A French subsidiary of Africa's second-largest brewer potentially provided logistical and financial support to armed groups involved in atrocities in the Central African Republic (CAR), according to a report Wednesday by a US-based investigative organization.

"Behind the scenes, to protect its market share in the sugar sector, African Sugar factory of Central African Republic (SUCAF RCA), one of the Castel Group's African subsidiaries, has financed armed militias responsible for mass atrocities," the 49-page report stated by The Sentry.

It was in a "climate of war and chaos" that subsidiaries of the Castel Group, the world's third-largest wine producer, maneuvered to retain historical advantages in the Central African sugar sector, said the report.

It said the group negotiated a security arrangement with an armed band, the Peace Unity in CAR (UPC), which has been responsible for massacres despite a severe political and security crisis in late 2014.

The negotiations enabled the UPC to secure factory and sugar cane fields and guarantee free movement on key roads needed to supply the SUCAF RCA sugar factory.

But talks also allowed the company to gain the support of the armed group in an attempt to protect the company's monopoly on sugar distribution in several prefectures, notably through the forced seizure of smuggled sugar, particularly from Sudan, said The Sentry.

To protect its sugar market the French company "set up a sophisticated and informal system to finance the armed militias through direct and indirect cash payments, as well as in-kind support in the form of vehicle maintenance and fuel supplies."

Militia leader, self-proclaimed Gen. Ali Darassa, and former UPC political coordinator and current Minister of Livestock and Animal Health Hassan Bouba are cited as beneficiaries of the arrangement.

"Since the end of 2014, Ali Darassa is said to have been paid nearly $31,000 a year in cash until the beginning of 2021, while Hassan Bouba is said to have received $20,000 a year until 2019," according to The Sentry's calculations based on several first-hand accounts, taking into account direct and indirect payments, in cash or in kind.

The agreement was extended to March 2021 but has "an uncertain future" because of "the deployment of government and Russian forces in former UPC-controlled territories," according to the report.

Denouncing "predatory operators both foreign and domestic who are profiting from a permanent state of war" in the Central African Republic, John Prendergast, co-founder of The Sentry, called on the international community to "urgently address the financial motivations that are fuelling mass atrocities in the Central African conflict."

Companies such as the one in question should be "investigated and held fully accountable for any complicity in war crimes and crimes against humanity they may have committed.

"The victims should be compensated," Prendergast added.

Castel Group official Alexandre Vilgrain was quoted by French media denying the charges.

The Dow Jones and the S&P 500 fell more than 1% each at the final bell in New York after minutes from the Federal Reserve meeting last month revealed discussions about slowing its asset purchases in 2021.

The Dow Jones plummeted 382 points, or 1.08%, to close at 34,960 while the S&P 500 fell 47, or 1.07%, to 4,400. Both indexes ended in negative territory for the second day in a row despite a major comeback on Monday.

The major sell-off came after the Fed's minutes from its July meeting revealed that officials discussed the $120 billion monthly asset purchase program.

"It could be appropriate to start reducing the pace of asset purchases this year," it said.

Although the Fed noted "inflation had increased generally more than expected this year,” the central bank still believes the increase "would prove to be transitory."

The VIX volatility index, known as the fear index, was up for the third day in a row, soaring 20.4% to 21.57.

The dollar index climbed 0.03% to 93.16, and the yield on 10-year US Treasury notes rose 1.1% to 1.272%.

Precious metals were in negative territory as gold fell less than 0.1% to $1,785 per ounce. Silver lost 0.8% to $23.46./aa

The World Health Organization (WHO) chief on Wednesday renewed his call for a moratorium on booster vaccines to shift supply to countries which do not have access to jabs.

Speaking at a press webinar in Geneva, WHO Director-General Tedros Ghebreyesus said that currently, only 10 countries had administered 75% of all vaccine supply, and low-income countries have vaccinated barely 2% of their people.

"I called for a temporary moratorium on boosters to help shift supply to those countries that have not even been able to vaccinate their health workers and at-risk communities and are now experiencing major spikes," Tedros said.

He said it is critical to get first shots and protect the most vulnerable before boosters are rolled out.

"The divide between the haves and have nots will only grow larger if manufacturers and leaders prioritize booster shots oversupply to low- and middle-income countries," said the world health chief.

He said the coronavirus is evolving, and it is not in leaders' interests to focus "on narrow nationalistic goals" in an interconnected world when the virus is rapidly mutating.

"In this context, I was stunned by the news that J&J (Johnson & Johnson) vaccines fill and finished in South Africa are leaving the continent and going to Europe, where virtually all adults have been offered vaccines at this point," said the WHO chief.

Tedros urged Johnson & Johnson to urgently prioritize vaccine distribution before considering supplies to rich countries that already have sufficient access.

On Aug. 4, the WHO chief called for a freeze on booster jabs against COVID-19 until the end of September to enable at least 10% of the global population to get vaccinated, the WHO chief said Wednesday.

On Wednesday, Tedros said the virus is evolving, and leaders should not focus merely "on narrow nationalistic goals" in an interconnected world in which the virus is mutating quickly.

He said strong leadership should commit to vaccine equity, saving lives and slowing variants down.

Confirming the strength of the world trade recovery, the Goods Trade Barometer hit a record high level on Wednesday, according to the World Trade Organization (WTO).

"The latest barometer reading of 110.4 is the highest on record since the indicator was first released in July 2016, and up more than 20 points year-on-year," the WTO said.

The rise reflected both the strength of current trade growth and the depth of last year’s pandemic-induced shock.

All sub-indices of the barometer, a real-time trend gauge for trade, were above trend in the latest month, the organization said.

The global trade in goods has grown steadily after a sharp decline in the second quarter of last year, it underlined, adding that the volume of merchandise trade rose 5.7% year-on-year in the first quarter of 2021.

The main reading indicated that goods trade will see an even larger annual increase in the second quarter, it stressed.

"The outlook for world trade continues to be overshadowed by downside risks, including regional disparities, continued weakness in services trade, and lagging vaccination timetables, particularly in poor countries," the WTO noted.
