The International Court of Justice (ICJ) announced on Tuesday that it would start the first hearing of a trial against Russia over its war with Ukraine on March 7.

The top UN court will launch the two-day public hearings in the case filed by Ukraine alleging that Moscow violated the 1948 Genocide Convention, said an ICJ statement.

Due to coronavirus, the hearing will be held in a hybrid format, it added.

On Sunday, Ukrainian President Volodymyr Zelenskyy announced Kyiv's application to the ICJ for Moscow to "be held accountable for manipulating the notion of genocide to justify aggression."

"We request an urgent decision ordering Russia to cease military activity now and expect trials to start next week," Zelenskyy said on Twitter.

In a later statement, the court confirmed Ukraine's application proceedings against Russia, requesting it indicate "provisional measures."

It added that Ukraine's application was related to the "interpretation, application and fulfillment of the 1948 Convention on the Prevention and Punishment of the Crime of Genocide."

In the application, Ukraine accused Russia of "planning acts of genocide in Ukraine" and "intentionally killing and inflicting serious injury on members of the Ukrainian nationality."

Since Russian began its war on Ukraine last Thursday, it has been met by outrage from the international community, with the EU, UK, Canada, Japan, and the US implementing a range of economic sanctions on Moscow.

At least 136 civilians, including 13 children, have been killed and 400 others, including 26 children, injured in Ukraine, according to UN figures.

Around 660,000 people have fled Ukraine to neighboring countries, the international body said Tuesday./aa

An International Criminal Court (ICC) prosecutor on Monday said he will open an investigation into the situation in Ukraine.

“Today, I wish to announce that I have decided to proceed with opening an investigation into the Situation in Ukraine, as rapidly as possible,” Karim A.A. Khan said in a statement.

Khan said that according to the preliminary examination of the situation in Ukraine, “there is a reasonable basis to proceed with opening an investigation.”

“I am satisfied that there is a reasonable basis to believe that both alleged war crimes and crimes against humanity have been committed in Ukraine in relation to the events already assessed during the preliminary examination,” he added.

Khan also called for support of international community and all State Parties as his office “sets about its investigations.”

“I will be calling for additional budgetary support, for voluntary contributions to support all our situations, and for the loan of gratis personnel. The importance and urgency of our mission is too serious to be held hostage to lack of means,” he said.

“I will continue to closely follow developments on the ground in Ukraine, and again call for restraint and strict adherence to the applicable rules of international humanitarian law,” Khan added.

On Tuesday, the Moscow Exchange (MOEX) will continue its suspension on trading.

According to a written MOEX statement late Monday, markets transactions will remain suspended on March 1 due to the "current situation," referring to Russia’s war on Ukraine, which began last week.

UEFA on Monday canceled its partnership with Russian gas company Gazprom in protest of the Russian war on Ukraine.

"UEFA has today decided to end its partnership with Gazprom across all competitions," European football's governing body said in a statement.

"The decision is effective immediately and covers all existing agreements including the UEFA Champions League, UEFA national team competitions and UEFA EURO 2024," it added.

Earlier Monday, German football club Schalke 04 did the same.

In addition to Schalke, Gazprom has so far sponsored the UEFA Champions League, UEFA National Team Football such as the EURO 2020, and UEFA Super Cup.

The company is the current sponsor of Russian football club Zenit St Petersburg, whose home field is Gazprom Arena.

Serbia is ready to accept refugees from Ukraine, the country's refugee and migrants authority said on Monday.

The Commissariat for Refugees and Migrants declared that it would do everything to accept those who need help in cooperation with other state bodies, international organizations, and partners.

Meanwhile, the Red Cross of Serbia opened a bank account for donations to help Ukrainians, with the commissariat saying it has facilities ready to accept refugees from Ukraine if needed.

In a statement, the Red Cross said it was deeply concerned about the serious humanitarian consequences of the escalating conflict in Ukraine.

Separately, Montenegro's Red Cross said some Ukrainian refugees had already arrived.

Some Ukrainian refugees also began arriving in Croatia over the weekend.

Croatia announced it could currently provide for 3,500 people from Ukraine, with plans being made to accommodate 17,000.

Top regulatory authorities governing global and European football have suspended Russian clubs and national teams from international games amid the Russia-Ukraine war.

"All Russian clubs and national teams are suspended from participation in both FIFA and UEFA competitions until further notice," the Union of European Football Associations (UEFA) said in a statement on Monday.

It said that the International Federation of Association Football (FIFA) and UEFA took a joint decision as they suspended all Russian teams' participation in international football competitions until further notice.

"Football is fully united here and in full solidarity with all the people affected in Ukraine," UEFA added.

Children at Ukraine's largest specialized child hospital have nothing but to bear the high cost of the ongoing war in the country.

Child patients at the Okhmatdyt Children's Hospital in the capital Kyiv since the start of Russia's war against Ukraine are forced to spend most of their days in the underground shelters and basements, sleeping on the floors in narrow corridors, as bombardment warning siren sounds became almost constant in the city.

Volodymyr Jovmir, director of children's hospital, told Anadolu Agency that with the war, they were forced to reduce the number of patients to 200 while in ordinary days, the hospital was able to receive over 600 patients.

"Now there are about 200 and there are those patients who cannot survive without medical service, that is, those who need medicines, medical equipment, medical workers," he said.

He emphasized that the hospital also accepts "urgent patients," those who need emergency care.

"But the number of these patients has sharply decreased due to hostilities. People can't get there. There is war all around, there are air raid alerts, and you see shooting in the streets. The war is terrible, and if you ask how to help us, please stop the war, that is, do it from the outside (of Ukraine) so that the aggression stops so that they (Russia) don't shoot here so that we don't get bombed," said Jovmir.

He went on to say that the hospital recently received four children with injuries from bullets and shrapnel wounds.

'Humanitarian catastrophe'

Saddened that the journalists only asked him about the bullet wounds, Jovmir said: "In my opinion, now there is a big humanitarian catastrophe over Ukraine because children with ordinary appendicitis cannot get help."

"Children who need insulin cannot get help either. We don't have formula either for the babies who need breast milk whose mothers do not have breast milk. And there are actually a lot of such problems," he added.

Jovmir hailed the press members for "not being afraid" and visiting the hospital, adding that "they see it all and they do everything possible to stop the war."

"I ask the whole world to stop this war. I ask you to make sure that Russia does not have the opportunity to bomb our cities, bomb residential areas, and make it so that we, doctors, are not being able to help children.

"The biggest drawback (in our hospital) is the lack of peace. Because if there's an alarm going on and the operating room is on the 6th floor, how can medics help during a shelling? In theory, they should drop everything and run downstairs (to the basement or shelter). How can they then forget about babies? Or children who are in intensive care and need artificial ventilation and oxygen, what about them?"

Jovmir underlined that only the main hospital rooms have necessary conditions "that allow this child to survive.

"Therefore, medical volunteers remain with such children (during bombardment). They risk their lives, but they do everything possible to keep the children alive," he said.

Operation of hospital under martial law

Oleg Godik, a pediatric surgeon and an associate professor at the hospital, said they have been working tense for the past five days since the start of Russian aggression.

"From the first hour of the war, we opened a hospital here, understanding the strategic direction and strategic location of our children's clinic. We have decided that we do as much as possible to provide assistance to both the civilian population and our military, to support them," he said.
"We have been open to everyone since the first hour of the war. Today, we help everyone. Patients were intensively received for the first two days, these were wounded people. Unfortunately, these were children who were shot in the street. There was a family that was driving a car and they were shot. We accepted all the children, unfortunately, one child died," Godik added.

Godik highlighted that they are currently operating "as normal as possible."

"The day before, we received our first patient, whose entire car was shot in the same way. He is the only one who survived. He had a mine-shrapnel injury to the neck and was bleeding. Now, he is in intensive care, in critical condition. (Previously wounded) five people are stable. We are taking care of them," he added.

The surgeon also thanked everyone for supporting Ukraine.

"We will stand to the end. We are the country that does not retreat, and, as you can see, our military doctors are standing here and we will stand here because this is our land," he said.

Godik noted that the hospital does not need anything and is fully provided with all required things.

"We received everything we needed during the first hours of operation of the hospital under martial law thanks to our administration. The (city) administration is carrying out logistical work and everything is stable with us. Everything is fine. We are working. Glory to Ukraine," he concluded./aa

Borrell said he will be visiting Moldova to meet Ukrainians who fled the war. "But Moldova is mainly one of the countries in which we believe that the Russian pressure can increase in the coming days," he added.

Russian President Vladimir Putin signed a decree on Monday restricting certain currency transactions in a bid to ease the effects of Western sanctions in the wake of the war with Ukraine.

As of Tuesday, residents will be prohibited from transferring currency outside the country under loan agreements or via electronic money transfer services, according to the decree.

It also obliges exporters to sell 80% of all foreign currency revenue they received as of Jan. 1 within three working days to designated accounts.
