Kuwait and Palestine: Steadfast Through the Storm
In the map of international relations,
political positions often bend to the logic of shifting interests and immediate
pressures — yet the relationship between Kuwait and the Palestinian cause
remains stubbornly resistant to this logic. It is an organic bond, built on a
solid foundation of religious commitment, legal legitimacy, and popular
consensus.
Today, amid the sweeping political
upheavals gripping the region, Kuwait emerges not merely as a supporter, but as
a historic partner and faithful guardian of the nation's unwavering principles
toward its central cause.
A Solid Legal Arsenal: Institutionalizing the Rejection of Normalization
Kuwait stands apart with a
constitutional legal framework governing its relationship with the Israeli
occupation. Since the Amiri Decree of June 5, 1967 — which explicitly states
that "the State of Kuwait is in a state of defensive war with Zionist gangs"
— this position has not shifted by a single inch.
This legal commitment has been
reinforced in recent years — most notably in 2021, and through subsequent
legislative updates in 2024 and 2025 — as the Kuwaiti National Assembly
toughened anti-normalization penalties to include a sweeping ban on any direct
or indirect dealings with the occupation entity, as well as a prohibition on
all related imports. This institutionalization has made the Kuwaiti position
virtually impossible to circumvent, transforming Palestine from a mere
viewpoint into a Kuwaiti sovereign cause — one accompanied by sustained
religious, political, and civic awareness efforts.
Kuwait's steadfastness cannot be fully
understood without pausing at the defining milestone set by the late Amir,
Sheikh Sabah Al-Ahmad Al-Jaber Al-Sabah — may God rest his soul — the leader of
humanitarian action. His historic declaration that "Kuwait will never
normalize with the Israeli entity" stands as a defining boundary that has
charted the course of Kuwaiti diplomacy ever since.
The Political Leadership's Approach: A
Compass That Never Errs
This approach did not fade with his
passing — rather, it deepened under His Highness Amir Sheikh Meshal Al-Ahmad
Al-Jaber Al-Sabah, who reaffirmed in numerous summits, most recently in early
2026, that the Palestinian cause is the compass that never errs. He stressed
Kuwait's rejection of any settlement that fails to guarantee legitimate rights
— foremost among them an independent state with Jerusalem as its capital.
Humanitarian Engagement: Sustained Field
Support and Relief
In political science, a true position
is one backed by targeted field action. Statistics from 2025 through March 2026
reveal figures that reflect the full scale of Kuwait's humanitarian engagement
with Palestine:
From October 2023 through the first
quarter of 2026, Kuwait dispatched over 150 relief aircraft carrying thousands
of tons of medical supplies, food, and shelter equipment, in direct
coordination between the Kuwait Red Crescent and Palestinian agencies.
The Kuwait Fund for Arab Economic
Development has financed Palestinian infrastructure projects totaling over $400
million across the past two decades, with emergency packages allocated in 2025
for the reconstruction of schools and hospitals in Gaza.
At the height of the financial crises
facing UNRWA, Kuwait was swift to respond with additional contributions. In
2025 alone, Kuwait provided an exceptional grant of $30 million to ensure the
continuity of education and healthcare services for refugees — cementing
Kuwait's standing among the top 10 international donors to the agency in its
history.
A History of Mutual Building and Deep
Social Roots
The Palestinian-Kuwaiti relationship
is not one of donor and recipient — it is one of mutual building. The
Palestinian presence in Kuwait dates back to 1936, when the first Palestinian
educational mission arrived, and Palestinian teachers went on to play a
foundational role in shaping Kuwait's modern education system. This
professional bond forged deep social ties, and there is hardly a Kuwaiti
household without a memory of a Palestinian teacher who left a lasting imprint
on generations of Kuwaiti leaders and intellectuals.
Kuwait is also home to a Palestinian
community numbering in the tens of thousands, active across all vital sectors
and held in high regard — making Palestine a presence in Kuwait's daily social
fabric, not merely in news bulletins.
Kuwait's resolve is equally evident on
the international stage. Kuwaiti withdrawals against occupation-state
competitors have become a recurring phenomenon, reflecting a popular
consciousness that transcends generations. In 2025 alone, Kuwaiti athletes recorded
more than seven withdrawals in world championships across fencing, tennis, and
swimming — choosing to sacrifice personal titles in defense of national
principle. Culturally, Kuwait remains the foremost host of festivals
championing Jerusalem and rejecting any alteration of its Arab identity.

Kuwait: The Arab Conscience and
Strategic Safety Valve
To those who reflect on the journey of
Kuwaiti-Palestinian relations, it becomes clear that we stand before a singular
case of strategic steadfastness. Kuwait has never hidden behind the excuse of
geographic distance, nor has it bowed before the storms of political pressure —
instead, it has chosen to be the Arab world's wakeful conscience.
From our perspective as Palestinians,
we see in Kuwait's position a safety valve preventing the complete collapse of
the Arab roof. This cohesion — uniting deep religious and moral grounding,
legal legitimacy enshrined in the 1967 Decree, generous giving, and the
strength of civil society — forms an impenetrable barrier against historical
distortion.
Kuwait will remain, as we have always
known it, the strategic depth and the heart beating with loyalty. And Palestine
will remain the compass of the free in Kuwait of goodness. It is a pledge
between men of honor, and the loyalty of blood to blood — until the flag of
Palestine rises above the minarets of Jerusalem, through the efforts of the
faithful and the steadfastness of the resolute, with Kuwait, our sister, always
at the fore.
