There is an “emerging crisis” over the award of qualifications to Scottish teenagers this year, a leading education expert has warned.

Professor Lindsay Paterson, professor of education policy at the University of Edinburgh, said that teachers had been left in the dark about how to grade pupils, with schools closed since the Christmas holidays and no guarantees over then they will return.

Traditional exams have been scrapped this year, with teachers instead told that pupils would be graded based on coursework and their own judgement.

However, Prof Paterson said the Scottish Qualifications Authority had offered “no serious advice to teachers” about how this could be achieved with schools shut.

“There is a real emerging crisis here,” he said. “Teachers are in the dark about what criteria to use and what kinds of assessments to use, to form the basis of their predictions of students' results.

“You can't get people at home to do assessment under the same conditions that would normally apply to an exam and that is why the SQA has to be giving practical, useful advice.”

He said teachers would be able to make an “informed estimate” about pupil grades, but that the “key problem” would be ensuring consistency across the country.

Nicola Sturgeon has said there are no plans to require older pupils to resit a year, although the Scottish Government has not denied that the option had been discussed as a last resort, due to the problems around flagship National 5 and Higher awards.

However, Prof Paterson said such a solution would cause major practical problems, as well as being likely to provoke deep resentment among pupils.

He also said he believed half of school pupils are being failed by online teaching arrangements.

The claim was based on a Sutton Trust report, which included a survey from parents across the UK.

It was found that fewer than one in five primary pupils, and 47 per cent of secondary age children, were being provided with at least three hours of live or recorded lessons each day.

Schools in Scotland will remain closed until at least mid-February, although they are unlikely to reopen in full next month.

The youngest primary pupils and oldest secondary pupils are likely to be able to return first, under plans to reopen schools on a “phased” basis.

John Swinney, the education secretary, said he was “encouraged” to hear Mr Paterson’s view that the delivery of remote learning had improved compared to last year’s lockdown, when schools were shut between March and August.

“I think it’s a fair reflection of the superb efforts being made by our teaching profession,” he said. “Our educators are doing everything they possibly can do to make sure the needs of children are being adequately met.”

A 19-year-old Tibetan monk has reportedly died after battling two months of alleged mistreatment under Chinese authorities. Tenzin Nyima, also known as Tamay, served at Dza Wonpo monastery in Wonpo township, Kandze prefecture, a Tibetan area in the Sichuan province of China.

Nyima was first arrested in November 2019 after distributing leaflets with three other monks according to Human Rights Watch (HRW). They protested for Tibetan independence outside a local government office because local officials allegedly pressured forcibly resettled nomads and rural dwellers to praise China’s “Poverty Alleviation” program.

“Poor families are made to borrow other peoples’ cattle and furniture and so on in order to put on a show of having been made richer,” a source told HRW. Anyone who failed to do so “would be detained or punished.” Nyima was released in May 2020. However, authorities arrested him again on Aug. 11 for allegedly sharing news of his detainment online. Less than two months later, officials asked Nyima's family to collect him due to his medical state. By Oct. 9, he had lost consciousness and was admitted to a hospital in Chengdu, Sichuan’s capital. Tibetans familiar with Tamay’s case reportedly claimed that he was unable to speak and move. He also had serious injuries and an acute respiratory infection.

These informants believe Tamay suffered from beatings, malnourishment and mistreatment while in custody, according to HRW. He died this month after spending weeks fighting for his life. “Chinese authorities have once again turned arbitrary detention into a death sentence,” said Sophie Richardson, China director at Human Rights Watch. “They should hold to account all those responsible for the brutal killing of the Tibetan monk Tenzin Nyima.” Six other Tibetans remain under government custody, HRW noted. Four of them are also monks from Wonpo, while two are local youths -- one of whom is aged 16. Nyimay, a 22-year-old monk, was given the longest sentence.

While he did not participate in the street protests, he allegedly posted about the other monks, including Nyima, on social media. His sentence will be five years long. Earlier this month, news of a Tibetan self-immolation protest surfaced after going unreported for five years. The victim of the protest, identified as Shurmo, 26, set himself ablaze at around 1 p.m. on Sept. 17, 2015. This incident brings the number of Tibetan protestors who have set themselves on fire to 157. They all fought against Chinese rule in Tibetan areas, according to Radio Free Asia. At least 870 million people facing hunger could be fed with one-fourth of the food wasted across the world, a Turkish nutritionist said Tuesday.  

Noting how the world population is expected to rise to 9.8 billion by 2050 and consequently food needs are expected to increase by 60%, Dr. Nihal Buyukuslu told Anadolu Agency that approximately half of all fruits and vegetables produced globally are wasted each year according to the UN.

Buyukuslu, an assistant professor at Istanbul Medipol University, said food waste should be handled in two ways.

"The portion of food lost from harvest to retail level is expressed as food loss, and the portion wasted at the consumer or retail level is food waste," Buyukuslu said.

Despite the distribution of food in industrialized and developing countries being roughly at the same portion, she said food loss and waste in industrialized countries is at $680 billion and at $310 billon for developing countries.

"Fruits and vegetables, roots and tubers have higher potential to be wasted compared to other foods," she said.

Buyukuslu noted that total per capita food production for human consumption is about 900 kilograms per year in rich countries, which is almost twice the 460 kg produced in poor regions.

"If only a quarter of the food currently lost or wasted globally could be saved, it would be possible to feed 870 million hungry people around the world.”

She also said that food loss and waste has significantly negative effects on the economy and environment.

Buyukuslu emphasized that local and international joint planning and actions should be initiated to prevent food waste.

"For this, first of all, the stages of food waste from production to the consumer should be determined and strategies to prevent waste should be developed."

She noted that food waste is a matter that could be managed and prevented.

"The world will experience the consequences of food injustice as mass migrations, chaos, turmoil, conflicts, or even war. Economy-oriented food access is not acceptable for humanity. It is a shame of humanity that those with better economic conditions can be fed healthy and adequately while others are left to hunger and unhealthy conditions."

In Turkey, at least 13.8% of the food produced in 2016 was lost at the level of agricultural processing, according to the Food Loss Index of UN Food and Agriculture Organization (FAO), Buyukuslu said.

"In our country, at least 5.4% of the leftover food is trashed while 23% of the purchased food is trashed without even consuming it, according to the 2018 Turkey Waste Report prepared by the Trade Ministry. According to the same study, the rate of those who go shopping with a grocery list is at 31%. In other words, a significant amount of consumers are shopping unplanned," she said.

Describing ways to overcome food waste, Buyukuslu said: "The success of the national strategy depends on the cooperation of the public sector, industry, consumers, academia and non-governmental organizations."

"Global and local action is required to maximize the use of the food we produce. Responsible consumer awareness should be created with the thought that all resources used to produce food – including water, land, energy, labor and funds – would be wasted with wasting food," she added.

Additionally, smart food production technologies and producer awareness must be created while food losses and wastes in landfills that contribute to climate change by causing greenhouse gas emissions should be eliminated, Buyukuslu said.

She also urged people to plan a healthier and more sustainable diet and to determine which foods a person experiences the most food loss and waste in household consumption.

"Plan what you can do to reduce and prevent this. Buy food and drinks only as much as you need," she added./aa

At the current pace of global warming, global temperatures could rise substantially by the end of the century, a Turkish scientist said Tuesday. 

In a speech organized by the Clean Energy Foundation (TEMEV), Doganay Tolunay, a forest engineer at Istanbul University, warned that temperatures could climb by up to 6C (10.8F) by 2100 owing to global warming.

Noting that the world has gradually been getting warmer since 1850, Tolunay underlined that the increase in average temperatures gained momentum from the 1980s onwards and led to extreme temperatures in 2016, 2019 and 2020.

"In the past, the increase in average temperatures occurred quite slowly. One degree Celsius of temperature change took hundreds of years. However, such increases started to occur in a much shorter period.

"As such, the world will likely be up to 2C warmer by 2050 and 6C warmer by the end of the century," he explained.

He emphasized that shrinking agricultural and forest areas due to swift urbanization and ever-increasing consumption of fossil fuels following the Industrial Revolution are the main factors behind global warming./aa

The foreign ministers of the G7 bloc condemned on Tuesday the arrest and detention of opposition politician Alexey Navalny after his return to Russia.

“We, the G7 Foreign Ministers of Canada, France, Germany, Italy, Japan, the United Kingdom and the United States of America and the High Representative of the European Union are united in condemning the politically motivated arrest and detention of Alexey Navalny,” said a statement.

“We the G7 Foreign Ministers call upon the Russian authorities for Mr. Navalny’s immediate and unconditional release.”

The group also condemned the detention of protestors and journalists on Saturday in nationwide protests in Russia, urging for the release of those detained.

After receiving treatment in Germany for poisoning, Navalny, 44, was arrested in Moscow upon his return on Jan. 17. Russian authorities said he had violated probation from a suspended sentence on a 2014 money laundering offense, a case Navalny says is “politically motivated.”

Less than 25 hours after his return, Moscow’s Khimki Court ruled that he would remain in custody on 30-day pre-trial detention.

American billionaires saw their wealth increase by $1.1 trillion, or almost 40%, during the first 10 months of the coronavirus pandemic, according to a report Tuesday. 

The total fortune of the US' top 660 billionaires was $4.1 trillion as of Jan. 18, according to Americans for Tax Fairness (ATF) and the Institute for Policy Studies (IPS).

This level was up 38.6% from their collective net worth of just under $3 trillion March 18, the report said.

There have been 46 new billionaires since the beginning of the pandemic when there were 614.

Tesla CEO and SpaceX founder Elon Musk was the billionaire who increased his wealth the most as the electric carmaker's shares skyrocketed. The business magnate's wealth jumped $154 billion, or 628%, to $179.2 billion from $24.6 billion in the 10-month span.

Other names in the top-5 include Amazon CEO and founder Jeff Bezos, Microsoft co-founder Bill Gates, Facebook CEO Mark Zuckerberg and investor guru Warren Buffett.

The wealth of America’s 660 billionaires is also 70% higher than the $2.4 trillion in wealth held by the bottom half of the US population, which is 165 million Americans, ATF And IPS said.

In addition, the $1.1 trillion growth in the billionaires' collective wealth could pay for all the relief in President Joe Biden's $1.9 trillion proposed COVID-19 package, they added.

The $1.1 trillion wealth gain could also provide a stimulus check of more than $3,400 for every one of the 331 million people in the US, according to the report.

"We can only lament that America’s billionaires are not making a meaningful contribution to that national effort, even as their wealth continues to soar," ATF Executive Director Frank Clemente said in the report.

"The COVID crisis is crushing people of color and low-income workers while billionaires who are nearly all white have seen fortunes skyrocket. This is why we need the fair-share taxes program Joe Biden ran on, won on and is now ready to pursue," he added.

Chuck Collins, the director of the program on Inequality and the Common Good at IPS, said "Billionaires are reaping unseemly windfalls of wealth during the pandemic."

"They benefit from having their competitors shut down or controlling technologies and services we are all dependent on in this unprecedented time. We should tax these windfall gains to pay for recovery," he added./aa

Nationwide demonstrations in the Netherlands against new measures to curb the spread of the novel coronavirus sparked clashes Monday between protesters and police.  

Hundreds of people gathered in cities to protest the measures, with the demonstrations descending into rioting and looting, according to local sources. At least 70 people were detained.

The protestors attacked police with fireworks and stones during the rally in Rotterdam and looted shops. The police department was also attacked with fireworks.

Police intervened with dogs and water cannons as the demonstrations turned into riots.

Similar incidents took place in a number of cities including Amsterdam, Haarlem, Geleen, Helmond, Zwolle, Amersfoort, Den Bosch and Tilburg and cars were burned.

The Netherlands on Jan. 12 extended lockdown restrictions until at least Feb. 10 due to a new variant of the virus that is said to be more contagious and perhaps more deadly.

Restrictions were further tightened on Jan. 23 with the enforcement of a nationwide curfew between 9 p.m. and 4.30 a.m., a first since World War II.

People are advised to stay home and only go out to shop for essentials, get medical care, go to work or attend school if learning remotely is not possible./aa

Italy’s president said Monday that he is expecting a response from Egypt and solidarity from the EU over the unsolved 2016 murder of Italian student Giulio Regeni in Cairo. 

Sergio Mattarella said in his message on the fifth anniversary of Regeni’s disappearance that a picture of who was responsible for the crime emerged after an investigation by Italian prosecutors.

"We expect a full and sufficient response from the Egyptian authorities, as our diplomacy has relentlessly urged."

Pointing out the importance of the EU's interest in the case, Mattarella said he hopes to see the EU’s commitment to a convergent solidarity "in order to reach the truth and bring those involved in this crime to justice."

Italian prosecutors requested last Wednesday that four Egyptian officials be tried for the murder in Egypt.

Regeni, a 28-year-old doctoral student studying in Egypt, vanished on Jan. 25, 2016, the fifth anniversary of a popular uprising that forced then-President Hosni Mubarak to step down after 30 years in power. Nine days later, his body was found on a highway.

Egyptian authorities deny any involvement in Regeni’s death, but observers noted that signs of torture on his body were uncannily similar to those caused from torture by Egyptian police./aa

The International Monetary Fund (IMF) said Monday that it expects Turkey's economy to expand by around 6% in 2021 with the country’s COVID-19 vaccine rollout and recovery in trading partner growth.  

"Inflation is expected to fall modestly by end-2021…and the current account deficit is expected to fall to 3.5% of GDP, in large part reflecting lower gold imports and a modest recovery of tourism," it said.

"Employment is expected to continue to recover slowly as the pandemic subsides," the IMF said in its concluding statement of the 2021 Article IV Mission, which marks the end of an official staff visit to the member country.

Although the novel coronavirus caused a decline in economic activity and employment in the second quarter of 2020, the IMF said the initial policy response to the pandemic led to a sharp rebound in gross domestic product (GDP).

"The early stimulus relied primarily on rapid monetary and credit expansion, including policy rate cuts, cheap and rapid lending growth by state-owned banks, and administrative and regulatory measures designed to boost credit," the statement said.

"Despite some fiscal space, direct fiscal measures amounted to just 2.5% of GDP, mainly in the form of tax deferrals, but also including employment support," it added.

The IMF emphasized that these measures helped economic activity rebound strongly in the third quarter to above pre-pandemic levels in Turkey, which is among the few countries estimated to have posted positive overall growth in 2020.

The international financial institution, on the other hand, pointed out to some risks, such as inflation remaining well above target, further weighing on policy credibility, increased dollarization, as well as high imports, financial outflows and large-scale foreign exchange intervention to stem the Turkish lira's depreciation.

Some other factors that leave Turkey's economy vulnerable to shocks include low foreign exchange reserves and high external financing needs, according to the IMF./aa

Ukraine has voiced support for Kremlin critic Alexei Navalny who returned to Russia earlier this month after recovering from a suspected poisoning attempt by Russia's spy agency.

Ukrainian Foreign Minister Dmytro Kuleba said in an interview on local Channel 24: "The enemy of my enemy is my friend.”

"Therefore, if Navalny is the enemy of Putin, then we support Navalny. Everything is very simple,” he added.

Navalny, 44, who received treatment in Germany after alleged poisoning, was arrested in the Russian capital upon his return on Jan. 17. Russian authorities said he had violated probation terms from a suspended sentence on a 2014 money laundering offense, which Navalny says is "politically motivated."

Less than 25 hours after his return, Moscow's Khimki Court ruled that Navalny would remain in custody on 30-day pre-trial detention.

He is now behind bars in Moscow's infamous Matrosskaya Tishina jail.
