.

“A majority of the company’s investments are pretty poor, and that’s how they got themselves into this kind of trouble,” said a former Unigroup executive involved in investment.

Unlisted Unigroup does not break down its revenue and profit figures in detail. According to bond analysis firm YY Ratings, chips accounted for at most 20% of Unigroup’s 332 billion yuan in revenue for the first half of 2019, with 69% coming from servers and IT equipment.

CHIP STRUGGLES

Its unit Unisoc, a maker of logic chips for mobile phones, is emblematic of the company’s problems. Formerly called Spreadtrum, it was acquired for $1.8 billion in 2013 and its promise then was such that it attracted a $1.5 billion investment from Intel Corp a year later.

But Unisoc struggled after losing Samsung Electronics Ltd as a client when the Korean giant reorganised its parts procurement, according to a former Unisoc executive.

As the high-end smartphone sector consolidated, Unisoc was left with mostly inexpensive, third-tier brands as customers.

“If you don’t have a top tier customer like Apple, Samsung or Xiaomi, it puts a lot of pressure on the financial side,” said the former executive.

Unisoc then scrambled to diversify into the Internet of Things, automotive chips and even bitcoin mining.

Another major investment that has yet to prosper is YMTC, which Unigroup founded in 2016 with state-backed funding, marking China’s entry into the cut-throat market for NAND chips.

YMTC has since begun mass production of 64-layer NAND flash chips and recently announced it has developed 128-layer NAND flash, which technologically would bring it close to Samsung and SK Hynix.

But in an industry dominated by rivals with decades-long relationships with customers, its market share remains tiny, one of the sources said.

Gu Wenjun, an analyst at research firm ICWise, says that despite its technological strides, YMTC is not competitive due to weak economies of scale and must improve its yields. He estimates that getting to a 20% market share would require an additional $100 billion in investment.

WASHINGTON (Reuters) - The Trump administration has determined that China has committed “genocide and crimes against humanity” by repressing Uighur Muslims in its Xinjiang region, U.S. Secretary of State Mike Pompeo said on Tuesday, in an embarrassing blow to Beijing a day before President-elect Joe Biden is set to take office.

Pompeo said he made the move - which is certain to further strain already frayed ties between the world’s top economies - “after careful examination of the available facts,” accusing the Chinese Communist Party of crimes against humanity targeting the Uighurs and other Muslim minorities since at least March 2017.

“I believe this genocide is ongoing, and that we are witnessing the systematic attempt to destroy Uighurs by the Chinese party-state,” Pompeo said in a statement.

China has been widely condemned for its complexes in Xinjiang, which it describes as “vocational training centers” to stamp out extremism. It denies accusations of abuse.

The rare American determination follows intensive internal debate after Congress passed legislation on Dec. 27 requiring the U.S. administration to determine within 90 days whether China had committed crimes against humanity or a genocide.

Biden’s nominee for secretary of state, Antony Blinken, told the Senate Foreign Relations Committee during a confirmation hearing on Tuesday he agreed with the genocide declaration.

He said the United States should not be importing any products made with forced labor from Xinjiang, adding: “We need to make sure that we’re also not exporting technologies and tools that could be used to further their repression.”

China’s embassy in Washington said in a statement: “The so-called ‘genocide’ in Xinjiang is simply a lie. It is a farce used to discredit China.” It rejected the U.S. declaration as a “gross interference in China’s internal affairs.”

U.S.-China ties plummeted to their lowest level in decades during Republican President Donald Trump’s administration, and the genocide declaration will ensure an especially difficult start to the Biden administration’s relationship with Beijing.

ACCOUNTABILITY

The U.S. decision does not automatically trigger any penalties, but means countries will have to think hard about allowing companies to do business with Xinjiang, a leading global supplier of cotton. Last week, Washington imposed a ban on all cotton and tomato products from Xinjiang.

In his statement, Pompeo called “on all appropriate multilateral and relevant juridical bodies, to join the United States in our effort to promote accountability for those responsible for these atrocities.”

The International Criminal Court can investigate crimes of genocide, war crimes and crimes against humanity, but China - like the United States - is not a court member, so the situation in Xinjiang would have to be referred by the U.N. Security Council, where China could veto such a move.

An independent U.N. human rights panel said in 2018 that it had received credible reports that at least 1 million Uighurs and other Muslims had been detained in Xinjiang. Faith leaders and activists have said crimes against humanity, including genocide, are taking place.

The State Department has declared genocide occurred in at least five situations since the end of the Cold War - Bosnia in 1993, Rwanda in 1994, Iraq in 1995, Darfur, Sudan in 2004, and in areas under Islamic State control in Iraq in 2016 and 2017.

U.S. officials said Pompeo viewed a lot of open-source reporting and evidence before making the declaration, but did not provide examples. Pompeo last year referred to a report by German researcher Adrian Zenz that China was using forced sterilization, forced abortion and coercive family planning.

Pompeo’s decision prompted criticism from opponents who described it as a purely political move, citing the Trump administration’s reluctance to make the same determination for atrocities committed against Rohingya Muslims in Myanmar.

Blinken on Tuesday committed to determine whether a genocide had occurred in Myanmar.

Under international law, crimes against humanity are defined as widespread and systematic, whereas the burden of proof for genocide - the intent to destroy part of a population - can be more difficult to prove.
