Oil prices spiked to new highs over mounting fears of supply disruptions amid sanctions targeting the Russian economy after it invaded Ukraine and despite a coordinated move by oil-producing countries to bolster market supply.

International benchmark Brent crude was trading at $110.75 per barrel at 0706 GMT for a 5.5% gain after closing the previous session at $104.97 a barrel.

American benchmark West Texas Intermediate (WTI) traded at $109.19 per barrel at the same time for a 5.6% increase after the previous session closed at $103.41 a barrel.

The rapid surge in prices started after Moscow recognized Ukraine's breakaway regions of Donetsk and Luhansk.

Tension further accelerated as Russia proceeded with its aggression and invaded the country, after which talks between Russia and Ukraine on the Belarus border failed to reach a successful outcome.

The Russian intervention was met by an outcry from the international community last week, with the European Union, the UK and US implementing a range of economic sanctions against the Kremlin.

Russia has been further isolated as its airlines have been banned from traveling in European airspace and a number of its banks have been kicked out of the SWIFT international banking system.

Fears of possible supply disruptions already intensified and pushed prices up to $105 a barrel. Meanwhile, some big oil companies decided to exit or divest their assets in Russia, fueling supply fears and propelling prices to $111 a barrel.

ExxonMobil, bp, Shell and Equinor announced their exit plans from joint ventures and projects in Russia, and TotalEnergies also agreed to no longer invest in new projects in the country.

The growing market uncertainty ahead of the meeting of the OPEC+ group on Wednesday is putting additional upward pressure on prices.

To provide some market relief, ministers from International Energy Agency (IEA) member countries agreed to release 60 million barrels of oil from storage “to send a unified and strong message to global oil markets that there will be no shortfall in supplies as a result of Russia’s invasion of Ukraine.'

The ministers noted that Russia's invasion comes amid an already-tight global oil market, increased price volatility, the lowest commercial inventories since 2014, and the limited ability of producers to provide additional supply in the short term.

The announcement of an initial release of 60 million barrels, or 4% of IEA members' emergency stockpiles of 1.5 billion barrels, is equivalent to 2 million barrels a day for 30 days.

The coordinated drawdown is the fourth in the history of the IEA since its formation in 1974. Previous collective action was taken in 2011, 2005 and 1991.

-Venezuelan oil is alternative to Russian oil

Randall Mohammed, a financial representative of US-based Northwestern Mutual and energy market commentator, said the oil majors’ departure of Russia “would negatively impact the market.” This comes at a time when, according to the former secretary-general of OPEC Mohammed Barkindo, the oil industry already needs $500 billion of investment to boost production.

'Whether those Russian NOCs (National Oil Companies) can fill the gap, I'm not certain, but no doubt a significant challenge,' he said.

Mohammed suggested that US-sanctioned Venezuela, which he said sits on the largest reserves of 300 billion barrels, could replace Russian imports to the US, the refineries of which are engineered to process heavier sour crudes that Venezuela typically supplies.

Putting more supply pressure on the market, the American Petroleum Institute (API) announced late Tuesday its estimate of a fall of 6.1 million barrels in US crude oil inventories, compared to the market expectation of a rise of 2.8 million barrels./aa

Amid growing international anger over Russia's war on Ukraine, economic sanctions have again become a favorite measure of leaders working to discourage war, including one particular banking mechanism that recently made headlines.

"I will not be diplomatic on this. Everyone who now doubts whether Russia should be banned from SWIFT has to understand that the blood of innocent Ukrainian men, women and children will be on their hands too. Ban Russia from SWIFT."

As can be clearly understood from the words of Ukraine's Foreign Minister Dmytro Kuleba, this SWIFT money transactions tool – standing for Society for Worldwide Interbank Financial Communications – has moved quickly to the heart of the sanctions debate, suggesting a possible full ban on Russian access to the international banking system.

Taking a step in this direction, the US, European Union, Britain, and Canada last weekend unveiled new sanctions, including blocking certain Russian lenders' access to the SWIFT international payment system.

 ‘Emphasis on SWIFT a bit misplaced’

But according to Daniel Treisman, a UCLA political scientist and founder/director of the Russia Political Insight Project, the stress on restricting access to SWIFT may be a lot of ado about nothing much.

"The SWIFT system is essentially a messaging system by which banks communicate about monetary transfers, rather than the system that actually makes the transfers," he told Anadolu Agency.

Although denying access to SWIFT creates problems for banks in the short run, in principle it is not so hard to work around these hurdles, he said.

"Russia has already created its own substitute system, which has been working for internal transactions and could potentially be extended to international transactions," he explained, referring to the System for Transfer of Financial Messages (SPFS), founded by Moscow in 2014.

"So I think the emphasis on SWIFT is a little misplaced."

Blocking particular banks, as the US has done for instance to state-controlled VTB, Russia’s second-largest bank, prevents them not just from communicating but from making transfers in foreign currencies.

According to Treisman, in fact the most serious elements in the recent package of sanctions are those aimed at the Bank of Russia, the country’s central bank.

These sanctions would entail "freezing the assets of Russia’s central bank in foreign deposits and bonds,” he said, calling it a step “that would immobilize a big part of Russia’s more than $630 billion in currency and gold reserves."

Hole in sanctions

Barry Eichengreen, an economist at the University of California, Berkeley, said cutting Russian banks off from SWIFT and prohibiting US and euro area banks from doing business in Russia could significantly strain the Russian economy.

"Not all Russian banks are barred from SWIFT, and not all financial transfers to and from Russian firms are prohibited, at least as yet," he said. "Payment from Western Europe to Russian natural gas exporters is still being made, and the banks and firms most intimately involved in the energy business have been exempted so far."

"That's a hole in the sanctions that will have to be closed, and closing it will be painful for both sides," he warned.

Freezing the foreign exchange reserves of the Russian central bank would prevent it from intervening to stabilize the ruble and from otherwise lending dollars and euros to companies in need, he said.

But the bank “has been moving its reserves from foreign central and commercial banks to the Bank for International Settlements, where they likely will continue to be freely available," he said, referring to a Swiss-based international financial institution owned by a number of central banks. "You can see this movement in recent IMF data."

According to Eichengreen, sanctions can't stop Russian President Vladimir Putin from seeking to take over Ukraine but they can make it more painful for him to do so, encouraging internal opposition to his military adventure.

"So he may ponder a way of limiting his ambitions and declaring victory at the same time. What form those more limited ambitions might take is too early to say."

Can sanctions sway Russia?

Western sanctions will not make Russia change course, according to Kremlin spokesperson Dmitry Peskov.

"The US are fans of sanctions, and the adherence to this practice has spread on to Europe. They probably believe they can persuade us to change our position by means of sanctions. Evidently, this is impossible," Peskov told reporters on Tuesday.

"This is not the first such statement. And yes, the aggressive actions against our country are of an ultra-concentrated nature now. But these actions have taken place before, too," Peskov added.

Russia has been facing Western sanctions since 2014, when it illegally took over Ukraine’s Crimea Peninsula, and as a result, many in the international community question sanctions’ effectiveness in changing Moscow’s behavior.

"I think the sanctions we've had in the last eight years haven't really proven to have worked," Nicholas Mulder, a Cornell University historian who has researched sanctions, told US public media outlet NPR.

According to Mulder, Russia appears to have taken measures to prepare for sanctions and seems to be "better prepared for an initial economic disruption than they were eight years ago."

US President Joe Biden might have better luck changing Russia's behavior by easing sanctions instead of ramping them up, Mulder has argued.

Despite the many doubts about their effectiveness, world leaders have been in favor of using such economic sanctions as a deterrent, rather than going to war.

And if they cannot dissuade Russia from continuing its war in Ukraine, perhaps at least they can help avoid the outbreak of World War III./aa

The UN Refugee Agency, UNHCR, expressed dismay Tuesday over reports that foreigners fleeing Ukraine amid its war with Russia are experiencing mistreatment and pleaded for more humanity and compassion for non-Europeans and refugees from other nations.

The UN High Commissioner for Refugees Filippo Grandi told journalists that 677,000 people had fled Ukraine since Russia launched its war there on Feb. 24.

Grandi also spoke out about reports that have emerged of discrimination against non-Ukrainian or non-European refugees at some entry points and people's reference to them using discriminatory or racist terminology.

He quoted UN Secretary-General Antonio Guterres as saying that "there should be absolutely no discrimination between Ukrainians and non-Ukrainians, Europeans and non-Europeans," as all are at risk.

Leaders from the African Union Commission had stated Monday that they are closely following developments in Ukraine and are disturbed by reports that Africans on the Ukrainian side of the border are being refused the right to cross to safety.

Reports had emerged that refugees from countries such as Nigeria, Tanzania and Afghanistan who tried to enter Poland from Ukraine faced being sent back.

The Polish prime minister's office said such accusations were "misinformation" and that refugees from Ukraine were being admitted to Poland regardless of their nationality.

The Arab and Middle Eastern Journalists Association (AMEJA) had also called on news outlets to be mindful of implicit and explicit bias in their war coverage of Ukraine.

It said it had tracked racist news coverage that ascribed more importance to some war victims than others in recent days.

It cited a Feb. 26 CBS News segment in which correspondent Charlie D'Agata commented: "But this isn't a place, with all due respect, like Iraq or Afghanistan, that has seen conflict raging for decades. This is a relatively civilized, relatively European — I have to choose those words carefully, too — city, one where you wouldn't expect that or hope that it's going to happen."

UNHCR spokeswoman Shabia Mantoo was asked to comment at a UN press conference.

Answering questions from Anadolu Agency, Mantoo said: "No one wants to leave their home forcibly and have to flee in search of safety.”

"It's really tragic for refugees from Ukraine, refugees from Afghanistan, Syria, and other countries as well. We have to remember that they're all human.”

She emphasized that hate speech can endanger refugees' lives.

"It doesn't matter what their (refugees') identity is or where they come from. Let's be a little more humane and compassionate," she said.

Liz Throssell, the spokeswoman for the office of the UN High Commissioner for Human Rights, said "it goes without saying that such comments should not exist."/agencies

Ukraine called early Wednesday for equal opportunities for Africans seeking to evacuate from the country.

The move comes after videos on social media showing Africans being denied access to trains operating evacuations from Ukraine amid its war with Russia triggered outrage.

“Russia’s invasion of Ukraine has affected Ukrainians and non-citizens in many devastating ways. Africans seeking evacuation are our friends and need to have equal opportunities to return to their home countries safely,” Ukraine’s Foreign Minister Dmytro Kuleba said on Twitter, reacting the issue.

“Ukraine’s government spares no effort to solve the problem,” he added.

The African Union expressed concern Monday over reports that Africans in Ukraine are being prevented from safely crossing the border to flee the war with Russia.

Senegal’s President Macky Sall and African Union Commission Chairperson Moussa Faki Mahamat said in a joint statement that they were particularly disturbed by the reports.

Nigeria has described the reactions of Ukrainian police at the borders against its citizens fleeing the country as extremely disheartening./aa

Apple has paused product sales in Russia while limiting Apple Pay and other services in the country due to the war on Ukraine.

According to a statement from the company Tuesday, Russian state-run media RT News and Sputnik News’ mobile apps are no longer available for download from the App Store outside Russia.

"We are deeply concerned about the Russian invasion of Ukraine and stand with all of the people who are suffering as a result of the violence," it noted.

The company underscored its support for humanitarian efforts, providing aid for the unfolding refugee crisis.

Last week, it had stopped all exports into its sales channel in Russia.

"And we have disabled both traffic and live incidents in Apple Maps in Ukraine as a safety and precautionary measure for Ukrainian citizens," it added.

Major US stock market indexes ended sharply lower Tuesday as the first round of peace talks between Ukraine and Russia ended inconclusively.

At the closing bell, the Dow Jones Industrial Average was down 597.65 points, or 1.76%, at 33,294. The S&P 500 lost 67.68 points, or 1.55%, to 4,306.

The Nasdaq fell 218.94 points, or 1.59%, to finish at 13,532.

Amid the escalating tensions, the VIX volatility index jumped 10.51% to 33.31, while the dollar index rose 0.68% to 97.355.

Precious metals were on the rise as safe haven assets, with gold rising 2.4% to $1,946 per ounce and silver reaching $24.525 with a 4.76% gain.

Oil prices posted massive increases, hitting their highest levels during the day.

An assassination attempt against Ukraine’s president has been prevented, a government official claimed early Wednesday, the Interfax-Ukraine news agency reported on its website.

The attempt on Volodymyr Zelenskyy’s life was planned by members of the elite unit of the Kadyrovtsy (Kadyrov followers), the report said, quoting Oleksiy Danilov, Secretary of the National Security and Defense Council of Ukraine, as saying on the air on the Ukraine 24 TV channel.

"The special operation that was to be carried out directly by Kadyrovtsy to eliminate our president is fully known to us today. I can say that we received information from representatives of the FSB (Russia's Federal Security Service) who have no desire to take part in this bloody war. Thanks to this, the Kadyrov elite group that came here to liquidate our president was killed," Danilov told Ukraine 24.

Hundreds of protesters took to the streets Tuesday in Moscow and St. Petersburg to demand the end to the war in Ukraine and the establishment of peace.

Demonstrators gathered on Nevskiy Street in St. Petersburg and unfurled anti-war banners and chanted slogans.

In Moscow, protesters demanded that the government put an end to the war.

Police said protesters gathered for an unauthorized demonstration and harshly intervened.

More than 260 people were arrested.

US automaker Ford said Tuesday that it has suspended operations in Russia "effective immediately" over Moscow's war in Ukraine.

"We at @Ford are deeply concerned about the invasion of Ukraine by Russia and the safety of the Ukrainian people. Effective immediately, Ford is suspending our limited operations in Russia and taking action to support the Global Giving Ukraine Relief Fund," said the company's CEO Jim Farley in a tweet attached with a statement.

"In recent years, Ford has significantly wound down its Russian operations, which now focus exclusively on commercial van manufacturing and Russian sales through a minority interest in the Sollers Ford Joint venture," said the statement.

The company said it informed its JV partners.

It added that the company did not have a strong contingent of Ukrainian nationals working at Ford around the world.

The company donated $100,000 to the Ukraine Relief Fund to assist the Ukrainian people.

GlobalGiving is a non-profit organization based in the US that provides a global crowdfunding platform for grassroots charitable projects.

Russia began its offensive on Ukraine on Feb. 24. It has resulted in at least 136 civilians being killed, including 13 children, according to UN estimates. About 400 others have been injured, including 26 children.

The nationwide assault has led to nearly 680,000 people fleeing Ukraine for neighboring countries, according to the international body.
