Leadership Recognition and Unified Gulf Security
1. Gulf praise for the
Amir of Kuwait’s leadership of the 45th session
The
summit’s final communiqué commended the significant steps achieved by His
Highness Sheikh Mishal Al‑Ahmad Al‑Jaber Al‑Sabah during his presidency of the
previous session, appreciating Kuwait’s sincere efforts in strengthening the
GCC’s progress.
2. Congratulations to
Bahrain on chairing the 46th session and adopting an ambitious work program
The
Council congratulated King Hamad bin Isa Al Khalifa as Bahrain assumed the
presidency of the current session and welcomed the Bahraini government’s 2026
work program, which includes initiatives that enhance joint Gulf action.
3. Reaffirmation that the
security of GCC states is indivisible
The
Council reiterated its firm stance that any attack on one member state is an
attack on all. It also stressed the implementation of the Custodian of the Two
Holy Mosques’ vision to complete economic unity and joint defense and security
systems.
Toward a Stronger Union and Firm Defense of Sovereignty
4. A call to move from
cooperation to a Gulf Union
The
Council directed continued efforts to activate the union phase and tasked the Ministerial Council and relevant bodies
with completing the necessary procedures to accelerate this path.
5. Firm rejection of any infringement
on Kuwait’s sovereignty
The
Council affirmed its rejection of any violation of Kuwait’s sovereignty over
its territory, islands, and waters, calling on Iraq to respect border
demarcation agreements and comply with UN resolutions, particularly Resolution
833 on land and maritime borders.
6. Urging Iraq to make
progress on border and missing persons files
The
Council called on Iraq to adhere to the Khor Abdullah Agreement and maritime
security protocols, and to make progress on the files of Kuwaiti prisoners and
missing persons, as well as the return of property and national archives.
Economic Integration & Protection of Strategic Resources
7. Launch of the GCC
Customs Data Exchange Platform in 2026
Leaders
reviewed updates on economic unity and approved the gradual operation of the
customs data exchange platform in the second half of 2026, marking a step
toward strengthening the customs union.
8. Establishment of the
GCC Civil Aviation Authority
The
Council approved the creation of a GCC Civil Aviation Authority headquartered
in the UAE, along with endorsing the general agreement for the unified GCC
railway and unified regulations for joint property ownership.
9. Reaffirming Kuwait and
Saudi Arabia’s full ownership of the Al‑Dorra field
The
Council stressed that the Al‑Dorra gas field lies entirely within Kuwaiti
maritime zones and that its resources are exclusively shared between Kuwait and
Saudi Arabia, rejecting any claims by other parties.
Consistent Regional Stances and Support for Diplomatic Dialogue
10. Firm positions toward
Iran and support for the UAE’s sovereignty over its three islands
The
Council renewed its call for Iran to respect state sovereignty and refrain from
interference in internal affairs, affirming support for the UAE’s historical
right to its three islands (Greater Tunb, Lesser Tunb, and Abu Musa) and
rejecting any Iranian actions on them.
11. Support for dialogue
on the nuclear file and affirmation of GCC participation
The
Council praised Oman’s efforts in facilitating dialogue between Iran and the
United States, emphasizing the necessity of GCC participation in all
negotiations related to the nuclear file to ensure regional security and
stability.
