The US said on Monday it will evaluate a just signed $400 billion investment deal China struck with Iran over the weekend to see whether it will trigger sanctions under American law.

“We of course will take a look and ensure that any sanctions that need to be implemented would be as it relates to this package, but we haven’t looked at the specific agreement yet at this point in time," White House spokeswoman Jen Psaki told reporters.

The announcement is prompted by Tehran and Beijing's announcement on Saturday of a 25-year strategic cooperation agreement that is part of China’s “Belt and Road” initiative, which is a massive infrastructure project stretching from East Asia to Europe.

Cooperation in the defense sector, according to sources, is also part of the long-time agreement, which is significant given growing tensions with the West and recent joint military drills in the Persian Gulf region.

A joint statement issued after signing the agreement said the two sides aim to "promote the development and comprehensive strategic partnership" through this deal.

The $400 billion deal had been in the works since January 2016 when Chinese President Xi Jinping became the first world leader to visit Iran following the signing of the 2015 nuclear accord between Iran and world powers./aa

Oil prices fell on Monday following the refloating of the cargo ship that had blocked the Suez Canal, which impeded all waterway traffic for six days.

International benchmark Brent crude was trading at $63.22 per barrel at 0700 GMT for a 1.87% decrease after closing Friday at $64.43 a barrel.

American benchmark West Texas Intermediate (WTI) was at $59.62 per barrel at the same time for a 2.21% drop after it ended the previous session at $60.97 a barrel.

A 400-meter-long container ship, the Ever Given, ran aground across a single-lane stretch of the canal earlier last week, halting transit in both directions on one of the world's largest seaborne trade chokepoints.

However, after the six-day blockage, the vessel was successfully refloated early Monday, and when the disrupted supply chain normalized, prices were negatively affected.

In a tight market, any supply disruption would normally push prices upward, however, at a time when the markets are struggling with a supply glut due to pandemic-induced weak demand, the opening of the canal reflected negatively on prices.

Further price declines were limited on investor hopes that major oil producers will be cautious about placing more barrels on the market due to lingering uncertainties about a demand recovery with more restrictions and lockdowns in Europe likely with the rise in coronavirus cases.

OPEC+ is scheduled to meet on April 1 to consider their output cuts after April.

On March 4, OPEC+ rolled over existing production quotas until April, excluding Kazakhstan and Russia, which were allowed marginal production increases. Saudi Arabia also decided to keep its voluntary cuts./aa

The recent blockage of traffic through the Suez Canal illustrated the recent shift in the global oil trade towards Asia’s developing economies rather than in oil transit from the Middle East to Europe or North America, according to the International Energy Agency (IEA) on Sunday.

A 400-meter-long container ship ran aground across a single-lane stretch of the canal earlier last week, halting transit in both directions on one of the world's largest seaborne trade chokepoints.

According to maritime experts, moving the vessel out of the way could take days, if not weeks.

However, the EIA said the blockade has not wreaked havoc on oil markets so far.

“While the inventory overhang that built up last year is gradually being worked off, crude and oil product stocks globally remain at comfortable levels. And some of the world’s largest and newest tankers are anyway too big to use the canal,” the agency said.

The Suez Canal was opened in 1869 to facilitate the movement of goods between the Mediterranean and the Red Sea while avoiding the need to venture south around the Cape of Good Hope, a journey that would require an extra seven to nine days.

The IEA said the closure of the canal underscored the recent changes in the global oil trade, clarifying that the vast majority of oil transiting through the canal is not from the Middle East bound for Europe or North America, but Asia's developing economies.

According to the agency, while the canal can accommodate all traditional clean oil product tanker sizes, very large crude carriers (VLCC) can only transit the canal when loaded below their 250,000 tonnes capacity. It added that Suezmax crude tankers, which can carry up to 200,000 tonnes of crude oil, are specifically designed to navigate through the canal.

However, the agency said in recent years, the growing fleet of ultra-large crude carriers (ULCC), with deadweight ranging between 300,000 and 500,000 tonnes have reshaped crude oil routes as they can only load and offload at specially adapted ports and cannot transit fully laden through three of the world’s major chokepoints – the Strait of Malacca, the Suez Canal and the Panama Canal.

The IEA emphasized the importance of the Suez Canal in the global oil trade, transiting 5% of the world’s crude oil, 10% of oil products and 8% of LNG.

The canal also has a symbolic significance, splitting the world into two distinct regions: East of Suez, which includes the Middle East and the Asia Pacific; and West of Suez, more commonly known as the Atlantic Basin, comprising the Americas, Europe, Africa and the former Soviet Union.

While most oil trade takes place within its region, the agency said the size, direction and content of flows between them have undergone some dramatic changes over the last decade.

“Just 15 years ago, East of Suez was a net exporter of crude oil as Middle East crude production was 4 million barrels per day to 5 million barrels per day in excess of what they and Asia consumed. Europe and the US combined imported almost 5 million barrels per day of crude oil from the Middle East,” it said.

The situation reversed about a decade ago when a big oil supply surge from the US, Canada and Brazil combined with rapid economic growth in Asia flipped the crude oil balances of both hemispheres, the IEA said.

Since 2016, Asian crude oil demand has surpassed Middle Eastern crude oil exports, with the gap being filled by barrels from the Atlantic Basin.

Imports of crude oil from the Middle East to the US and Europe have fallen to just 1.2 million barrels per day (bpd) while exports from Europe and the US to the East of Suez have increased to 2 million bpd.​​​​​​​

“This trend is well reflected in Suez Canal transit figures, where eastbound crude oil flows of around 1.1 million bpd well exceed westbound flows of just 0.4 million bpd. Even including estimated volumes for the transit pipelines, eastbound crude oil shipments are higher,” the agency said, noting that varying qualities of crude oil is the main reason for bi-directional trade.

“Europe and the US export lighter grades to Asia while importing medium-heavy grades from the Middle East. However, most of the nearly 6 million bpd crude oil flow from the Atlantic Basin to the East of Suez is already taking the southern route to Asia around the Cape of the Good Hope, especially cargoes originating in North and Latin Americas and West Africa,” the agency said.

Citing its Oil 2021 report released last week, the IEA said that the dependence of East of Suez crude oil importers on the Atlantic Basin is set to increase in sharp contrast to the pre-pandemic period.

The reason for this increase in oil imports into the East of Suez is the growing refining activity.

The agency said while Atlantic Basin refinery throughput, which fell to the lowest in 50 years due to Covid-19-induced lockdowns, is not expected to ever return to pre-pandemic levels, the refinery intake East of Suez suffered a less dramatic decline and will return to 2019 levels by the end of this year.

-Demand grows in East of Suez

The rapid growth in East of Suez refining activity has generally matched the pace of demand growth in the region, the IEA said, elaborating that product trade between the hemispheres has seen less dramatic changes, compared to crude oil.

“Almost half of eastbound flows is fuel oil, for power generation in the Middle East or for marine bunkers, with the rest primarily consisting of naphtha and LPG cargoes, destined for Asian petrochemical crackers and Indian household consumption,” it added.

With increased crude oil and petrochemical demand in Asia, the flows through the Suez Canal are likely to rise again, the agency said.

“The current incident with the canal shutdown is happening at a time when the world is still recovering from the pandemic, with ample crude and product storage, and this has helped minimize oil supply disruption and price reaction,” it noted.

However, it pointed out that when the global economy and oil demand return to normal levels, “the Suez chokepoint will regain its importance.”/aa

Turkey is preparing a new law for the sake of better water management, the country’s president said on Monday.

“We are preparing a water law in parliament to reach our goals faster and to prevent conflicts of authority in water management,” Recep Tayyip Erdogan said in the capital Ankara at the launch of a new Water Council and mass opening ceremony for 363 facilities.

Erdogan said the new council will help shape the water law.

Stressing that Turkey needs to renew agricultural irrigation systems, he said the country should use its existing resources more efficiently by encouraging water conservation.

Underlining that Turkey is a water-stressed country, he said Turkey has to share its limited water resources with neighboring Iraq and Syria.

“We have always shown the necessary sensitivity to meeting the water needs of our neighbors. We have never turned the water issue into a threat or a bargaining tool in our bilateral ties. We will maintain this same fair attitude going forward,” he added.

Erdogan said a total of 363 facilities built by the State Waterworks have been put into service for the public. A total of 146.5 million cubic meters of water is stored and 12.3 million cubic meters of drinking water comes annually thanks to these facilities, he added.

Despite the COVID-19 pandemic and a drought, last year Turkey broke a national record for agricultural output, he added.

"Our agricultural output rose 20% compared to the previous year to 334 billion [Turkish] liras. We continue our leadership in agricultural output in Europe,” he said.

This year, the government will provide a total of 24 billion Turkish liras in agricultural support to producers, he said./aa

Kuwait received on Sunday eight tonnes of documents and other items taken during the 1990 Iraq invasion led by Saddam Hussein, officials said.

It is the third shipment that Kuwait has received since 2019, according to officials from both countries.

The Venezuelan government slammed Facebook on Sunday after it froze President Nicolas Maduro’s page for 30 days over “repeated violations” of its policies against spreading COVID-19 misinformation.

In a statement, Venezuela’s Information Ministry denied any misinformation campaign by the president, arguing he is only promoting "content geared towards combating the pandemic.”

The ministry declared that Facebook’s actions are part of their “digital totalitarianism” against sovereign states.

“We are witnessing a digital totalitarianism exercised by supranational companies who want to impose their law on the countries of the world,” it said.

Facebook also took down a video from Maduro’s page in which he promoted a medication called Carvativir. Maduro argues that the medicine can cure and prevent the virus.

Facebook argued that Maduro’s statement regarding Carvativir is not backed by the World Health Organization (WHO).

France registered 37,014 new coronavirus cases in the last 24 hours, the public health authority announced Sunday.

Another 131 people died in hospitals, taking the country’s death toll to 94,623.

The latest figures for infections brought the country’s case count to more than 4.54 million.

A total of 27,712 people are being treated at hospitals with 4,872 in intensive care.

The number of people in France who have been vaccinated since Dec. 27 last year now exceeds 7.79 million, including more than 2.674 million who received their second jabs, according to Health Ministry data.

On March 16, the one-year anniversary of France’s first nationwide lockdown, French Prime Minister Jean Castex said “the pandemic is playing overtime. We are in what looks like a form of a third wave[…]characterized by the variants.”

Two days later, Castex took his first shot of the AstraZeneca vaccine as its administration was resumed nationwide following an eight-day suspension due to safety concerns.

A week later on March 25, the country banned outdoor gatherings of more than six people to stem the spread of the disease as a third wave of infections peaked with a record 45,000 new cases.

“The trend is accelerating almost everywhere,” said Health Minister Olivier Veran, who announced restrictive measures in Aube, Nievre, and Rhone, taking the total of semi-confined administrative divisions to 19.

The diagnosis of 45,000 cases was last recorded in October, when France announced a second lockdown. Veran, however, refuted the possibility of a third lockdown.

The situation remains most worrying in the northern areas of the Paris region of Ile-de-France and Hauts-de-France and Provence in the south, which have been witnessing increased hospital admissions.

Admissions to ICU units include younger patients, many of whom are infected with rapidly spreading variants.

Turkish forces have seized a large cache of weapons in an operation in Azaz, northwestern Syria, the country's Interior Ministry said Sunday.

They included TOW missiles, 24 Kalashnikov infantry rifles, a sniper rifle, two DShK gun barrels and 200 trigger capsules.

According to a statement from the ministry, the PYD/YPF, the Syrian branch of the PKK terrorist group, tries to bring weapons and explosives to Manbij to attack Turkish forces and civilians.

TOW missiles are frequently used against Turkish Armed Forces operating in the region, the statement added.

Two Syrians were nabbed in the operation while trying to deliver materials to members of PKK/PYD/YPG terrorist group, the statement said.

Interior Minister Suleyman Soylu congratulated the Turkish forces for carrying out the successful operation.
