With the decision of the Council of Ministers to apply the institutional quarantine to all those coming to the country from abroad, starting from this Sunday 21st, the question has become legitimate about the fate of the list of countries. Following the decision of the Council of Ministers, to assign the Civil Service Bureau to set a list of penalties for employees who violate health requirements, the Assistant Undersecretary for Administrative Planning and Development, Acting Assistant Undersecretary for Financial and Administrative Affairs, Head of the Committee for Follow- up and Monitoring the Implementation of Health Procedures and Conditions in the Ministry of Social Affairs, Abdulaziz Sari, said seven employees who violated the administrative circular regarding adherence to health guidelines pertaining to Covid-19 have been referred to the legal affairs department for interrogation, reports Al-Jarida daily.

Sari told the daily, a final warning has been given to these employees, and in the event they fail to adhere to the health guidelines, a certain amount from their salary will be docked. He confirmed, all departments will be strictly monitored to ensure commitment to health instructions by the employees./ agencies

Myanmar has written to Bangladesh through its Ambassador in Yangon explaining why the military took over on February 1.

The current interim government conveyed that some 10.4 million fake votes were cast in the national election in Myanmar held in November last year, reports UNB.

"We got a letter. They gave the letter to our Ambassador," said Foreign Minister Dr AK Abdul Momen sharing the updates with the reporters after attending a function.

After the takeover, the new military administration in Myanmar has reached out to Rohingyas in Rakhine State which is seen as military junta’s "desire to gradually bring back normalcy" in the Rakhine state giving confidence to Rohingyas for return. "These are good news. It's a good beginning," Foreign Minister Dr Momen said.

"Whatever may be the military’s new approach and policy on Rohingya and Rakhine issues, it’ll take time to get a shape," a diplomatic source told UNB.

Dr Momen said Rohingyas in Kutupalong Rohingya camp expressed happiness hearing the news from Rakhine.

For voluntary repatriation to commence, officials say, the question of the confidence of the potential returnee Rohingyas about going back plays a very important role. Rohingyas at the camps in Cox’s Bazar were joyous at the news of the fall of Suu Kyi.

Earlier, Myanmar said they are committed to beginning the repatriation of Rohingyas as per the bilateral agreement signed with Bangladesh in 2017.

Bangladesh handed over a list of 840,000 Rohingyas to Myanmar for verification. Myanmar has verified only 42,000 people (5 per cent). "There’s a serious lack of seriousness," said the Foreign Minister.

Dr Momen said they are doing their part but Myanmar is not helping the same way. He said he is always hopeful of beginning repatriation as history says they took back their nationals in 1978 and 1992.

Rohingya Crisis and Repatriation

More than three years ago, Myanmar’s soldiers “targeted, killed, and raped” Rohingya and burned their villages, as the United Nations, Refugees International, United States Holocaust Memorial Museum, the US State Department itself, and many others have documented.

Over 800,000 Rohingyas fled the “genocidal violence” and Bangladesh is now hosting over 1.1 million Rohingyas.

Bangladesh is trying in multiple ways - bilaterally, multilaterally, tri-laterally, and through the judicial system – to find a lasting solution to the Rohingya crisis.

Bangladesh and Myanmar signed the repatriation deal on November 23, 2017.

They then signed a document on “Physical Arrangement”, which was supposed to facilitate the return of Rohingyas to their homeland.

But repatriation attempts failed twice in November 2018 and August 2019 - clearly amid Rohingyas' "lack of trust" in the Myanmar government.

Subsequently, during the 74th UNGA held in September 2019 in New York, China took an initiative to propose the tripartite framework with their presence largely in an overseeing role that can nevertheless hold both sides to account on their respective commitments to each other.

The Bangladesh side had already complained of Myanmar acting in 'bad faith' during negotiations, whereby they never had any intention of taking the Rohingya back and was only meeting to keep up appearances.

However, soon after a meeting of the trio on January 20, 2020, the coronavirus lockdowns started taking its toll in different parts of the world.

Bangladesh pushed Myanmar hard on creating a favourable environment for Rohingya repatriation with an expeditious verification process and "cautiously expressed optimism" to begin it in the second quarter of this year.

Responding to a question on Al Jazeera report, Dr Momen said there is a Bangladeshi gentleman who always asks such questions in the UN.

He said Al Jazeera has lost its credibility by broadcasting false reports and people in Bangladesh understood it.

Dr Momen said Bangladesh investigates if there is any credible allegation but ignores if there is fake any accusation./aa

A Turkish composer known for several other works on such international issues as Jerusalem hopes to give voice to the plight of Kashmir with a new song he released Kashmir Solidarity Day.

Turgay Evren added the song, I am Kashmir, which he composed for the region's day of remembrance on Feb. 5, to his repertoire of other works including The world is bigger than five, Don’t cry Jerusalem and Erdogan a tall man.

Introducing his new song to his audience via Twitter and YouTube, Evren said he had received many messages of thanks and prayers from Kashmiris after releasing an earlier song, Kashmir is my name, in June 2020. The song had been vocalized by Della Miles.

"The song made many people hear the pain of Indian-occupied Kashmir," said Evren, noting that he had managed to touch the hearts of millions.

"The Indian government abolished the special status of Kashmir and imposed a curfew on the Kashmiri people, sending in more than 800,000 troops. The global epidemic has extended the period of isolation experienced by the Kashmiri people. Meanwhile, things got worse for people in Kashmir from all sides," he added.

After these events, Evren said he learned a lot about the troubles faced by Kashmiris and decided to write songs to raise awareness around the world.

He also composed Permanent spring (Daimi Bahar), in Turkish, Urdu and Kashmiri in honor of the July 13 Kashmir Martyrs Day, as well as the July 15, 2016 attempted coup in Turkey.

"The other song, We will never betray, was also in Arabic and was dedicated to Palestine and Kashmir. Both songs reached hundreds, thousands of people all over the world. I am happy that all three songs we released were shared and appreciated by the president of Pakistan, Arif Alvi," Evren said.

"I know a lot about Kashmir now. Air guns and young people who are blind, half-widows who have not heard from their husbands and wives for decades, fake conflicts that meant the lives of innocent people.

"I was inspired to once again show the suffering of my Kashmiri sisters and brothers with my lyrics. It was my duty as a human being and as a brother from Turkey," he added.

Evren also expressed gratitude to Los Angeles-based musician Ali Tolga Demirtas, with whom he collaborated on I am Kashmir. He said Demirtas is "the hero behind all my human-based songs and the architect of our success in the music industry."

"Muhammed Ekrem Kahraman, a musician who grew up in Switzerland, also gave his voice to this beautiful song. The songs I had written before were sung by Ekrem and played in his own international programs. He sang this song not only with his voice, but also with his heart."

The song has over 108,000 views on Twitter so far, and has been retweeted by several official accounts in Pakistan.

Kashmir dispute

Kashmir, a Muslim-majority Himalayan region, is held by India and Pakistan in parts and claimed by both in full. A small sliver of Kashmir is also held by China.

Since they were partitioned in 1947, the two countries have fought three wars -- in 1948, 1965, and 1971 -- two of them over Kashmir.

Some Kashmiri groups in the Indian-administered Jammu and Kashmir have been fighting against the Indian rule for independence, or unification with neighboring Pakistan.

At least one civilian was killed in Somalia on Saturday and three others wounded when a roadside bomb exploded near an intersection in the capital Mogadishu, according to an official.

The blast targeted a bulletproof vehicle near Afrik Hotel, police official Abdifatah Hassan, told Anadolu Agency by phone. Last week, 10 people were killed and 20 others wounded by another attack at the hotel carried out by the Al Qaeda-linked al-Shabaab militant group.

The victims were rushed to the hospital for treatment by paramedics who reached the crime scene, added Hassan.

No group has yet claimed responsibility for the attack./aa

A mother of conjoined twins reunited with her babies after 101 days, thanks to efforts by the Turkish government that brought her to the capital Ankara from northern Syria.

The twins -- Bessam and Ihsan -- were born on Oct. 25 last year in war-torn Idlib. Despite the low mortality rates of the conjoined twins, the two held on to their lives at the very early stages.

Their father, Mahmoud Salih, requested help from Turkey soon after finding out about the children's condition at birth.

Amid positive response to Mahmoud, the conjoined twins were first brought to Turkey's southernmost Hatay province and later transferred to Ankara Medical Faculty Hospital for treatment in the capital.

With Turkish authorities' efforts, the twins' father arrived in Ankara, leaving behind his three other children and their mother in Syria.

Speaking to Anadolu Agency, Mahmoud, 40, explained their journey from Idlib to Ankara, holding back his emotions.

Mahmoud said after finding the children's condition, he requested Turkey's help to get his children treated.

"Thanks to Allah, our request was approved, and I was able to take my children to a hospital in [Hatay's] Antakya [district]," he said.

After the necessary procedures, Bessam and Ihsan were transferred to Ankara Medical Faculty Hospital.

Though the children were without their mother and father, the healthcare workers, from nurses to doctors, from surgeons and chief physicians, all provided the love and cared a baby would need. But even then, the conjoined twins needed their mother to grow and nourish until the day of separation surgery.

Helping hand from Turkey

The Turkish government expedited efforts to bring the mother and her three other children to Turkey and reunite the family at once.

"It was challenging times for me. I had to leave my wife and my children behind. It was very hard. Gratefully, they are here now, and we are reunited," Mahmoud said.

Mahmoud expressed his gratitude to the Turkish government, officials, and healthcare workers for their efforts and works.

"When I had no idea what to do [after finding out about the twins' situation], Turkey extended its helping hand," he added.

Meanwhile, Bessam and Ihsan's mother Lubaba was anxiously waiting in front of the newborn intensive care unit to finally reunite with her babies.

Noting that she had experienced "challenging times" when her babies were away from her, Lubaba, a mother of five, said she came down with an illness.

"With my children away from me for three months, I became ill. Their father [who came to Turkey earlier] was not with us [in Syria] either," she said.

Lubaba also thanked the government of Turkey and its officials, as well as the healthcare workers.

"Thanks to Allah, I am thrilled and joyous to see my children finally," she added.

Known to be one of Turkey's most rooted faculty hospitals, the Ankara Medical Faculty Hospital provides treatment to approximately 650,000 outpatients and 33,500 inpatients annually with the latest technology imaging and medical devices.

Providing information about the twins and their condition, Dr. Saadet Arsan, the head of the Department of Pediatrics at Ankara Medical Faculty Hospital, told Anadolu Agency: "the babies are Siamese twins, also known as conjoined twins."

"It is actually a rare condition in medicine, and these babies are conjoined at their torso region," Dr. Arsan said.

Preparations for separation of twins

She said the twins share some organs and the abdominal cavity as one of them does not have kidneys, collecting duct system, bladder, and pancreas.

"Of course, there is no such thing as fair do's when separating these twins as it is a more complex and surgical process," the leading doctor said.

While the babies received uninterrupted treatment at the hospital during the three months, Arsan said councils comprising experts from all medical disciplines were formed to discuss the process.

"As a result, from these councils, we have concluded that the separation process of these twins will have to be gradual and will include a series of operations that would take time. During our latest council meeting, we have agreed that we must not hurry the procedures," she added.

Besides providing medical care to the twins, Arsan said as Ankara Medical Faculty Hospital, they took an initiative to reunite the babies with their family.

"A baby, regardless of whether it is conjoined at its abdomen or not, should grow and develop in a family environment," she said.

Fighting to hold back her tears of joy after seeing the entire family together, Dr. Arsan said, "when babies are not cared for by their families, they do not develop properly. Thus, as the medical team [of the twins], we are overly excited and joyous to see the family here, reunite at once."

Providing further details about the condition of the twins and their separation process, a pediatric surgeon from Ankara Medical Faculty Hospital, Dr. Gulnur Gollu Bahadir, said: "I received a phone call from Hatay hospital at the 10th hour after babies were born, and immediately spoke with our newborn unit and chief physician. The babies arrived at our hospital at their 24th hour [of birth]."

Reminding the rarity of the condition globally, Bahadir said the surgery for the separation requires a large team. They have initiated all necessary preparations for the surgery.

"As Ankara University Pediatric Surgery, we initiated the necessary attempts to separate these babies, but one of the babies' condition is more complex than the other. He has serious problems with the urinary tract while also sharing the membrane of their heart, liver, and pancreas. One of the babies, when he arrived, did not have an anus as well. We had to operate immediately for that issue […] we surgically created an anus," she said.

Noting that the babies' immediate care is done, Dr. Bahadir said the separation process is much more lengthy and said the entire pediatric department is closely monitoring the process.

"We started preparations for their separation, but it will take some time, perhaps a year or two," she added.

The conjoined twins would now have to patiently wait for their separation surgery but at home under the love and care of their family./aa

Turkish security forces “neutralized” three YPG/PKK terrorists in northern Syria, the Turkish National Defense Ministry said on Saturday.

The terrorists in the Tal Rifaat region were neutralized after they were found attacking farmers harvesting olives in Azaz district in the [Operation] Euphrates Shield region, the ministry said on Twitter.

Euphrates Shield (2016) is one of the three successful anti-terror operations that Turkey has launched since 2016 across its border in northern Syria to prevent the formation of a terror corridor and enable the peaceful settlement of residents. The other two are Olive Branch (2018) and Peace Spring (2019).

In its more than 30-year terror campaign against Turkey, the PKK -- listed as a terrorist organization by Turkey, the US, and EU -- has been responsible for the deaths of 40,000 people, including women, children, and infants. The YPG is PKK's Syrian offshoot./aa

Myanmar's military junta shut down internet services across the country amid anti-coup protests, a mobile service provider confirmed on Saturday.

"The Myanmar Ministry of Transport and Communications (MoTC) has directed all mobile operators to temporarily shut down the data network in Myanmar. Voice and SMS services remain open," said Norwegian telecom giant Telenor that operates the second-largest mobile network in Myanmar.

In its order, the ministry cited "legal basis in Myanmar's Telecommunication Law, and references circulation of fake news, the stability of the nation and interest of the public as a basis for the order," the operator said in a statement.

The move came after the authority blocked social media platforms, including Facebook, Twitter, and Instagram, following a bloodless military coup against Aung San Suu Kyi's elected government, who ran the country as a state counselor since 2016. 

The military arrested her and many of her party officials after the coup on Monday.

The Telecom group express "deep concern" and emphasized to the authorities that "access to telecom services should be maintained at all times, especially during times of conflict, to ensure people's basic right to freedom of expression and access to information."

"We deeply regret the impact the shutdown has on the people in Myanmar," it added.


Meanwhile, Anadolu Agency's freelance reporter Kyaw Ye Lynn, in Yangon, confirmed over the phone that there is no internet access in the country's largest city.

"Before the shutdown of internet in my area, I have received reports of internet shutdown in several other areas too," he said.

According to an Australia-based Monash IT Observatory group, a significant drop in internet connectivity was observed in several cities, including Yangon, Mandalay, Kachin, Magway, Bago, Kayah, and Mon, since 7:00 a.m. local time (0030GMT).

"Protests erupted in three different localities in Yangon, with police blocking a rally led by industrial workers," the freelancer said.

The biggest rally in the city was held at the University of Yangon where thousands of protesters gathered against the coup, Kyaw Ye Lynn reported from the scene.

"Drivers of passer by vehicles honk their car horns in support of the protest, with protesters chanting slogans against the military's move." 

Following hours of protests, they started to disperse peacefully as the organizers announced to gather again on Sunday at 9:00 a.m. local time (0230GMT).  

The mass rally was staged days after Suu Kyi urged people "not to accept the coup" and "resist it resoundingly", via a statement released by her party. 

Healthcare workers at government hospitals were at the forefront of the non-violent resistance, with some on strike and others registering their protest while continuing to tend to patients since Wednesday.

In 1988 and 2007, mass public movement against the military dictatorships were violently crushed by the country’s powerful army.

Turkey is set to launch crucial projects related to space and health technological sectors in 2021.

Speaking to Anadolu Agency, Mehmet Faith Kacir, deputy minister for industry and technology, said Turkey's response to the pandemic has shown that the country can pursue important health sector projects.

He recalled that the country produced medical devices and medicines during the period to combat the pandemic.

While several countries faced a shortage of medical equipment and devices in the early stage of the pandemic, Turkey achieved milestones by producing a medical ventilator, critical in treating the COVID19, and other medical equipment.

Turkey also exported or donated this equipment to dozens of countries, including the US and EU countries, to combat the pandemic.

The minister informed that four Turkish biotechnology companies are currently working to produce COVID-19 vaccines indigenously.

"So, there is a leap period both in medical device and medicine areas for Turkey, especially in biotechnology," said Kacir.

Highlighting Turkey's autonomous vehicle projects, he said Turkey is also leading four significant revolutions in the automotive sector: electric engines, internet-connected vehicles, shared cars, and autonomous technology.

"Within ten years, over half of the vehicles will be electric cars. In the coming time, cars will be connected to other cars, roads, and even to our bodies via bio-sensors," Kacir added.

Autonomous driving bus

Citing the first Turkish electric and autonomous bus -- Karsan Atak Electric --, which President Recep Tayyip Erdogan tested this week, the minister said that the vehicle has the level four autonomous standards.

There are six different levels, from zero to five, in autonomous technology. While zero level offers only simple warnings, level four does not need a driver, and level five does not require any human intervention.

But these types of vehicles can be driven in particular situations.

The 8.2 meter-length (27.2 feet) Atak Electric bus can run up to 300 kilometers (186.4 miles) without interruption, thanks to its BMW 220 kilowatt Li-Ion batteries.

He said Turkey has very successful startups and leading projects, such as Automobile Joint Venture Group (TOGG), in the autonomous technology field.

Established in 2018, TOGG came up with the cooperation of five industrial giants, the Anadolu Group, BMC, Kok Group, Turkcell, and Zorlu Holding, and an umbrella organization, the Union of Chambers and Commodity Exchanges of Turkey.

In December 2019, the firm introduced the first electric vehicle prototype, which is expected to roll out in 2022 for the market.

"We believe that Turkey will be successful in this area. We will share our mobility strategy soon," he noted.

Electric train

Kacir said that Turkey is also focusing on rolling out an electric-powered train. He said the project is in the testing phase and it will go into the production phase soon.

"We see serious economic potential in the railway field. We will achieve success," he underlined.

Recalling Turkey's first unicorn – a startup company with a value of over $1 billion – Peak Games -- sold to a US game company Zynga for $1.8 billion last year -- Kacir highlighted that the country would continue pursuing its success in this field./aa
