Kuwait is planning to build a large fun city on its Northern coast comprising restaurants, shops, sport centres, amusement facilities for children and camping services, a local newspaper reported on Tuesday. 

Apple introduced a range of new iPhone 14 models capable of sending a call for help via satellite during an emergency, as well as crash-detection ability and an adventure-focused Ultra Watch.

The iPhone 14 models will test Apple’s ability to wring dollars from its relatively affluent customer base, which has kept spending in the face of rising inflation but is not immune to a weakening economy.

The iPhone 14 will start at $799 and the iPhone Plus at $899 and both will be available for pre-order starting Sept. 9.

Apple said it put together a system that will work with emergency responders during emergencies in remote areas. It also said that in some situations, users will be able to use its FindMy app to share their location via satellite when they have no other connectivity.

Globalstar said in a filing that it will be the satellite operator for Apple’s emergency SOS service. Globalstar’s stock fell about 16% on Wednesday before being halted ahead of the announcement of the Apple deal. The stock has gained about 50% year to date.

Other companies are working on similar functions. SpaceX founder Elon Musk said last month it is working with T-Mobile to use its Starlink satellites to connect phones directly to the internet.

Apple’s iPhone 14 Plus model will have a larger screen like Apple’s iPhone Pro models but an A15 processor chip like the previous iPhone 13.

Two Kuwaiti state bodies on Wednesday said they support a demand by Gulf Cooperation Council member countries for US streaming giant Netflix to remove content they deem “offensive” and an affront to Islamic social values. Kuwait will “closely monitor” how compliant Netflix will be with the Gulf Cooperation Council’s request, according to a joint statement by the Information Ministry and the Communication and Information Technology Regulatory Authority. Italian energy group Eni said on Wednesday it had agreed to acquire BP’s BP.L business in Algeria, including two major gas fields.

Eni said it would take BP’s stakes in the In Salah and In Amenas gas fields in southern Algeria, confirming what sources had told Reuters earlier this year.

Together with the new contracts of Berkine South and Block 404/208 recently signed, Wednesday’s move creates new and synergic development opportunities, mainly focused on increasing gas production, Eni said.

CEO Claudio Descalzi travelled to Algeria together with top Italian government officials earlier this year to sign contracts to increase Algeria’s exports of gas to Italy as it looks to replace Russian supply.

Eni holds long-term gas contracts with state-owned energy giant Sonatrach and has historic ties with Algeria.

Libyan authorities on Wednesday exhumed six bodies from a mass grave in the city of Tarhuna, south of the capital Tripoli. 

In a statement, the General Authority for Research and Identification of Missing Persons said the corpses were found in a landfill site in the city.

According to the statement, forensic teams are examining the bodies to determine their identity.

Discoveries of mass graves are common in war-torn Libya, especially in Tarhuna city, a former stronghold for warlord Khalifa Haftar.

According to Libyan official sources, Haftar’s forces and affiliated militias committed war crimes and acts of genocide in the period between April 2019 and June 2020.  

New York, September 7, 2022–Tunisian authorities must immediately and unconditionally release journalist Ghassen Ben Khelifa and cease detaining members of the press on vague national security grounds, the Committee to Protect Journalists said Wednesday.

On Tuesday, September 6, state security officers arrested Ben Khelifa, editor-in-chief of the local independent newspaper Inhiyez, at his home in Tunis, after raiding his home and confiscating his laptops and electronic devices, according to news reports.

On Wednesday, Tunisia’s counterterrorism authorities accused the journalist of terrorism-related offenses, but did not disclose the specific reason for his arrest, according to news reports and Khawla Chabbeh, coordinator of the documentation and monitoring unit of the National Syndicate of Tunisian Journalists, a local trade union, who spoke to CPJ via messaging app.

Authorities ordered Ben Khelifa to be held in pretrial detention for five days, after which his detention could continue to be renewed, according to those reports and Chabbeh.

“By arresting journalist Ghassen Ben Khelifa on vague terrorism allegations, Tunisian President Kais Saied’s government is once again demonstrating its dedication to cracking down on the free press,” said CPJ Middle East and North Africa Program Coordinator Sherif Mansour. “Tunisian authorities must immediately and unconditionally release Ben Khelifa and ensure that journalists can do their work without fear of detention.”

Ben Khelifa covers local politics and writes political features for Inhyiez, according to CPJ’s review of his work. Most recently, he published an opinion article criticizing the country’s July constitutional referendum, saying it was too vague and did not match the needs of people in the country.

Ben Khelifa is also a human rights advocate and writes about such issues on his Facebook page, where he has about 10,000 followers.

A video is circulating online of a 15-year-old begging for his life as a gunman fires an empty rifle at him and asks him for money.

According to AP, the boy is Mazen Adam, a refugee from Darfur in Sudan who was kidnapped last week for ransom by armed gunmen in Libya.

In the video, reportedly sent to Mazen's father Adam from someone who had seen it on a WhatsApp group, the gunmen ask for $1,000 in exchange for his freedom.

Three days after the video spread on social media Mazen's father was also taken from his home by gunmen.

Mazen's father, Adam, told AP that in January he and his family were rounded up by Libyan authorities and held for three months in a detention centre where they were abused and guards burned their belongings.

Adam and his four children had moved to Libya in 2017 after the children's mother died amid violence in Darfur.

The video is a stark example of how refugees are mistreated in Libya, an issue highlighted by human rights groups for years.

Many refugees pass through Libya as a transit point to reach Europe and are often picked up by authorities or the coast guard as they try to escape and returned to the country.

In 2016 the EU began assisting the Libyan coast guard to patrol the central Mediterranean and return refugees to Libya.

Refugees in Libya have been arbitrarily detained, tortured, raped, sexually abused and forced into labour – serious abuse which makes their return unlawful.

The International Organisation for Migration (IOM) has estimated that roughly half a million sub-Saharan African migrants are in Libya, unable to escape, and at risk of exploitation by armed groups and authorities.

In 2016 the capital Tripoli was labelled the "capital of kidnappers" after two victims of families unable to pay the ransom, one a 14-year-old girl, were killed.

Around the same time a 65-year-old man was tortured and hanged after his family could not pay the half a million-dollar ransom. There were similar stories of kidnaps for ransoms all over the country.

Migrants have always been at risk of violence and trafficking in Libya, but it has worsened since the 2011 overthrow of Muammar Gaddafi and the power vacuum, economic crisis and circulation of weapons that followed.

A local government's decision in August to shut down 34 schools in India's northeastern state — after none of their students passed a critical exam this year necessary to receive a graduation certificate — has been termed by critics as "illogical" and "senseless."

Hundreds of thousands of students from schools in the state of Assam sat for the High School Leaving Certificate exam. More than 1,000 students, from the 34 schools that were shut down, failed the exam.

Although parents and teachers blamed the inconveniences faced by the students during COVID-19 lockdowns for the poor results, the Assam government chose to close down the 34 schools — which are mostly located in rural areas — and send all students to better-performing schools in the neighboring areas.

"It is the primary duty of schools to impart education to children. If a school fails to perform this duty and students fail the crucial exam like HSLC, it is pointless to keep running the school," Assam's education minister Ranoj Pegu said.

"The government cannot spend taxpayer's money for schools with zero success record."

The performance of some 2,500 other schools is also being assessed, and more schools are likely to be closed for what the government insists are "performance-related reasons," several sources said.

Teachers and education activists blamed the poor infrastructure of the government schools in Assam as the root cause of the crisis.

"By shutting down the schools the government is handing out a collective punishment to the students and teachers. They should have rather conducted a survey in all government schools to find out why exactly the students performed badly," Bhupen Sarma a teacher and educationist in Assam told VOA.

"Following the survey, with the help from expert agencies, the government should have adopted policies to improve the infrastructure in those schools."

In the past six years, 6,000 government elementary schools — where first through fifth grade students usually study — have also been closed by the government in Assam.

In most cases those schools were closed because very few students were attending, the government said.

Sarma said "poor infrastructure" in those elementary schools was the main factor that led to their closure.

"Some of those schools had no teacher at all. Others had only one teacher in each school, for students of five different classes [grades]," Sarma said. "Since the government kept the infrastructure of those elementary schools in very poor shape, most families avoided sending their children to those schools, and finally the government closed down those 6,000 schools."

During the COVID-19 lockdowns, course work for many students, mostly in rural areas, were disrupted and it was one of the reasons why the students of those 34 schools performed poorly in the HSLC exam, Sarma added.

"The government [public] high schools in Assam's rural areas often have a lack of teachers. This factor might have also contributed to the failure of the students in the HSLC exams. Instead of taking steps like finding out the reasons behind the students' failure in the exams and addressing those faults, they took a senseless decision to close down the schools," he said.

Recently, after the government responded to a Right to Information application, from some activists, it became known that in Assam there were 3,221 schools, each having only one teacher and 341 of them had no teacher at all.

Souvik Ghoshal, a high school teacher in the neighboring state of West Bengal said that during the COVID-19 lockdowns many students across the country could not study well, which might have been an important reason behind the failure of the students in the Assam schools.

"Most of the poor and lower middle-class families send their children to government schools in India. During the COVID-19 lockdowns, almost all schools switched to the online mode, most of the children in the government schools — especially in rural areas — could not afford to have their smart phones that they needed to attend the online classes," Ghoshal told the VOA.

"Some, despite having smartphones in their families, could not arrange money to pay for the Internet services. Only a small section of the government school students could regularly attend the online classes during the lockdowns."

A survey conducted last year by a group of educationists across over 15 Indian states, including Assam, indicated that during the COVID-19 lockdowns only 24% students in urban areas had attended the online classes regularly. And, in the rural areas, just 8% of the students had regular access to online classes.

Mahmud Hossain, a teacher in Assam's Barpeta district, blamed a shortage of teachers as the biggest reason for the poor performance of the students in Assam.

"Most teachers happen to be posted in urban areas. The crisis of teachers is more acute in rural areas. This is why the students in rural areas are performing badly in exams," Hossain told VOA.

As per India's National Education Policy 2020, every school should ensure that the pupil-teacher ratio, there is below 30:1. In areas with large numbers of socially and economically disadvantaged students the PTR should be under 25:1, according to the policy.

Across socioeconomically disadvantaged rural areas of Assam' schools, the PTR is as dismal as 150:1, Sarma said.

"Over 70% of the elementary to high school standard students in Assam study in government schools — they cannot go to private schools where the educational infrastructure is better," Sharma said.

"The government has to upgrade the infrastructure of the government schools if they want the students to perform well."

Mozambique’s president said Islamist militants in the country’s northern Nampula province have killed six people, all by beheading, and abducted three others. The Islamist militant movement in northern Mozambique is spreading to new territory despite efforts by government and regional forces to contain it.

Speaking live on national radio Wednesday from the southern Gaza province, President Filipe Jacinto Nyusi confirmed the beheadings and abductions and said dozens of houses were set on fire on Tuesday.

This was the third terrorist attack within five days in Nampula province, where the incidents are creating a new wave of displaced people, though authorities do not have exact numbers.

The president said the militants were attempting to bolster their numbers. He said the militants tried to recruit new members in Nampula province but were unsuccessful.

“Hence, their nervousness,” the president said in Portuguese. “They are very nervous.”

On Friday night, militants attacked the village of Kutua, in the district of Eráti. On Sunday, they attacked the village of Naminhanha, also in the Memba district.

In his speech, Nyusi said Mozambique’s defense and security forces, with the support of troops from Rwanda and the regional bloc SADC, are fighting the militants.

The president said Mozambican forces recently recaptured a terrorist base.

He said defense and security forces took over Katupha base in Ancuabe district in Cabo Delgado province. The terrorist base is where terrorists had taken refuge after being displaced in towns and villages now under the responsibility of government authorities.

Nyusi added that finding the militants is difficult because many are hiding in a dense forest.

With the worsening of the terrorist wave in Cabo Delgado in recent years, many residents have fled to Nampula, looking for a safe and peaceful place to live.
