Where Law Ends, Tyranny Begins

In essence, Locke's saying means:
- Law is the safeguard of liberty: When any power operates within the bounds of clear, just, and publicly accepted laws, it protects the freedom and rights of its citizens.
- Arbitrary power is tyranny: The moment a government steps outside or above the law, or uses power in a way not authorized by and accountable to the people, they become tyrants. Their rule becomes arbitrary and oppressive, rather than legitimate and just.
- The rule of law is essential: This quote is a powerful argument for the rule of law – the principle that all people, including rulers, are subject to and accountable under the law. Without it, there can be no true liberty, only the potential for oppression.
