Turkey's foreign minister condemned the "heinous terror attack" in Afghanistan’s capital Kabul on Thursday.

"Deeply saddened by the loss of lives after today’s attack in Kabul. Strongly condemn this heinous terror attack," Mevlut Cavusoglu said on Twitter. "Express my condolences to the families of those killed & my wishes for a speedy recovery to those wounded."

At least 25 people were killed and 90 injured in explosions at and near the Hamid Karzai International Airport, according to Al-Jazeera, citing the Taliban. The hardline group gained control of Kabul earlier this month and most of Afghanistan, but not the airport.

US media outlets cited officials in reporting that 10 American troops were killed and three others injured.

Unconfirmed reports suggest that two of the explosions were the result of suicide attacks.

Taliban spokesman Zabihullah Mujahid condemned the attack on Twitter.

“The Islamic Emirate strongly condemns the bombing of civilians at Kabul airport, which took place in an area where security is in the hands of US forces,” he said.

“The Islamic Emirate is paying close attention to the security and protection of its people, and evil circles will be strictly stopped,” he added.

US forces are in control of the airport as evacuations continue ahead of an Aug. 31 deadline -- the only area of the country still under US control.

NATO chief Jens Stoltenberg on Thursday condemned the explosions outside the Kabul airport, calling them a "terrorist attack."

“I strongly condemn the horrific terrorist attack outside Kabul airport,” Stoltenberg wrote on Twitter, expressing his sympathy to “all those affected and their loved ones.”

He stressed that NATO’s priority remained “to evacuate as many people to safety as quickly as possible.”

Two explosions occurred outside Kabul’s Hamid Karzai International Airport.

At least 10 people were killed and some 50 injured in the bombings, according to media reports.

Thousands of people are waiting at the airport for being evacuated, while large crowds gathered outside the airport, hoping to get on a plane.

US forces are in control of the airport as evacuations continue ahead of an Aug. 31 deadline -- the only area of the country still under US control.

The Belgian government stopped on Wednesday evacuations because “the daytime security situation has very significantly deteriorated” in Kabul and they had received intelligence on “an imminent threat of suicide bomb attacks,” Prime Minister Alexander De Croo said earlier on Thursday./agencies

The International Air Transport Association (IATA) on Thursday praised the European Commission for its speed in delivering the EU Digital COVID Certificate (DCC) and urged states to make it their global standard for digital vaccine certificates.

The DCC was delivered in record time to help facilitate the reopening of EU states to travel, said IATA in a statement.

“In the absence of a single global standard for digital vaccine certificates, it should serve as a blueprint for other nations looking to implement digital vaccination certificates to help facilitate travel and its associated economic benefits,” said Conrad Clifford, IATA’s deputy chief.

IATA said the DCC meets several vital criteria deemed necessary for practical digital vaccination certification.

The DCC can include QR code information in both digital and paper formats.

The QR code contains essential information and a digital signature to make sure the certificate is authentic.

The European Commission has also built a gateway through which the encrypted data used to sign DCCs and required to authenticate certificate signatures can be distributed across the EU.

IATA said the EU has also developed a specification for machine-readable Validation Rules for cross-country travel.

The EU certificate is implemented in the 27 EU Member states, and reciprocal agreements have been agreed with other states’ vaccination certificates, including Switzerland, Turkey, and Ukraine.

In the absence of a single global standard for digital vaccination certificates, up to 60 other countries are looking to use the EU specification for their certification.

The DCC is consistent with the latest World Health Organization Guidance and is fully supported by IATA Travel Pass./agencies

In a first, talks were held in Afghanistan between Taliban representatives and politicians from the resistance movement based in the northeastern Panjshir province, a negotiator confirmed on Thursday.

A 12-member delegation of the Panjshir Resistance Front met a Taliban delegation in Charikar in the northern Parwan province, according to Mohammad Alam Izdiar, a senior politician from Panjshir who previously served as the deputy speaker of Afghanistan’s senate.

After a three-hour meeting, the two sides agreed that talks should continue and attacks should be avoided until negotiations conclude, Izdiar said in a statement.

He said discussions were held in a good spirit and both delegations agreed to consult with their respective leaderships on the matter.

The Taliban, who swept to power on Aug. 15 following rapid advances through Afghanistan, are yet to comment on the meeting.

The group has previously warned of using power if negotiations fail to yield results./agencies

Security forces in Mali arrested a former prime minister of the country Thursday over charges related to the purchase of a plane for then President Ibrahim Boubacar Keita, local media reported. 

The arrest of Soumeylou Boubeye Maiga following a Supreme Court summons was also connected with the purchase of military equipment, according to the local aBamako daily. 

In October 2014, the Office of the Auditor General in the West African nation revealed that the transactions involved a case of embezzlement worth 9.3 billion CFA francs ($16.7 million).

Maiga, 67, had been serving as minister of defense and veterans affairs at the time. 

He faces charges of forgery, corruption, favoritism, breach of trust and influence peddling.

The Auditor General had unearthed cases of overbilling as well as numerous anomalies in the procurement process. 

The case had been closed in 2018 but was reopened last year. 

Maiga is believed to have been a close ally of former President Keita, who was overthrown by Col. Assimi Goita in August 2020. 

He was appointed Keita's prime minister in 2017 but resigned in April 2019 following a massacre in the central region of the country in which 160 people were killed. 

Maiga was arrested along with former Economy Minister Bouare Fily Sissoko, who was charged with offences against public property, forgery, favoritism, nepotism and corruption./agencies

Russia recorded the highest-ever number of single-day coronavirus deaths with 820 fatalities, health authorities said on Thursday, taking the country’s death toll to 179,243.

Some 19,630 people tested positive for COVID-19 over the past 24 hours, pushing the country's caseload to 6.82 million and active cases to 552,479, Russia's coronavirus emergency task force said in a daily report.

Recoveries increased by 19,661 since Wednesday to reach 6.09 million.

Although Russia has a wide range of vaccines, only 23.82% of the country’s population got a jab against COVID-19.

Since December 2019, the pandemic has claimed more than 4.46 million lives in 192 countries and regions, with over 213.9 million cases reported, according to the US-based Johns Hopkins University./agencies

Multiple explosions shook Afghanistan's capital Kabul on Thursday, including two outside the airport serving the city, killing dozens and injuring over 100, according to media reports and Anadolu Agency's correspondent on the ground on Thursday. 

A BBC report citing a senior Kabul health official said that more than 60 people had died, while over 140 were injured in the explosions.

Fresh explosions were also heard later in the evening, with reports indicating that the total number of blasts had risen to six, according to Anadolu Agency reporter on the ground.

US CENTCOM commander Gen. Kenneth McKenzie confirmed that 12 US soldiers had been killed and 15 others were injured in the blasts.   

An earlier Twitter statement by Pentagon spokesperson John Kirby had said that there had also been "a number of" casualties among afghans.

Turkey's Foreign Ministry said on Twitter that there had been "no damage or casualties" among Turkish troops in the airport.

Unconfirmed reports suggest that some of the explosions were the result of suicide attacks.

Meanwhile, Taliban spokesman Zabihullah Mujahid condemned the attack on Twitter: "The Islamic Emirate strongly condemns the bombing of civilians at Kabul airport, which took place in an area where security is in the hands of US forces."

"The Islamic Emirate (Taliban) is paying close attention to the security and protection of its people, and evil circles will be strictly stopped," he added.

In a later statement, Mujahid said several explosions had been heard in Kabul in the evening, accusing US forces of carrying out the blasts inside Kabul airport to destroy their equipment.

He also added that the explosions had not worried residents of the city as they were not against them.

EU foreign policy chief Josep Borrell also took to Twitter to condemn the attacks. "Strongly condemn the cowardly attacks at Kabul airport against people longing for safety. EU stands in solidarity with the Afghan citizens." 

"We will continue fighting terrorism together with international partners," Borrell added.

At a press conference, spokesman Stephane Dujarric said UN Secretary-General Antonio Guterres is following the terrorist attacks around Kabul airport in Afghanistan with deep concern.

Guterres also condemned the attack that killed and injured a number of civilians in Kabul, Dujarric said, adding that the attack once again revealed the instability in Afghanistan.

There are no reports of casualties of Turkish troops from two explosions outside of the airport serving the Afghan capital Kabul, Turkey's Defense Ministry said Thursday.

"There were two explosions outside of Kabul Airport. There is no damage or casualties in our units," the ministry said on Twitter.

The announcement came following reports that sounds of blasts were heard in the Kabul airport area.

No causalities of any of the many nationalities at the airport have been confirmed yet.

Turkish troops are at the airport working to evacuate Turkish nationals, personnel, and soldiers from the country.​​​​​​​

 Kuwait’s International Islamic Charity Organization (IICO) launched yesterday the ‘Manara’ project to support needy families and orphans at the Palestinian Universities in the West Bank. Around 28 students will benefit from the initiative through the Wafa institution for Development and Capacity building in Ramallah.

On the occasion, Head of the Institutions Unit and Major Donors at the IICO Jarrah Ibrahim Al-Zaid said that the organization worked on providing all forms of support and assistance to the Palestinians, especially talented and distinguished students.

In a direct speech delivered through the Zoom digital platform, Zaid said during a ceremony in which scholarships were announced in Ramallah, the Organization took the initiative believing in those talented students to help build the future of their country. The project comes within the IICO’s strategy that enhances education and provide high slandered educational opportunities, in compliance with the fourth goal of the UN Sustainable Development Goals, which focuses on the quality of education.

Meanwhile, Director of the Wafa institution for Development and Capacity building Mohaisen Al-Atawenah praised the IICO for its contribution for many basic projects in health, housing, comprehensive care sectors. In a statement to the press on the sidelines of the ceremony, Atawenah said that the scholarship covers two semesters for students of various academic disciplines in universities in the West Bank. The selection of beneficiaries was based on specific criteria, the most important of which is the need of the poor and orphans, and then academic excellence, he added.

He expressed his thanks for Amir and people of Kuwait for the generous support in all fields, and extended his thanks for Kuwaiti Charitable societies and organizations. Kuwait’s Health Minister Sheikh Dr Bassel Al-Sabah’s announcement that 70 percent of population have been vaccinated has given rise to optimism nationwide that herd immunity was within reach. The announcement came after almost two years of strict measures triggered by the coronavirus pandemic, including lockdowns and partial curfews.

Kuwait was fully mobilized to control spread of the virus and began vaccination campaign eight months ago with the ultimate aim of reaching herd immunity. More than 2.6 million people have been vaccinated so far. His Highness the Prime Minister Sheikh Sabah Khaled Al-Hamad Al-Sabah launched the vaccination campaign with a Pfizer-BioNTech shot and had recently announced success of the campaign, paving the way for full return of employees to workplace in person.

“We are on the right track to achieve herd immunity,” Ministry of Health spokesman Dr Abdullah Al-Sanad said and expressed gratitude to healthcare workers for their fight against the virus. He also commended citizens and residents for registering to get the vaccine jabs. Dr Khaled Al-Saeed, member of COVID-19 vaccine committee, said the inoculation helped achieve herd immunity which would eventually ease strain on health system in case of future waves of the pandemic.

The vaccination drive, he added, contributed to a significant drop in the number of mortalities and patients in hospitals. It also encouraged the ministry to introduce a third shot of the vaccine “for critical cases.” Maryam Abdurrahman, director of nutrition department at Kuwait Cancer Control Center, described the 70-percent vaccination threshold as “a great breakthrough.”

She said the pandemic affected the psychological, social and health behavior of the people and the acceleration of vaccination would have positive impacts on people with low immunity. Eman Ahmad, a mother of an autistic boy, said her child could now enjoy his time outdoors and lead a normal life. Amal Abdullah, member of Kuwait Writers Association, said acceleration of vaccinations encouraged the association to organize a book fair, the first since the outbreak of the pandemic.

Meanwhile, Kuwait’s Health Ministry announced that public and private hospitals and specialized health centers nationwide can resume elective and non-essential surgeries from Sunday due to the significant drop in coronavirus infections. “Allowing the return of operations comes due to the improvement in the epidemiological situation and the decrease in the number of COVID-19 patients, praise be to God, and the ministry’s keenness to provide the best medical services,” ministry spokesman Dr Abdullah Al-Sanad said in a statement yesterday. The decision was taken based on the recommendations of Undersecretary Dr Mustafa Reda following the ministry’s assessment of the situation, the official said. -KUNA

 

A top official at the Kuwait Civil Aviation Authority said yesterday that a plan to implement the resumption of direct commercial flights with India, Egypt and four other nations will be announced “within a few days”. Head of Operations at Civil Aviation Mansour Al-Hashemi told Kuwait TV yesterday in a brief statement that the plan will include operations of all airlines to implement a decision by the council of ministers earlier this week.

The Cabinet has announced that direct commercial flights will be resumed with India, Egypt, Bangladesh, Pakistan, Sri Lanka and Nepal but it did not fix a definitive date for the resumption which comes after months of suspension due to the coronavirus pandemic. The Civil Aviation on Tuesday issued a statement announcing the resumption of the flights giving the impression that the resumption was immediate. The statement however did not carry any date.

Later, the Authority denied that the resumption was immediate and insisted they had no certain date yet. Hashemi however later said the date will be announced within days. The six nations together have some 70 percent of the 3.3 million expat population in Kuwait which means that the resumption could lead to an influx of expats into the country. In preparation for their return, the Civil Aviation had asked the Cabinet to raise the number of daily arrivals at Kuwait Airport which currently stands at 7,500 passengers.

In the meantime, the Council of Ministers yesterday discussed a number of economic projects that had been in the pipeline for several years and asked the concerned ministries and authorities to speed up execution. The projects include the establishment of a new international fairs ground project in Subbiya, three economic zones starting with Abdali economic zone and renewable./agencies
