The Kuwaiti government has announced that August 8-9 will be a public holiday in celebration of the Islamic New Year.

Although the Islamic New Year falls on Monday, the government has declared Sunday also as an official holiday.

Based on a proposal presented by the Civil Service Commission, all government agencies, institutions and bodies will suspend work during the holiday.

With Sunday-Monday being official holidays, Kuwaitis will get an extended weekend from August 6-9./ agencies

The meeting was attended by the chief of the Prime Minister’s office Abdulaziz Dakheel Al-Dakheel and the Secretary General of the Supreme Council for Planning and Development (SCPD) Dr Khaled Mahdi. Later yesterday, Iraqi planning minister Najem announced the completion of a surgery clinic in Basra funded by the Fund for Arab Economic Development (KFAED), noting that there are plans in place for similar joint projects in the future.

Important role
KFAED had played an important role in serving Kuwait’s political goals by supporting the Arab countries in implementing their projects to reach sustainable development. After the Iraqi invasion of Kuwait on August 2 1990, the ties between the two countries were not the best until the fall of Iraq’s dictatorship in 2003, after that Kuwait supported the government of Iraq by providing soft loans and donations through the KFAED.

Lately, the cooperation between KFAED and Iraq was at best. The institution funded the Iraqi government with about $300 million distributed on different fields. In 2005 and 2007, Kuwait allocated about $50 million and $60 million respectively to help rebuild the educational and health facilities in different Iraqi regions. Furthermore, the Kuwaiti government provided Iraq with $80 million in 2012 to finance a residential area in Um Qasar, in the implementation of the recommendations of the United Nations.

Reconstruction of Iraq
In 2015, Kuwait has hosted the International Conference for Reconstruction of Iraq by an initiative of the late Amir Sheikh Sabah Al-Ahmad Al-Jaber Al-Sabah, where $500 million were allocated and the KFEAD donated $100 million to help the displaced and the communities in need. In 2016, KFAED provided Iraq with $100 million to help rebuild the areas damaged by terrorist operations.

Kuwait in 2018 signed a $80 million-loan agreement with Iraq to help finance a schooling project as part of the second International Conference for Reconstruction of Iraq. The project aims at supporting the social and economic development in Iraq by improving the educational level for schools students.

Moreover, the project includes the establishment of 73 new schools in 15 different governorates. KFAED was established in 1961 to assist Arab and other developing countries in developing their economies by extending Loans on concessionary term to finance development projects in the developing countries. The Fund also provides technical assistance to finance feasibility studies of projects, as well as the training of nationals of the borrowing countries. – KUNA

Three people were killed battling a forest fire in Iran's Fars province, according to state-run television.

The fire broke out in the Firuzabad district early Monday and was extinguished later in the day. But it was ignited again Tuesday, said Iranian media.

The victims were residents who supported authorities in extinguishing the blaze.

A court in southern Turkey on Tuesday ordered that a suspect arrested over destructive forest fires be remanded in custody.

The 16-year-old was arrested last Friday over fires that broke out in Manavgat, Antalya last Wednesday and which damaged two buildings, a warehouse, and forestland before being contained the same day.

The court ordered the suspect remanded on charges of deliberately setting fire to a forest.

Turkish officials have voiced suspicions that arson may be responsible for at least some of the fires that began last week within a relatively short period.

A total of 152 fires have been contained since they started burning last Wednesday in Turkey, according to the country’s agriculture and forestry minister.

Separately, Turkey’s Foreign Minister Mevlut Cavusoglu, Environment and Urbanization Minister Murat Kurum and Transport and Infrastructure Minister Adil Karaismailoglu addressed a news conference in Manavgat district of Turkey’s Mediterranean province of Antalya.

In Antalya, Cavusoglu said over 6,500 personnel, eight aircraft, two UAVs, 30 helicopters, 456 water tenders, 426 construction machines and 172 fire brigade trucks, and 1,841 vehicles are working at full pace to bring the wildfires under control.

Kurum said Turkey will build 1,037 houses in the areas affected due to the fires by next summer.

A total of 47.5 million Turkish liras were sent to Antalya, and over 12 million Turkish liras distributed to 912 families as part of the damage assessments, he added.

A wildfire broke out Tuesday afternoon in a forest in the Varybobi area in the northeast of Greece's Attica region, spreading fast due to dry conditions in the area, the fire department said.

US household debt climbed to almost $15 trillion in the second quarter, the largest increase in 14 years, according to the New York Federal Reserve on Tuesday.

Total household debt balances rose $313 billion, or 2.1%, from the first quarter to $14.96 trillion, the New York Fed said in its Quarterly Report on Household Debt and Credit.

"The 2.1% increase in aggregate balances was the largest seen since 2013Q4 and marked the largest nominal increase in debt balances since 2007Q2," it said.

Total debt balance is now $812 billion higher than at the end of 2019, it noted.

Mortgage balances, which is the biggest component of household debt, rose $282 billion to $10.44 trillion at the end of June. Auto loans increased $33 billion to $1.42 trillion.

Credit card balances grew $17 billion to $790 billion but student loan balances declined $14 billion to $1.57 trillion.

"We have seen a very robust pace of originations over the last four quarters with new extensions of credit for mortgages and auto loans combined with rebounding demand for credit card borrowing," Joelle Scally, administrator of the Center for Microeconomic Data at the New York Fed, said in a statement. "However, there are still two million borrowers in mortgage forbearance who are vulnerable to financial distress once the forbearance programs come to an end."

The African Union condemned Denmark’s recently passed Aliens Act, which provides for Denmark to relocate asylum seekers to countries outside the European Union while their cases are being processed.

Online manipulation operations are meant 'to put governments of countries in difficult situation,’ says Marc Owen Jones

As firefighters work day and night to battle wildfires in southern Turkey, #HelpTurkey became a trending hashtag, but careful examination of the hashtag’s origin and the accounts that popularized it revealed a sinister effort from abroad to denigrate Turkey and harm its national unity, with some innocent users unwittingly getting caught in the plot.

In an interview with Anadolu Agency, Marc Owen Jones – an assistant professor at Qatar’s Hamad Bin Khalifa University and an expert on disinformation and social media – shed some light on how false identities and automated accounts were being used to smear Turkey.

“The HelpTurkey hashtag, which reached 2.7 million people, was definitely manipulated,” he said.

With “manipulation by fake accounts run by multiple accounts by using single persons or single entities, this account tries to drive engagement and make the hashtag trend,” he explained.

They seek to tweet as much as possible and make the hashtag a trending topic, he said, adding: “We saw this manipulation in the HelpTurkey hashtag.”

Jones said it is unclear exactly why this “systematic manipulation” was started in the first place and who was behind it but continued:

“Persons or institutions that carry out a similar operation are trying to put the current governments of the countries in a difficult situation. Organizations that do this have many names, such as PR agencies, advertising agencies.”

But their main purpose, he said, is not to actually help Turkey, but instead to make the government look weak.

Asked about the objectives of systematic attacks on social media, Jones said influencing people’s access to information and adding their own perception is an important factor.

“What they want to do in this manipulation is to make people click on the HelpTurkey Hashtag and make people angry, anxious, and panicked,” he said.

They also want to convince people that “the current government is dysfunctional. This is the purpose of this attack. The operation is extremely large and costly,” as one can see by the number of tweets involved, he explained.

Let the tweeter beware

According to Jones, due to such systematic attacks, social media users should avoid sharing things whose source they do not know, and especially younger users should educate themselves about social media manipulation.

Commenting on the aims of the multilingual tweets systematically posted under #HelpTurkey – often with a “Global Call” visual inviting international dissemination – he said: “It is something made with the copy-paste method and aims to bring the problem to international platforms as much as possible.”

“What's weird is that this has been done on a regular basis from persistent bot accounts,” he added, using a term for automated accounts run by software, not the “users” often pictured alongside the accounts.

Jones pointed to the oddness of having “a social media user living in China in Japan react to this event (in Turkey) and interpret the event” within the framework of the powers trying to denigrate the Turkish government, suggesting that this points to the users not being genuine.

Thousands of fake/fictional users originated trend

In a Twitter thread, Jones analyzed the growth of the topic and how some accounts pushed the hashtag and then suspiciously deleted their retweets shortly after reaching a global audience, also pointing to how many passionate “HelpTurkey” accounts quickly disappeared or hopped onto different names.

“Now I am not certain of the origins of this (HelpTurkey) tweet, but it was tweeted by what I believe are a lot of Turkish celebrities,” he wrote.

“A lot of the accounts tweeting this message are likely real people, inspired by celebrities and others, although what's not clear is who is telling people to copy and paste the English content as opposed to just retweeting it?” he said.

“In addition to this sheer volume of copy pasta” – a derogatory term for online posts simply copied from elsewhere, not written by the current user – “the peak activity (in the ‘HelpTurkey’ hashtag) occurred past midnight Turkish time,” Jones said, adding that this “seems pretty late.”

According to Jones, “another bizarre aspect of the trend was the copy-and-pasted multilingual calls” which translated into “Turkey is on fire and needs help,” many of which were meant to generate engagement with the topic.

“There is clearly a lot of manipulation going on (in the hashtag) 'HelpTurkey’,” Jones argued.

“In addition to being boosted by real people and celebrities, it is being artificially manipulated by what is likely to be thousands of sock puppet accounts,” he added, referring to accounts using fictional identities.

As many Turkish social media users identified #HelpTurkey as a disguised plot from abroad to attack the country’s reputation and its national unity, soon afterward a counter-trend titled #StrongTurkiye was launched on Twitter, with users stressing that the Turkish state is more than capable of handling troubles on its own./aa
