Turkish forces have neutralized 31 PKK terrorists so far in northern Iraq as part of Turkey's new anti-terror operations there, the country's defense minister said Sunday.

Hulusi Akar was commenting after he and Turkish Armed Forces (TSK) commanders inspected the 3rd Infantry Division Command in Yuksekova district of Turkey’s southeastern Hakkari province and received a briefing on the newly launched Operations Pence-Simsek and Pence-Yildirim.

"So far, a total of 1,132 terror targets have been hit with our land fire support vehicles. Our Air Force also achieved great success as a whole, hitting 120 targets in total. Along with these, we evaluate that the terrorists have suffered great casualties," he said.

Noting that so far, a total of 31 terrorists have been neutralized as part of the current operations in the regions, Akar said that six soldiers had been wounded.

Turkey's Defense Ministry later announced that one soldier was martyred in the Operations Pence-Simsek area.

"Our fight is against all terrorists, especially the PKK. The world should know that we do not have any problems with any ethnic group, sect or religious group and that we are not targeting them," he noted.

Underlining that Turkey only targets terrorists, he also stressed that they will continue launching anti-terror operations until the last terrorist is neutralized.

Turkey on Friday launched Operations Pence-Simsek and Pence-Yildirim in northern Iraq’s Metina and Avasin-Basyan regions near Turkey’s borders, Akar announced early Saturday.

President Recep Tayyip Erdogan said later Saturday that the operation aims to completely eliminate the terrorist threat along Turkey’s southern borders.

Turkish authorities often use the word “neutralized” in statements to imply the terrorists in question surrendered or were killed or captured.

The PKK terrorist group often uses bases in northern Iraq, just across Turkey’s southern border, to hide and plot terrorist attacks in Turkey.

In its more than 35-year terror campaign against Turkey, the PKK – listed as a terrorist organization by Turkey, the US and the European Union – has been responsible for the deaths of at least 40,000 people, including women, children and infants.

'Biden's remarks deny their own documents'

Touching on US President Joe Biden's remarks on the events of 1915, Akar noted that the statement is a distortion of historical facts and does not reflect the truth.

He emphasized that the allegations are extremely unfounded, groundless and have no basis.

"Everyone should know that this work belongs only to scientists, historians, that they [the claims] are not a matter of political decisions…Our position on this issue is very clear," Akar said.

On Saturday, Biden called the events of 1915 a "genocide," breaking with American presidents' long-held tradition of refraining from using the term.

In front of his own shop, a German-Turkish businessman in a city in Rhineland was subjected to police violence, as revealed by bystander video and the man’s own account on Sunday.

Emre Tumsek, 43, shared the video shot by a bystander in front of his shop in the city of Duisburg showing two police officers handcuffing him and then pressing with their knees on his back and neck.

The police took action against him when he emerged from his shop after hearing a noise and came out to investigate, he told Anadolu Agency on Sunday.

He plans to file a criminal complaint, he added.

"The violence continued in the police vehicle and I pressed the help button. They made me listen to the German national anthem. I never saw or heard of anything like this before. They put two masks on me, handcuffed me, and threw me into a cell,” said Tumsek.

“They kept me there for about four hours. This had a big impact on my state of mind and my family’s. I will file a criminal complaint against those responsible,” he said.

Duisburg police have not yet responded to the allegations of police violence./aa

France will bring a new anti-terrorism legislation specifically devoted to intelligence, in the wake of recent attacks carried out by lone, radicalized individuals, the interior minister announced.

The bill will be tabled on April 28 at the request of President Emmanuel Macron and Prime Minister Jean Castex, Gerald Darmanin told Journal du Dimanche on Saturday.

The new law will strengthen technological surveillance and provide for “updating and perpetuating the use of algorithms, that is the automated processing of connection data, by the General Directorate of Internal Security (DGSI),” he said.

Darmanin said the new anti-terror measure is important given that authorities are now dealing with “isolated individuals, increasingly young, unknown to the intelligence services before their act and without necessarily any link with established Islamist networks.” They, however, heavily use the internet and social media rather than traditional telephone means, which makes it difficult to locate them.

This was the case of attackers in the assassination of history teacher Samuel Paty in October, and the stabbing of a police official inside the Rambouillet police station on Friday.

The young Chechan immigrant in Paty’s case had escaped vigilance but was in touch with contacts in Syria through Instagram messaging, Darmanin said. He added: “the law must allow us to be more efficient, by strengthening us in the field of technology used by terrorists.”

The bill will also address other terrorism-related issues such as increasing the duration of administrative follow-ups of those released from prison on terror charges, from one year to two years. And improving access to the socio-psychiatric follow-up of potentially dangerous people.

Darmanin said the government is introducing new measures and legislation like the bill consolidating respect for the principles of the Republic.

He said the Islamist threat remained very strong and since 2017, there were 14 attacks causing death of 25 people and 36 potential attacks were thwarted. A total of 575 people whose names were listed in the radicalization file, were expelled from France, and around 20 underground schools closed.

In addition, France also faced the threat of the “ultra-right, conspiratorial, survivalist,” he said, detailing that five terrorist plans from such groups were thwarted, three of which targeted places of Muslim culture or worship./aa

Iran on Sunday announced the start of production of a local coronavirus vaccine as it entered Phase 3 of human trials, the semi-official Fars news agency reported.

According to a statement by Mohammad Mokhber, the head of Iran's scientific committee to combat COVID-19, one million doses of the local COV-Iran Barekat vaccine will be delivered to the Iranian Health Ministry within one month.

He said a further 3 to 3.5 million doses of the local vaccine will be produced by June, with production to reach 50 million doses by the end of September.

A second local Iranian vaccine, COV-Pars, entered the human trials phase on Feb. 28 on 133 volunteers, and a second phase of clinical trials will begin in early June with 500 volunteers.

As of Sunday, Iran’s tally of infections surged to nearly 2.38 million, including 69,120 deaths./aa

Allegations that 1.5 million Armenians died in a World War I relocation are untrue and do not fit the facts, according to a Turkish researcher on the subject, rebuffing the “genocide” claims.

Stressing that it was not possible for Turks to kill 1.5 million Armenians in seven months in 1915, author/researcher Mehmet Arif Demirer said: “During World War II, Hitler killed 3 million Jews by establishing six human death camps over the course of four-and-a-half years.”

“With what weapons and ammunition could we have killed 1.5 million Armenians in seven months?” he asked, underlining that at that time of the relocation there were no soldiers in the region, due to battles in Canakkale, on the other side of modern-day Turkey.

He went on to say that there are five documents regarding Armenians who were alive in 1921, including two in US State Department archives, two that are publications of an Armenian-American professor, and one that is a report of the League of Nations.

By looking at these, we can confirm the survival of 1.586 million Armenians, Demirer said.

As many as 486,000 Armenians arrived safely in Syria under the Dispatch and Settlement Law, he said. They started getting help from the American Relief Committee, and the American consul general in Syria wrote a letter to the ambassador in Istanbul on Feb. 8, 1916, he added.

At least 400,000 fled to Russia and sought permission to come back, he said, adding that there were 300,000 Armenians not subject to the Dispatch and Settlement Law and 200,000 Armenians who were Islamized.

“In March 1918, 200,000 Armenians demanded autonomy in Eastern Anatolia. They have certificates. 1.586 million Armenians did not die,” Demirer said.

Russian weapons, supplies left to Armenians

Taking advantage of the fact that almost all of the Turkish army was at war in the west, in Canakkale, the Russian Army entered Van – in present-day eastern Turkey – on May 18, 1915 and took over all of eastern Anatolia, he said.

After the 1917 Russian Revolution, Russian soldiers left behind their weapons and supplies in the lands they occupied, after being told that "the new communist regime would distribute land to everyone,” Demirer added.

These weapons and supplies were left to the Armenians, according to Armenian author Arthur Derounian, who gave this information in a book, he said.

Demirer stressed that there were enough Armenians in eastern Anatolia to take over the occupation from the Russians.

Armenian demands for autonomy in eastern Anatolia and permission for the return of 400,000 Armenians who fled to Russia were not accepted at peace negotiations held in Trabzon, Turkey in 1918 between Ottoman, Georgian, and Armenian delegations, he said.

Citing the 1920 Treaty of Alexandropol (Gyumri Agreement), which laid out a map similar to the border of modern-day Armenia, he said that four months after the pact was signed in December 1920, Armenia was occupied by Bolshevik Russians.

‘Genocide claims are fever swamp’

“On March 18, 1921, Armenia’s prime minister wrote a letter to Mustafa Kemal Pasha, (founder of Republic of Turkey and then-) Turkish parliament speaker, saying, 'Send me soldiers, weapons and ammunition',” Demirer related.

“The (Armenian) Dashnaks – who had decided to betray the Turks seven years earlier, colluded with the enemy, and caused the occupation of eastern Anatolia – then seven years later asked the Turks for help against the Russians.”

Calling the genocide allegations a fever swamp, Demirer said today nearly 2 billion out of the world’s approximately 8 billion people live in predominantly Christian counties.

"We have been unable explain to Christian countries the invalidity of the Christian Armenians’ genocide claims against Muslim Turks. Because of this, 31 countries and the Vatican took decisions against us,” he said.

He stressed that Turkey needs to refute the genocide claims by preparing short, simple, proactive theses, rather than take a defensive position, adding that the use of English and Spanish to communicate is important.

Turkish security authorities nabbed 41 people as they were attempting to cross into Syria and Greece illegally, the National Defense Ministry said on Sunday.

The ministry said in a written statement that among them were two people affiliated with the Fetullah Terrorist Organization (FETO), the group behind the 2016 defeated coup in Turkey, the PKK terror group, and a member of a radical terror group, who was hunted internationally with red notice.

FETO and its US-based leader Fetullah Gulen orchestrated the defeated coup of July 15, 2016, in which 251 people were martyred and 2,734 injured.

Ankara also accuses FETO of being behind a long-running campaign to overthrow the state through the infiltration of Turkish institutions, particularly the military, police, and judiciary.

A slowdown in coronavirus infections continues in Nigeria as it reported on Sunday 51 new cases and no deaths – the 12th consecutive day with zero fatalities.

The new numbers pushed the overall caseload to 164,684 including 2,061 related deaths and 154,687 recoveries in 36 states and the Federal Capital Territory, according to the Nigeria Centre for Disease Control.

Over 1.87 million COVID-19 tests have been conducted since Feb. 27, 2020, it said, advising Nigerians to disinfect surfaces at homes, shops, churches, mosques and offices regularly to prevent the spread of the virus in their communities.

“Take responsibility to protect yourself, loved ones, customers, employees and society from infections such as COVID-19."

As many as 1.167 million Nigerians have so far been vaccinated against the disease, according to the National Primary Health Care Development Agency./aa

Kuwait has approved four vaccines to be included in the "Corona" passport, in case it is approved. According to the sources, there are currently only 4 vaccines approved in Kuwait ie Pfizer / Biontec - AstraZeneca / Oxford - Moderna - Johnson & Johnson, while the DGCA will be notified of updates to the list of approved vaccines.

Any exemptions and facilities granted to recipients of vaccines, such as exempted from institutional quarantine, whether the vaccination is done in the State of Kuwait or abroad, will be applicable to those who received the above four vaccines.

Meanwhile, the Information Systems Department at the Ministry of Health launched the “Immune” application to view and download certificates of vaccination against the Corona virus, whereby anyone who received the two doses through this application can download vaccination certificates, as well as view the vaccination status of the vaccine recipient, its data and the information recorded in it. As it will facilitate proof of vaccination and its use to enter facilities that may require proof of vaccination for entry or travel in the future.

The Undersecretary of the Ministry of Health, Dr. Mustafa Reda stated those who are vaccinated will be exempted from institutional quarantine and are satisfied with only home quarantine for those arrivals who have been vaccinated by state approved vaccines such as Pfizer Bionic, AstraZeneca Oxford, Moderna, and Johnson and Johnson which are currently being used to vaccine citizens and expats in the country. 

This is in accordance with the Cabinet resolution issued on March 22nd, 2021 on below conditions.

1- Those who have been vaccinated with one dose of one of the vaccines approved in Kuwait, and more than five weeks have passed.

2- Those who have been vaccinated with two doses of one of the vaccines approved in Kuwait, and more than two weeks have passed since after taking the second dose.
 
3- Those who recovered from infection with the Coronavirus and have received one dose of one of the vaccines approved in Kuwait, and more than two weeks have passed.

Vaccination certificates will be valid for those who have taken doses approved in Kuwait which will facilitate entry of expats into the country. PCR test for Covid 19, 72 hours before arrival, upon arrival, and after the home quarantine period will be mandatory, reports Al Qabas. Kuwaiti citizens and first degree relatives (husband, wife and children) along with domestic workers will be allowed to enter the country directly.

Reopening of commercial aviation with banned countries will be allowed with partial opening in the beginning for the benefit of certain groups and for students, reports Al Anba. There has been request to open direct flights with the United Kingdom .

Earlier the Cabinet decided on Friday to suspend all direct commercial flights with India, until further notice, due to the grave health condition in the republic. The Government Communication Center account on Twitter stated that the decision thus stipulates a “ban of entry to Indian nationals to the country, namely those that are coming from the Republic, whether coming directly or through other countries, unless they reside outside of the Republic for at least 14 days, and until further notice.” The decision came after India announced Thursday, that it had detected 314,835 new confirmed cases and 2,104 deaths from Covid-19 virus, thus registering a new daily record for the pandemic. The decision also comes due to challenges facing the health sector there, and due to a shortage in oxygen supplies and vaccines./agencies

Mohammad Shahidul Islam, a senior official of a private company in Bangladesh’s port city of Chittagong, received his first dose of a coronavirus vaccine on Feb. 23 and the second on April 20.

But he is nervous about inoculations for the rest of his family.

“I am in tension whether I will be able to vaccinate my family members as we are currently importing vaccines only from India and the country recently declared it will not export vaccines,” Islam told Anadolu Agency.

Another private job holder in the capital Dhaka, Kamrul Islam said he was scheduled for his second dose on May 3. “I am confused whether I will get the second jab timely.”

The South Asian country of 165 million managed to get 10.2 million doses of the Oxford/AstraZeneca vaccine from neighboring Serum Institute of India where it is manufactured as Covishield.

Bangladesh signed a deal with India on Dec. 13 to purchase 30 million doses of Covishield on an installment basis.

But until now, Dhaka has received 7 million doses in two installments while Delhi has sent 3.2 million as a gift.

As of Tuesday, nearly 7.6 million residents of the delta nation have received vaccine shots. So the country has just 2.6 doses in stock, according to data by the government’s Directorate General of Health Services.

Until Thursday, nearly 7.2 million people have registered for inoculation, meaning the government needs at least 14.4 million doses to fulfill the registered requirement of two doses to complete the course. The government presently has a shortage of 4.2 million doses.

Tension rises regarding Indian restrictions

Meanwhile, tensions are mounting in Bangladesh though authorities assured residents that there would be no crisis of vaccines as it has multiple sources, including China and Russia.

The Chinese Embassy in Dhaka on Tuesday issued a letter to the Bangladeshi Health Ministry, requesting “authorization of emergency use and letter of commitment for receipt of 500,000 Chinese government’s gift vaccines.”

The letter signed by Chinese Ambassador in Dhaka Li Jiming, however, did not mention any particular date to release the installment.

“I have already instructed to receive the Chinese vaccines and ordered to return the letter of authorization immediately,” said Health Minister Zahid Maleque. “We will give a positive reply to them [China] within one or two days.”

Foreign Minister AK Abdul Momen also confirmed to the media that on condition of not disclosing the formula, Bangladesh signed an agreement with Russia to locally manufacture its Sputnik V vaccine.

Momen has not specified a date to start the process and how much time it would take for final production.

Stock to run out by early May

On average, more than 16,000 residents apply for vaccines daily, according to the latest report by the Health Ministry. And more than 150,000 receive a vaccine jab every day.

If the vaccination campaign continues at the current rate, the stock of vaccines will be finished by the first week of May.

Bangladesh, now passing through a worsening second wave of the pandemic with nearly 100 daily casualties, must resume contractual shipments with the remaining 23 million jabs from India.

A total of 10,781 people have died from the virus while infections stand at 736,074, according to the government’s latest health report issued late Thursday.

Due to the rapid escalation of the pandemic in India, it has decided to first prioritize local needs in its vaccination campaign before exporting vaccines.

Serum Institute of India CEO Adar Poonawalla, in an exclusive interview with a news outlet on Wednesday, vowed not to export vaccines until June-July.

Confusion about effectiveness of different brands

Doctors have expressed confusion about the effectiveness of different brands of vaccines on the same patient.

“As Bangladesh must need a new supply of vaccines by early May, it will be challenging for the country to meet the need by this short time,” Nahidujjaman Sajjad, a doctor in a private hospital in Dhaka, told Anadolu Agency.

He warned of the effectiveness of different brands on the same person.

“If Bangladesh is finally able to get vaccines from alternative sources, it means that a huge number of people who have already taken the Oxford/AstraZeneca vaccine as a first dose have to take the second dose from another brand,” he said.

“So far I know till the date there is no study about the effectiveness of cross-massing vaccines in a single person,” Sajjad said, adding that without any concrete study, it would not be wise to inoculate one person with different brands.

Underlining the accepted three-month timeframe for taking a second dose, he added: “If the government fails to get vaccines timely, there is a risk that a huge number of people will have to take the second dose late.”

“So it should be wise for Bangladesh to immediately contact India from the highest level of government for releasing the rest of installments so that people can take both doses from the same brand,” he said.

Referring to irregularities and mismanagement at the ministry level, Md. Ehteshamul Huq Choudhury, secretary-general of the Bangladesh Medical Association, however, said that a big country like India needs billions of doses of vaccines.

“So it is not tougher for them to release the contractual installments of vaccines to Bangladesh if Dhaka contacts Delhi more closely,” said Choudhury./aa
